Nimesoma uchambuzi wa Dk. Mkumbo Mkumbo. Nina hoja mbili tatu.
1. Yeye akiwa msomi na kiongozi katika Chadema alipaswa kutumia fursa za vikao kujenga hoja kuhusu hayo anayoandika, hata na mkakati wao wa "ushindi." Ninajua fika kuwa hajawahi kuibua hoja hiyo akazuiwa na mtu yeyote katika kikao chochote. Hii inawafanya watu wenye uwezo mzuri wa kufikiri kama yeye wahoji nia au kusudio la mkakati wenyewe. Nadhani hili ndilo liliwaetea tatizo yeye na wenzake.
2. Anaandika na kulaumu watu kuwa wanashabikia viongozi badala ya chama. Bado nahitaji kuelewa anachomaanisha. Kwanini? Najua kuwa chama ni wanachama, si mashabiki; ingawa katika kukua kwa chama chochote makundi yote ni muhimu. Lakini hayana haki sawa.
Vile vile, uongozi upo kwa ajili ya kushikilia chama, kukiongoza, kukijenga na kukilinda kwa kuzingatia katiba, kanuni, miongozo nk. Kama viongozi wapo madarakani, na wao ndio wenye dhamana ya kuongoza chama, inawezekanaje kutenga chama, uongozi na viongozi?
Dk. Kitila anaandika kana kwamba Chadema kilikuwa na viongozi, baadaye wakawekwa pembeni, chama kikabaki pembeni; na kwamba sakata la Zitto lilipoibuka yeye hakuwa kiongozi.
Kwa hiyo, waliokuwa wanamshabikia na kumtetea Zitto hawakuwa wanashabikia kiongozi. Vile vile, waliokuwa wanatofautiana na Zitto na kushikilia uamuzi wa Kamati Kuu hawakuwa wanashabikia uamuzi wa chama! Hii ndiyo hoja anayojenga Dk. Kitila, ambayo inakosa mashiko kwa sababu uongozi hauwezi kuwapo bila viongozi.
Kamati Kuu inaundwa na viongozi wapatao 30. Inapotokea uamuzi wa pamoja ukamuumiza mmoja wao, ni vigumu kuelewa mtu anayeng'ang'ana kusema kuwa walioamua si chama bali "viongozi", hivyo wanaokubaliana na uamuazi huo hawakubaliani na uamuzi wa chama bali wa viongozi.
Lakini kwa kuwa Dk. Kitila naye alichukuliwa hatua na Kamati Kuu hiyo hiyo, lazima tumsikilize kwa haki na kwa umakini, lakini pia tumrudishe mstarini anapoteleza kama hivi.

--KAMA nilivyotarajia, makala yangu ya wiki iliyopita iliibua hisia kali na maoni ya haraka kuliko makala zote nilizopata kuandika katika gazeti hili. Wapo wengi waliopongeza na wapo wengi pia waliopinga. Sina tatizo kabisa na watu waliopinga kwa nguvu zote makala yangu hiyo kwa hoja. Tatizo langu ni moja tu ambalo nimelizungumzia mara kadhaa. Nalo ni hii tabia inayozidi kujikita katika nchi yetu ya watu kushindwa kustahimili hoja kinzani na badala ya kujibu hoja kwa hoja wanaamua kuporomosha matusi. Mwalimu Nyerere alituasa siku nyingi kwamba katika kujadiliana ‘jenga hoja, usipige kelele’ (argue, don’t shout). Bahati mbaya sana wengi wa wapenzi wa vyama vya siasa siku hizi hawana uwezo wa kujenga hoja. Wanataka kila mtu afikiri na aseme kama wao. Ukifikiri na kusema tofauti na mawazo yao utarushiwa lundo la matusi na kupachikwa majina ya kila aina: msaliti, mamluki, haini, katumwa au anatumika. Ndio maana kuna haja ya kurudisha utaratibu wa mijadala mashuleni (debating clubs) ambayo ilikuwa inasaidia sana kuwajengea vijana uwezo wa kustahimili na kujibu hoja kinzani kwa hoja, bila kugombana wala kutukanana.Pamoja na kwamba sio kawaida yangu kujibu maoni ya wasomaji, kwa leo nitavunja mwiko huu