Customs officers in the eastern Democratic Republic of Congo have seized 375 kilogrammes of coltan, a precious mineral used in electronics, en route to Rwanda, an official said Saturday.
The seizure was made Thursday at the "Great Barrier" border crossing, the minister of mines in North Kivu province, Jean Ruyange, told AFP.
Officers stopped a jeep headed towards Gisenyi, across the border in Rwanda, because their suspicions were raised on seeing that the tyres were depressed even though no cargo was visible.
The following day "they noticed unusual work around the chassis, removed a metal plate and found a quantity of coltan, around 375 kilos (825 pounds)," Ruyange added.
The metallic ore is used in electronic devices such as mobile phones and laptops.
Ruyange said the driver was taken away for questioning and an investigation was under way to determine the origin of the ore and whether other shipments have already crossed the border.
The minister lamented "fraudsters (who) develop sinister ways to distract our units."
"We have had a lot of cases where they empty the tank, fill it with minerals and devise another fueling system."
The DR Cong has large reserves of oil, copper, gold and diamonds as well as coltan.
On several occasions, Kinshasa has accused Rwanda of supporting rebels of the March 23 Movement (M23), active in North Kivu since May 2012, and financed with the support of Congolese minerals. Kigali has always denied supporting the armed group.
In November 2011, Rwanda returned to the DR Congo more than 80 tonnes of cassiterite, coltan and wolframite that had been smuggled out of North Kivu.

My fellow African Ludovick,
I love your contribution and I give you credit for sharing your objection expressing your disagreement with my observation over Kagame's crookedness with insanity way of thinking and doing things. You also insinuated that I am a nobody to call people insane and that we are jelous. You also suggested that Kagame keep excelling on international fora.
I have the following additional points to support my argument and share with you inclusively why I think that Kagame is a crook and is insane and that we are not jelous of him. I will list them in point form thus:
1) I am somebody with conscious who value life and stand to voice injustices on behalf of the voiceless. For those who have closed mind, let them know that, Kagame is not excelling in the International fora. Kagame is guilty in all ways and means where reports from International NGOs with United Nations presented and proved the same with evidence documented. Although this has been made known to him with warnings, Kagame continue to remain stubborn in his support of M23 militia attack on the Congo people inside Congo land.
2) Only crooked and insane people have closed mind over moral obligations to respect, value and dignify Human Rights with virtue. More specifically, over mutual concern for common good of all. In this case, I mean that, if Kagame has right and expect to be respected; he too must learn how to respect other people's rights and dignity….."So in everything, do to others what you would have them do to you, for this sums up the Law of Love". In this case, As Congo people have right to protect and preserve their rights and dignity, so they must protect themselves against Kagame's invasion in the use of M23.
It is therefore, if Kagame continue to be stubborn and continue to steal Congo mineral wealth resources by force with insurgencies in the use of M23 Militia terror group to benefit himself with his people, he is inviting a reverse of the same, which means, he is calling for total war; because the Congo people have right to protect that which belong to them by all means. But, as you imply, if the International fora you believe in continue to sympathize with Kagame for whatever reason you know yourselves, then there shall be no other option but M23 with Kagame must face total war. This is what common sense dictate; and it is no surprise that, the whole world of good people will join to sympathize with Congo people from being wiped out by Kagame who is using force from stolen wealth and this will for sure invite World War.
History shall repeat itself, "the rich also cry" and the mighty and powerful "crumbles down"…….it is no wonder…….and therefore, I dont see the world going to war because of Kagame insurgencies over Congo. You can take that to the bank.
3) If it is because of Kagames friendship with some rich and mighty selfish greedy business community in the west that makes Kagame to boast frantically with show-off, that does not stop the poor to stand their ground and protect their interest. We are yet to see and confirm if this is what Foreign Secretary John Kerry shared with Kagame………..I doubt it!!!!!!! It is just a matter of time and Kagame will be dropped like hot potatoes...........
4) Because of the above, we are showing concern for humanities virtue moral obligation and strength, not weaknesses and as a result we have no reason to be jealous of thieves who steal things that do not belong to them in unjustified crude manner so to enrich themselves instead. Here, we see such people as inconsequential loose moral beings, lacking capacity to intelligently negotiate fairly, responsibly and with dignity for mutual exchange of goods in the value of "Give and Take" shared for common good of all.
5) Peace and Happiness does not come through stealing or creating wars on other peoples goods and as a result, theft is negative of Peace and Happiness.
6) Consequently, if we all want to enjoy peace and happiness, we must understand the meaning of Love. The commandment of love in summary states "do unto others as you expect done unto you"…….It is the commandments where if we obey we shall enjoy harmonious peace and happiness in the fullest sharing of the gifts of God................
7) We all must trust and obey the commandment of love to live a fuller life that is complete and is enriched with prospects of love, but which limits pain and suffering of mankind................
This is the promise, will and purpose of God's creation my dear friend Mr. Ludovick and it is the reason why we fight the hardest to protect human rights, freedom, security with sustain peace and unity equal and favorable to all with opportunity for progressive development fair to all........and that, we cannot afford the cost and destruction of war..............but if Kagame is asking for it, he will surely get that which he is asking for............it is because, life is precious to allow careless characters like that of Kagame to destroy it............and because of our belief, faith and trust to live a respectful, dignified, valuable, healthy, fuller and happy life, we shall fight to the bitter end and never faulter…………..

