[wanabidii] KRA Compliance & HELB Clearance not a must!

Ladies and Gentlemen.
 
We gave ourselves the new constitution after amedments from the Lancaster constitution that had been severally amended in peacemeal to suit certain intrests of the day.
 
Its implimentation thereof has been/shall be through enactments of laws in parliament.
 
Governance and distribution of national resources made the core theme that saw devolution proposals that come 4th March 2013,various positions such as Senators,Governors and county reps shall be contested to realise the drafters intent as gathered from kenyans.
 
Its quite unfortunate that some requirements such as tax compliance and Helb clearance are not specifically a requirement since there is no mention on the same as part of the documentation for submission the IEBC.
 
It appears the 10 parliament had a thick skin to salvage yet the possible leaders to be elected are by virtue of their offices going to administer resources (allocation and distribution).Its not lost that each county shall take care that they are not deprived from self rule = develop an economy.
 
If such leaders wont return to Caesar what is caesar (KRA & HEL) what INTERGRITY do we talk of under chapter 6 of the constitution!