na kutumia aya chache katika makala haya kujibu baadhi ya hoja za wasomaji wangu, ambazo niliziona kwamba ni hoja. Maoni ya wasomaji yalijikita katika maeneo makubwa mawili. Mosi, kwa nini mimi sikuwa mvumilivu na kuomba msamaha ili yaishe na nibaki katika chama tuendelee kupambana. Hoja ya pili ni kwamba kujaribu kujenga mbadala wa CHADEMA ni kuchelewesha ukombozi na kuifanya CCM iendelee kukaa madarakani milele. Waliojenga hoja ya pili walionekana wazi kuamini hoja ambayo imekuwa ikitolewa mara kwa mara na baadhi ya viongozi wa vyama vya siasa kwamba itachukua miongo miwili hadi mitatu kujenga chama kingine cha upinzani kama CHADEMA. Nitajibu hoja ya kwanza. Hoja ya pili ndiyo msingi wa makala yangu ya leo.Niwakumbushe wasomaji kwamba mara baada ya Kamati Kuu kupokea waraka uliodaiwa kuwa ni wa mapinduzi (ukweli ni kwamba haukuwa wa mapinduzi), mimi binafsi nilikiri kushiriki kuuandaa na kuhariri waraka ule neno kwa neno. Nikaenda mbele nikawaeleza wenzangu kwamba kwa jinsi mjadala ulivyokwenda ni wazi kwamba wajumbe wa Kamati Kuu walikuwa wamepoteza imani na mimi. Kwa sababu hiyo nikaomba kujiuzulu nafasi zangu zote za dhamana nilizokuwa nazo katika chama, na kwamba nilikuwa tayari kubaki kuwa mwanachama wa kawaida tu hadi hapo chama kitakaponihitaji kukitumikia katika nafasi yeyote kitachoona ninafaa huko mbele. Zitto Kabwe naye akafanya hivyohivyo; kwamba, pamoja na kutokushiriki kwake katika waraka ule kwa namna yoyote ile, wajumbe wa Kamati Kuu walionyesha kutokuwa na imani naye hivyo aliomba kujiuzulu. Mwanasheria Mkuu wa chama akawashauri wajumbe kwamba tungejiuzulu tungepata heshima. Ilikuwa lazima tufukuzwe ili tuabike. Akaenda mbali zaidi na kuwashauri wajumbe kwamba kama tungefukuzwa, chama kingeimarika mara kumi zaidi. Bahati mbaya wajumbe wa Kamati Kuu wakakubaliana na ushauri huu, ambao mimi hadi leo naamini kwamba ulikuwa ni ushauri wa ovyo kabisa kutolewa kwa chama cha siasa.Katika mazingira hayo utaona kwamba kulikuwa na hali ya shari, chuki na kukomoana. Sasa hamuwezi kuendesha chama kwa kukomoana. Na hapa ni wazi kwamba viongozi wa chama na wajumbe wa Kamati Kuu sio tu kwamba walishindwa kutatua mgogoro uliokuwepo, lakini wao wenyewe walishiriki kuchochea na kuulea mgogoro na kufika hapo ulipo kwa kukubali kuzingatia ushauri uliotolewa katika mazingira ya chuki na siasa za kukomoana. Sheria na kanuni hazijawahi kuwa nyenzo ya kutatua migogoro katika siasa. Migogoro ya kisiasa hutatuliwa kwa busara, hekima na uvumilivu, mambo ambayo hayapo katika uongozi wa sasa wa CHADEMA na ndio chama kinapoteza mweleko kwa kasi.Kuna sababu zingine nyingi kwa nini tunahitaji mbadala wa CCM na CHADEMA. Kwanza, kuna uwezekano halisi kabisa ya CCM kushindwa katika Uchaguzi Mkuu ujao kama vyama vya upinzani, na hasa CHADEMA, vitapenda kushinda. Ikitokea CCM ikashindwa mwakani chama hiki kitakufa. CCM itakufa kwa sababu haina wanachama wala washabiki kwa maana halisi ya maneno haya. CCM ni chama dola, na hakuna popote duniani ambapo chama dola kilibaki baada ya kunyang’anywa dola. Vyama dola hushikiliwa na dola, na wanachama na washabiki waliopo katika vyama