Let's take a look at your question here.

Can you hear what he is . . . . ?
(a) saying
(b) talking
(c) telling
(d) speaking

Note: why (a) or (b) or (c) or (d)? and not (a) or (b) or (c) or (d)?

It's actually a very difficult question but we take it for granted because we already know it. You should bring this to my immigrant class on Saturdays. That's when you would really appreciate the difficulty in this question. This is not something that most of them would be able to answer easily.

Anyway, to make a long story short, The correct answer is (a)  saying
The correct sentence is Can you hear what he's saying?

All the other choices are wrong.

Indians are fond of using  (c) telling   This is wrong without including the object.
It is correct to say:  Can you hear what he's telling the class?     Class is the object.

It is also correct to say: Can you hear what he's speaking about?
Similarly, it is correct to say: Can you hear what he's talking about?

(a) saying ---  Is the only correct form that does not require the addition of an object.

This is all too technical for me to explain.