So you become envious why we are left out of such talks? and who do
think has arranged the meeting? you seem to suggest it is kagame

Is this responding to the question? Probably. But may be the question at
hand is the causative of the Eastern Congo problem goingalone to the Us to
plead for clemence istead of wanting to reconcile with DRC. Peace may not
come in the region by meeting the Secretary of state and telling him lies,
but comming to regional perteners and discussing the trueth. Part of that

Rwanda: Kagame, Kerry Discuss Regional Security

President Paul Kagame and the US Secretary of State John Kerry on Thursday held bilateral talks which revolved around the security situation in the Great Lakes region, particularly in eastern Democratic Republic of Congo (DRC).
The meeting sought mechanisms that will enable Rwanda and the US to maintain close working relations in efforts towards restoring peace and security in the region.
Addressing journalists shortly after the meeting in New York, Foreign Affairs Minister Louise Mushikiwabo, said: "The forum was about working more closely with the US government on regional stability, while preserving the core security interest of our country and keep moving on to eventually reach at state of stability in the region."
"The meeting was very productive, it was about where we are today and what needs to be done to actually get out of the crisis mood that has prevailed since April last year, it was about securing the interests of Rwanda and supporting Rwanda's contribution to regional stability," she said.
She added, "It's important to remember that the kind of understanding and analysis that has prevailed in the eastern DRC has been superficial."
Earlier this month, a regional Heads of State summit on the DRC crisis was held in the Ugandan capital Kampala, to find a "lasting solution" to the ongoing conflict, which last month threatened to spill over to Rwanda, after 36 mortar bombs landed into the border district of Rubavu.
Kigali responded by warning that the continued violation of its territorial integrity by the Congolese forces and FDLR, a genocidal militia would no longer be tolerated.
Mushikiwabo said that there are many aspects and complexities that shroud the crisis in the DRC that have been overlooked.
"We talked about those aspects and looking at the DR Congo crisis as one in many successive crises that we have known since the end of the Genocide against the Tutsi," said the minister.
She particularly said that the continued existence FDLR militia on the Congolese territory is always overlooked by the international community, yet this group is an important part of the problem.
"The FDLR is not an issue that should be overlooked; we have seen in recent years that it's been swept under the rug almost to the point of acting as if this current crisis has no origin."
FDLR is composed of elements responsible for the 1994 Genocide against the Tutsi in Rwanda in which over a million people died in a space of 100 days.
The militia is also accused of human rights violations in DRC.
Asked whether the US understands the root cause of the DRC crisis, Mushikiwabo said that she believes the US understands "very well" that the centre of the crisis is the FDLR.
"The US understands what is at stake and strongly believes that Rwanda has a security interest that needs to be protected but how that feeds into other aspects of the crisis is what needs to be adjusted in order for us to move on."
At the meeting, she said that Secretary Kerry pointed out that the DRC crisis has too many actors and interests that are both known and unknown who make it difficult to implement the activities that have been agreed upon to bring stability in the region.

What Secretary of state john Kerry has told kagame is to get his hands off Congo because the US, UN, EU, AU and all knows exactly that the problem is M23 and Rwanda, nothing else. The Congolese which has not taken part in any genocide are the one suffering with millions dead, not the Rwandans, therefore this games that kagame wants to play by so called blaiming others has come to an end. Congolese must have peace and they must enjoy their many riches.

Congo-Kinshasa: DR Congo President Calls for Altruism in New Global Push for Sustainable Development

President Joseph Kabila of the Democratic Republic of the Congo (DRC) warned today that the selfishness of some States could threaten efforts to set a new sustainable development agenda for the decades ahead.
"At a time when the question of post-2015 development is high on the agenda, the international community is more and more marked by the failure of certain of its members to respect the fundamental principles of international relations, the persistent selfishness of some States and the convulsions of the world economy," he told the General Assembly on the second day of its annual General Debate.
"The consequences that this entails are multiple. They range from attacks against peace to murderous conflicts, from a globalization that is essentially fuelled by the unbridled pursuit of profit to the exacerbation of poverty."
President Kabila is one many leaders addressing the annual Assembly session at which heads of State and Government and other high-level officials will present their views and comments on issues of individual national and international relevance. The Debate will conclude on 1 October.
The theme of this year's 68th Assembly is the post-2015 development agenda, aimed at drawing up an even more ambitious blueprint to totally eliminate poverty and its attendant ills in the decades following the end of the Millennium Development Goals (MDGs) cycle.
The eight (MDGs), adopted at the 2000 UN summit, aim to slash extreme hunger and poverty, boost access to health care and education, achieve gender equality and environmental stability, and reduce maternal and child mortality and the incidence of HIV/AIDS, all by the end of 2015.
"The new programme that we are called upon to set up must be universal, ambitious, capable of responding to the immense challenges that humankind confronts, and able to engender positive transformations on the basis of the principle of shared and differentiated responsibilities," Mr. Kabila said, stressing the importance of engaging women, youth and civil society in the process.
"In this context, I hope that the proposals coming out of this session will embody our common desire to prioritize the economic, social and environmental dimension of sustainable development. These proposals must cover local, national and regional development programmes. They must also fuel a bold international cooperation and reflect the will of each of our States to contribute to peace and international security."
Turning to his own vast country, where violence still continues in the east despite the efforts of UN peacekeepers to bring stability over the past 13 years, Mr. Kabila noted the irony that part of the problem stemmed from the DRC's willingness to accept refugees in the wake of the Rwandan genocide of 1994.
Without peace, sustainable development in the DRC remained "only hypothetical," he said noting that the eastern region, particularly in and around the flashpoint city of Goma, has seen little respite from fighting since the peacekeepers helped bring relative stability and elections to much of the rest of the country following vicious civil wars. Mr. Kabila thanked the UN, regional African organizations and the European Union for their aid and support.
He pledged his country's full support to the recently agreed regional accord, formally known as the Peace, Security and Cooperation Framework for the DRC and the Region.