hivi kimsingi hushabikia dola na mara dola inapowatoroka na wanachama nao husepa. Ilikuwa hivyo Zambia kwa UNIP. Ilikuwa hivyo Kenya kwa KANU na ipo hivyo katika nchi nyingi za Afrika pale ambapo vyama vilivyokuwa vinatawala vilipoteza dola. Katika mazingira haya kuna hatari kubwa sana tukazalisha chama kingine dola mara CHADEMA kitakapokuwa madarakani kwa sababu ya upinzani dhaifu.Pili, CHADEMA kimeanza kuonyesha tabia zile zile tunazopinga na ambazo tumepigana kuziondosha kwa miongo mingi tangu mfumo wa vyama vingi uanze hapa nchini. Nilieleza kwa kirefu katika makala yangu ya wiki ijayo kuhusu kushamiri kwa utamaduni wa chama kimoja ndani ya vyama vingi hapa nchini. Kwa mfano, unaposikia mtu aliyeasisi chama kwa lengo la kueneza demokrasia anasema “Zitto hahitajiki katika chama hiki. Kama anataka urais akagombee CCM au aanzishe chama chake. Hawezi kupata nafasi kupitia CHADEMA. Katikati ya sakata hili, muasisi mwingine wa chama huko Kilimanjaro aliandaa mkutano na waandishi wa habari rasmi kumuunga mkono mgombea mtarajiwa wa urais kupitia CCM. Lakini huyu hakuonekana msaliti!Hii inatuthibitishia hisia za umiliki wa chama na kwamba mgogoro wote huu unajikita katika nafasi za mamlaka ndani ya chama: uenyekiti na nafasi ya kugombea urais. Ndio yaleyale niliyosema wiki iliyopita kwamba ndani ya vyama vyetu hivi kuna wateule na wateuliwa. Kama haupo katika makundi haya huna nafasi na hii sio sifa njema ya chama cha kidemokrasia.Kuna mfano mwingine wa hatari zaidi kwa mustakabali wa demokrasia ya nchi hii. Katibu Mkuu wa CHADEMA amepiga marufuku wanachama wa CHADEMA kuhudhuria mikutano yoyote itakayofanywa na Zitto Kabwe popote hapa nchini. Hii inamaanisha kwamba hata huko Kigoma Kaskazini ambapo yeye ni mbunge wanachama wa CHADEMA hawaruhusiwi kuhudhuria mikutano yake. Kimsingi, na kimantiki, Katibu Mkuu wa chama cha siasa anapiga marufuku mbunge kufanya kazi yake! Kiongozi anayepiga marufuku wanachama wa chama chake kuhudhuria mikutano ya wanasiasa ambao hawapendi atatuaminisha vipi kwamba akiingia madarakani hatapiga marufuku mikutano ya vyama vya upinzani?Jambo hili linaweza kuonekana dogo, lakini ngoja niwape mfano mdogo ili kuonyesha kwa nini hatupaswi kulea matendo yeyote ya kidikteta, madogo na makubwa. Mwezi uliopita mwanasiasa machachari wa chama kipya cha upinzani nchini Zambia kinachoitwa Alliance for a Better Zambia (ABZ), Frank Bwalya, aliswekwa ndani na polisi kwa kumlinganisha Rais wa nchi hiyo na chumbu mushololwa (kiazi kitamu) akiwa na maana kwamba Rais Satta ni mtu asiyekubali ushauri. Kabla ya hapo, Frank Bwalya alikuwa rafiki mkubwa wa Satta na alimuunga mkono na kumsaidia sana kushinda urais. Mwezi Septemba 2013 serikali ya Satta pia ilimweka ndani kiongozi mwingine wa chama cha upinzani cha MMD Nevers Mumba kwa kumwita Rais mwongo. Lakini yeye alipokuwa kiongozi wa upinzani, Rais Satta alizunguka kila kituo cha redio na televisheni akiwatukana na kuwaita kila majina marais Banda na mtangulizi wake marehemu Levy Mwanawasa. Hawakumuweka ndani.Kwa kiasi kikubwa Michael Satta alijengewa kiburi na wafuasi wake ambao walikuwa hamkosoi kwa