harvest and sell your poles or timber) then it means you
cannot get full payment for all carbon stocks in your
forest. Then what proportion should get paid for was never
agreed upon.4. preventing leakage: that is, if
you protect your forest while forests are cleared for their
products, wouldn't you have caused deforestation
elsewhere? Then your payment will be deducted depending on
the estimated probability of leakage, i remember some
projects lost of 20% of potential revenues. 5.
proving additionality criteria, both financial and
environmental additionality. Financial additionality
requires that CDM projects provide sufficient proof that the
project would not have been financially viable if it was not
for sale of carbon credits. In other words, GreenResources
should prove that they did not have capital to run those
project in the absence of carbon payments. We know that they
gamed the system here. Environmenta additionality requires
that the project prove that those emissions reductions would
not have been attainable if it was not for the introduction
of carbon creditsMoreover CDM projects in the
forest sector were required to add other sets of
international standards and benchmarks such as Climate,
Community and Biodiversity Alliance's (CCBA)
requirements and/or Plan Vivo and if they involve timber
harvesting then they have to add Forest Stewardship Council
(FSC)' forest products certification
schemes.
These
additional criteria required CDM projects in the forest
sector to prove exceptional/positive community benefits and
net positive impact on biodiversity. Now the Lindi Forest
Resources (sister company of Green Resources) cleared
natural forests with rich biodiversity (hence clearly net
negative impact on biodiversity) and cleared wamakonde's
cashew farms, mango and orange trees and reduced amount of
land available for food production resulting in food
shortages and frictions in the community (hence clearly net
negative impact on the socio-economic wellbeing of
surrounding communities) and yet, since they know wapi pa
kupenyeza rupia kuondoa usia, wamefanikiwa kuendelea na
miradi yao.
This is
how complex these issues are. I have amassed some expertise
on the science and policy side of things but not on the
markets side. I have engaged with the markets from a
distance. I am very skeptical of these initiatives. My
skepticism is informed by my theoretical understanding and
extensive field experiences of living among wamakonde,
wamatumbi, wamwera, wayao, etc and meeting the
distinguishable elite scientists in Europe and USA and
activists scattered all over the world. At the end of the

The ETS you mention is a normal stock exchange
for trading carbon credits. It has nothing to do with our
forests: most derivatives and futures markets now have
carbon contracts. CDM assets in foreign countries are
tradable.
You may or may not know it but I run a
brokerage license that allows us to work with licensed
colleagues to deal in carbon finance though we haven't
done so. I do not know the science (I have friends who do!)
but I have fair personal knowledge of carbon fonance.

driving prices down while the marginal costs of producing

What you
were referring to about a firm in Norway paying for
"carbon trapping" in Africa is what was called CDM
under the Kyoto Protocol (CDM=clean development mechanism).
This was the only system that allowed Annex 1 countries
(industrialized countries that are responsible for the bulk
of current and historical emissions and have financial and
technological capacity to reduce emissions) to work
collaboratively with non-Annex 1 countries like Tanzania
(whose historical and current emissions are insignificant
but projected future emissions could be significant and
cannot afford those costly alternatives to reduce emissions
in various sectors of its economy)
Okay, back to the question on how
they assign emissions quota. Various approaches have been
tried and have proven difficulties and contentious in their
implementation. There was a "grandfathering"
approach whereby you get quota based on your historical
emissions. Others rejected this contending that it rewards
bad practices of the past and encourages bad practices now
which will be rewarded in the future and it prevents new
entrants into the system. There was an "equal
emissions" allocated across all polluters which was
also contested. There are six other approaches and my
fingers are getting numb typing now...
