Is it the monies allocated for roads and rural electrification the source of all this drama? Why could we not foresee this coming? was Kenya ready for this? is this a calculated move to frustrate the county governance?
Lets face the facts (i stand corrected) From the budget allocations its only KeNHA that received direct allocations of funds to carry out its mandate, the other two roads authorities i.e KeRRA and KURA were never allocated any funds instead the funds that were to be allocated to them was allocated to the county governments. this has lead to delay payments (to contractors) for the ongoing works, after continuous attempts from local contractors to get their payments from the two road authorities, the authorities approached Treasury for the monies who in turn have been forced to "recall back the monies" from the counties. a move that has not gone well with the governors.where as both parties stand their grounds and are deemed right in their own perspectives, the truth of the matter is we overlooked this and its now here to haunt us. Devolution was to enhance equity distribution of development projects, therefore allocation of funds directly to county governments is therefore the most ideal way to go. Recalling of these funds shall surely expose the former government un-even distribution of project allocation hence will result to some counties receiving more funds than other counties. this stalemate should be sorted out as soon as possible before its effects hits the ground, currently several local contractors have not been paid for works already executed upto seven months ago. Contractors may be forced to slow down execution of works and massive layoff of workers will be imminent cause the local contractors may not be able to sustain the cost of labor that shall eat into their profits.
Governors on the other hand do not want to let go of the allocations cause at the end of their terms they shall be judged as to their performance.
