TANZANIAN ministers and their technocrats who have been meeting here ahead of Wednesday's summit of Heads of State declined to sign an agreement for the establishment of the East African Community Political Federation after some last minute hitch.
Four ministers from Uganda, Kenya, Burundi and Rwanda signed the document but Tanzania's seat remained empty at the Hotel Source de Nil, here.
According to reports, Tanzania's decision was made after issues of land and security re-emerged in the new report expected to be presented to Heads of State for adoption. The document is titled Report of the Team of Experts on Addressing the Fears, Concerns and Challenges of the East African Community (EAC).
Some of the fears and challenges highlighted in the document include loss of land disparities in land tenure system, effects of political federation on existing national foreign and defence policies and lack of clarity on the model of the Federation.
According to a highly placed source in the Ministry of East African Co-operation, Tanzania refused to sign the document because some of the concerns that she aired during negotiations were not included in the final document.
While the other countries signed the agreement at around noon, Tanzanian delegates remained at the Lake Tanganyika Hotel to plan their next move. They met under Minister for East African Co-operation Mr Samuel Sitta from morning to around 1:30 pm.
The delegation which, however, refused to talk to the media included Deputy Ministers for Energy and Minerals Adam Malima, Industry and Trade Lazaro Nyalandu, Majaliwa (education) and Permanent Secretary, Ministry of East African Community, Ms Stargomena Tax, among others.
On Saturday evening, Mr Nyalandu reiterated Tanzania's position of not allowing land to be a matter of integration and maintained that the country was firm and would not be cowed by anyone. He said some member countries were attempting to revive previous discussions on land, while it had been agreed that the issue would not be part of the EAC.
Ms Tax said Tanzania would remain focused on various issues related to EAC affairs including its interest on moving the integration process step-by-step, before getting into the envisaged political federation.
"We would like to see the already signed protocols benefiting our people before rushing into other stages. Where are we rushing for?" she asked. When approached for comment, the Chairperson of Council of Ministers, Ms Afsa Mosi from Burundi, said Tanzania had delayed the signing, but could probably do so later.