lolote. Ndani ya chama chake alipokuwa upinzani aliabudiwa na akapewa majina yote ya kutukuka. Hawakujua kwamba walikuwa wanamtengeneza dikteta wa kwa mikono yao wenyewe. Leo hii Zambia inabidi uangalie nyuma na mbele kabla hujatamka neno ‘Satta’. Ndio maana ninasema ni hatari sana kuabudu viongozi na kuwajenga katika misingi ya uungu mtu na kwamba hawakosoleki. Hii ndiyo hatari ninayoiona kwa wanachama na wapenzi wa CHADEMA. Wanachama, washabiki na wapenda mabadiliko kupitia CHADEMA yawapaswa kutambua kuwa kuendelea kuwashabikia viongozi wa chama bila nukta na kuhalalisha makosa wanayofanya ni kuwajengea mazingira ya udikteta huko waendako.Na kwa mazingira niliyoyaeleza hapo juu tunahitaji sana mbadala wa CCM na CHADEMA. Tunahitaji mbadala wa CCM kwa sababu chama hiki kimelewa madaraka na sasa hakioni wala kusikia, na haielekei kwamba ulevi huu utaisha, zaidi kuwa na dalili zote za usugu. Tunahitaji sana mbadala wa CHADEMA kwa kuwa chama hiki nacho kimeanza kulewa sifa zinazotokana na umaarufu. Viongozi wa chama hiki wameshaanza kulewa na ndio maana wanaweza wakafanya maamuzi wanayoyaita ni magumu lakini ni ya hovyo bila woga wala hofu. Wanafanya hivi kwa sababu wanajua wanachama na wapenzi wao watawaunga tu mkono kwa sababu hawana namna madamu hawaitaki tena CCM. Wanasahau kwamba kwa ulevi huu wa umaarufu wanatengeneza mazingira yaleyale ya CCM. Watakapoingia madarakani umaruufu utaisha na wataanza kulewa madaraka, na kwa ubabe wanaounyesha kabla ya dola kuna kila dalili kwamba ulevi wao wa madaraka utakuwa balaa.Tunahitaji mbadala chama cha siasa cha upinzani kitakachojikita katika kupinga mawazo na falsafa za chama tawala, na sio kupinga sura za watu. Tunahitaji chama kitachokajengwa katika misingi ya demokrasia ya wanachama na sio demokrasia ya viongozi na waasisi wa chama. Tunahitaji chama kitachozingatia misingi ya uadilifu katika maisha binafsi ya viongozi na utumishi wa umma kwa sababu msingi wa uadilifu katika utumishi wa umma unajengwa katika uadilifu binafsi. Tunahitaji chama ambacho kitalea viongozi ambao watakuwa na ujasiri wa kukiri makosa inapotokea wamekosea na sio kuyahalalisha. ITACHUKUA muda kuelewa nini hasa kilichokikumba Chama Kikuu cha Upinzani nchini (CHADEMA) hadi kikashindwa kutatua mgogoro wa uongozi na hatimaye kuingiza nchi katika kizungumkuti cha kisiasa tunachokishuhudia leo. Binafsi, kama mmoja ya wahusika wakubwa katika mgogoro huu nimepokea pole, lawama, na kwa kiasi fulani hongera kwa kumudu kuhimili mikikimikiki iliyonikumba. Nimepokea pole kutokana na misukosuko niliyokumbana nayo katika sakata hili hadi kufikia kufukuzwa uanachama.
Hili si jambo dogo katika maisha ya binadamu. Kufukuzwa katika ushirika wowote ni jambo linalosababisha mfadhaiko na ninazipokea pole nilizopewa kwa unyenyekevu. Ninashukuru pia kwa wale walionitia moyo kwamba hii ni ajali katika safari na nisikate tamaa katika kutoa mchango wangu katika harakati za mabadiliko ya kisiasa nchini. Nami nawaahidi kwamba bado nipo imara na nitaendelea kushiriki kikamilifu katika harakati za kuleta mabadiliko ya kisiasa hapa nchini, ndani na nje ya vyama vya siasa.
