[wanabidii] REA: Kujitoa MCC hakuathiri miradi

WAKALA wa Nishati Vijijini (REA) umesema miradi yake, haitaathirika na kusitishwa kwa misaada ya Shirika la Changamoto za Milenia (MCC), kwa kuwa Serikali ya Tanzania imejipanga kutoa fedha nyingi zaidi kuwezesha miradi hiyo.

Kumekuwapo hofu miongoni mwa wananchi kwamba miradi ya REA itakwama, mara baada ya taarifa za Bodi ya MCC kusitisha msaada wa kiasi cha Dola za Marekani milioni 472 (takribani Sh trilioni moja) kutokana na suala la uchaguzi wa marudio wa Zanzibar.

Uamuzi huo ulifanywa Machi 28 mwaka huu na Bodi ya shirika hilo, iliyoundwa na Bunge la Marekani kusaidia nchi zinazoendelea, ikiwamo Tanzania. Mkurugenzi Mkuu wa REA, Dk Lutengano Mwakahesya aliwaambia waandishi wa habari jana kuwa miradi ya REA ipo salama na haiwezi kuathirika na hatua hiyo ya MCC.

Alisema usalama wa miradi hiyo, unatokana na ukweli kwamba, tangu REA ianze haijawahi kupokea fedha za msaada kutoka MCC na badala yake ni Serikali ya Tanzania na mashirika mengine, ndio imewasaidia katika kukamilisha miradi yao.

Dk Mwakahesya alisema kuwa awamu zote za fedha kutoka MCC zilizokuwa zinatolewa, hawakuwahi kuzipokea, isipokuwa wanasaidiwa na mashirika mengine. Aliyataja mashirika hayo kuwa ni Shirika la Maendeleo la Sweden (SIDA), Shirika la Maendeleo la Uingereza (DFID), Shirika la Maendeleo la Norway, Umoja wa Ulaya (EU) na Serikali ya Tanzania, ambao wamesaidia kukamilika kwa miradi ya awamu ya kwanza na ya pili kwa asilimia 90.

Alisema kutokana na hali hiyo, REA haiwezi kuathirika kwa namna yoyote ile kwa kuwa serikali imejipanga kutoa fedha nyingi zaidi kusaidia miradi hiyo kwa awamu inayofuata. "REA haijawahi kupata fedha za MCC bali ni jitihada za Serikali ya Tanzania na msaada kutoka mashirika ya Sweden na Uingereza.

Hata miaka iliyopita hatukuwahi kupokea fedha hizo na kwamba hatutaathirika,'' alisema Dk Mwakahesya. Alisema kuwa fedha hizo, hazikujumuishwa katika bajeti yao na ndio maana hawakuzipata na kwamba miradi yote inayoendeshwa na REA, inaendelea kufanya vizuri.

Alisema wanategemea mpaka Juni mwaka huu, mradi wa pili utakamilika na kuanza mradi wa tatu. "Mradi wa kwanza REA na Shirika la Umeme Tanzania (Tanesco) wa kusambaza umeme, umegharimia Shilingi bilioni 120 toka kwenye mfuko wa mradi. Tulikubaliana na Tanesco kushughulikia unununuzi,'' alisema Dk Mwakahesya.

Akizungumzia madeni wanayoidai serikali, Dk Mwakahesya alisema kuwa wanatambua kwamba serikali ina shughuli nyingi, ambazo wanazifanya na kwamba itakamilisha madai yao taratibu. Alisema kuanzia Novemba mwaka jana, serikali imeanza kulipa fedha hizo kama walivyokuwa wanatarajia.

Akizungumzia kushuka kwa gharama za huduma, Meneja wa REA, Elineema Mkumbo alisema Tanesco ilikuwa inachangia asilimia tano na kwamba kwa sasa inachangia asilimia tatu kutoka mauzo yote ya umeme.

Mkumbo alisema kuwa endapo gharama za huduma zitashuka, haitawahusu kwa kuwa wataendelea kupata asilimia tatu za mauzo ya umeme wao. Pia alisema kuwa mpaka sasa wamefikia wateja 75,000 kati ya wateja 250,000 ambao walitegemea kuwafikia.

"Tumeshatengeneza miundombinu 14,000 ya msongo wa kati, transfoma 5,000 katika mikoa yote,'' alisema Mkumbo. Aliongeza kuwa wanashirikiana na sekta binafsi katika kukamilisha miradi hiyo, ikiwemo Rift Valley ya Mufindi ambayo imesaidia kusambaza umeme katika vijiji 14, Lumama ambayo imesambaza umeme katika vijiji sita, Chicole Sisters inayozalisha megawati tano na kuingiza katika Gridi ya Taifa na Taasisi ya Mbinga ambazo zote zimesaidia kupunguza matumizi ya mafuta ya dizel.

Uchaguzi wa marudio, ulifanyika Machi 20 mwaka huu visiwani Zanzibar baada ya ule wa awali wa Oktoba 25 mwaka jana, matokeo yake kufutwa baada ya kubaini kuwapo kwa ukiukwaji mkubwa katika uchaguzi, ikiwamo aliyekuwa mgombea urais wa tiketi ya Chama cha Wananchi (CUF), Seif Sharif Hamad, kujitangazia ushindi.