Walionipa lawama ni wale waliokubaliana mia kwa mia na viongozi wa CHADEMA waliotujengea taswira ya usaliti na uhaini kwa chama kwa uamuzi wetu wa kuandaa mkakati wa kushinda uchaguzi ndani ya CHADEMA; mkakati ambao ulikuja kutafsiriwa kama mkakati wa mapinduzi ya uongozi halali ndani ya chama. Na kwa kuwa viongozi waliongea sana na kulirudia jambo hili mara kwa mara, na kwa kuwa jamii yetu imejengwa katika kuamini uongozi zaidi kuliko mtu mwingine yeyote, wapo watu wengi ambao wameafikiana na tafsiri ya uongozi kwamba waraka ule ulikuwa ni mkakati wa mapinduzi na haukuwa na nia njema.
Wapo pia wananchi walionilaumu kama sehemu ya uongozi wa chama kwa kushindwa kuyamaliza mambo yetu ndani ya chama. Na wengine wamenilaumu kwa kutokuwa na moyo wa kubali yaishe, kwamba ningekubali kosa, hata kama siamini kwamba ni kosa, ili niombe msamaha yaishe, tusonge mbele. Natamani ingekuwa rahisi hivi na kwamba kungekuwa na nia njema kwa pande zote mbili, pengine neno samahani lingetosha kumaliza mgogoro huu.
Kwa sababu hii nazipokea lawama zote kwa unyenyekevu pia na ninakubali kwamba nimeshiriki, bila kutarajia, kusababisha usumbufu na kutatiza tamanio na tumaini la mamilioni ya Watanzania katika kuitoa CCM madarakani. Hata hivyo, taswira ya mgogoro huu ni pana kuliko inavyoonekana na pengine tutapata nafasi nzuri zaidi mbele kueleza vizuri kilichotokea katika maandishi ili watu waelewe na waielewe CHADEMA na viongozi wake vizuri, na kuweka kumbukumbu kwa vizazi vijavyo.
Sitarajii katika makala haya kukidhi kiu ya watu wengi wanaotamani kujua ukweli wa mgogoro ndani ya CHADEMA na pengine mimi siye mtu sahihi kueleza jambo hili kwa kuwa nina maslahi ya moja kwa moja. Ninatoa changamoto kwa watafiti wa sayansi ya siasa kulifanyia utafiti jambo hili na kuliweka bayana, ili watu wapate kujifunza na kulijua vizuri.
Nieleze tu kwamba mgogoro huu unatukumbusha kuwa, pamoja na kwamba tupo katika mfumo wa vyama vingi, bado tumeendelea kuukumbatia utamaduni wa chama kimoja. Kwa hiyo tuna vyama vingi vya siasa, lakini vyama hivi bado vinakumbatia utamaduni wa chama kimoja. Utamaduni wa chama kimoja ni utamaduni hodhi na wa kiimla. Uongozi katika utamaduni wa chama kimoja unapatikana kwa njia za uteule, ukiwahusisha watu wachache wateule. Utamaduni wa chama kimoja unakataa ushindani wa wazi. Katika utamaduni wa chama kimoja kutamani cheo fulani ndani ya chama na katika serikali ni ulafi na uroho wa madaraka. Ndio maana vyama vyetu vyote vikubwa hapa nchini vinakataza na kukemea wanachama wao kutamani na kutangaza nia ya kuwania madaraka makubwa kama vile urais au uenyeviti wa vyama.
Kutamani madaraka peke yake kunakatazwa, achilia mbali kuandaa mkakati wa kushinda nafasi unayoitamani. Na hili ndilo kosa tulilolifanya. Tulikuwa wajinga sana kudhani kwamba tupo katika mfumo na utamaduni wa vyama vingi ambapo mtu yupo huru kutamani cheo chochote katika chama chake cha siasa, na kutengeneza mikakati ya kushinda cheo hicho katika uchaguzi huru ndani ya chama. Tulikuwa wajinga kwa kujaribu kuachana na utamaduni wa kuvizia cheo na kujifanya hutaki wakati unataka.
‘Msaliti’ mwenzetu Zitto Kabwe alianza siku nyingi mwaka 2009 kwa uamuzi wake wa kugombea uenyekiti wa chama bila kupata ridhaa ya wazee wa chama. Alikuwa mjinga kudhani kwamba uongozi katika mfumo wa chama kimoja unapatikana kwa kujaza fomu na kuomba kura. Nami nilikuwa mjinga nisiyeelewa kwa kumuunga mkono na kumtaka asonge mbele katika nia yake hiyo. Hakuishia hapo, Zitto Kabwe akafanya ujinga mwingine kwa kutamani na hatimaye kutangaza kugombea urais kupitia chama chake. Huu nao ulikuwa ni usaliti kwa utamaduni wetu wa chama kimoja, kwa sababu katika utamaduni huu nafasi kama hii ni ya kiteule na wateule na wateuaji wapo.
Ninapokubali kupokea lawama katika kushiriki kusababisha mgogoro unaoendelea ndani ya CHADEMA, naomba nami niwarushie lawama tele wanachama na mashabiki wa chama hiki, na wapenda mabadiliko kwa ujumla. Nawarushia lawama wanachama na washabiki wa CHADEMA kwa kuwashabikia viongozi wa chama chao katika kukinyonga chama. Viongozi wa chama hiki wamefanya makosa mengi na makubwa hadi kusababisha mgogoro ufike ulipofika, lakini wanachama na mashabiki wa chama wamekuwa wakishwashangilia katika kila hatua walioifanya. Kwa hiyo lawama ya kwanza kwa wanachama na mashabiki ni pale walipokubali kugeuzwa kuwa mashabiki wa viongozi ndani ya chama badala ya kuwa mashabiki wa chama. Na kwa kuwa ushabiki hupofusha macho na akili, mashabiki wa viongozi hawatofautishi kati ya uongozi na chama. Ni kama vile wamedanganywa na viongozi waliopo na wakakubali kudanganyika, kwamba uongozi wa chama ndio chama, na chama ndio uongozi!
Ni kwa sababu ya ushabiki kwa viongozi, ndio maana ilifika mahala wanachama na mashabiki wa CHADEMA wakagawanyika katika makundi ya washabikia viongozi, na chama kikakosa watu wa kukishabikia na hapo kikajikuta hakina mlinzi.
Makosa yaliyofanywa na uongozi na wanachama wa CHADEMA unafanana sana na makosa yaliyofanywa na viongozi na wanachama wa NCCR Mageuzi miaka ya tisini. Kama inavyotokea kwa CHADEMA leo, wanachama wa NCCR Mageuzi waligeuka kuwa mashabiki wa viongozi, kundi moja likimshabikia Mrema na kundi jingine likiwashabikia akina Marando. Kwa kudhani kwamba chama kilikuwa imara sana, kundi la akina Marando likaamua kumfukuza Mrema likiamini kwamba alikuwa hana madhara yoyote kwa sababu chama kilishaimarika mno, wakisahau kwamba msingi wa ufuasi ulijengwa kwa viongozi na sio kwa chama.
Mrema alipotimka, akatimka na mashabiki wake. Hicho ndicho kinachoendelea ndani ya CHADEMA. Kuna watu wenye mtazamo finyu wanaamini kwamba chama hiki ni imara sana kwa sasa kiasi kwamba hata wakimfukuza Zitto kitaendelea kubaki imara. Wamesahau kwamba wamejenga ufuasi kwa viongozi, na hivyo watakapomfukuza Zitto atatimka na wafuasi wake na chama kitayumba. Wangekuwa na mtazamo mpana wa kimantiki, na kama wangekuwa ni watu wa kujifunza, viongozi wa CHADEMA wangelimaliza sakata la Zitto ambalo sasa lipo mahakamani kwa njia ya usuluhishi kimya kimya kama walivyofanya NCCR kwa Kafulila. Lakini kwa sababu ya upofu unaoendelea unaotokana na kugubikwa na ulevi wa utamaduni wa chama kimoja kwa upande mmoja, na ulevi wa umaarufu kwa upande mwingine, hawatakubali yaishe nje ya Mahakama, na hatimaye watamfukuza Zitto. Wakishakumfukuza Zitto atatimka na mashabiki wake, chama kitayumba na kutoa unafuu kwa CCM. Katika mazingira haya tunahitaji sana mbadala wa CCM na CHADEMA.
