[wanabidii] State rules out talks with Anthony Chinedu


 
Good People,
 
 
We do not want war in Kenya.
 
 
Raila with other politicians who borrowed heavily from business men
are all in debt with those who sponsored their election and they dont
know how to pay them back their debts. This includes the Nigerian
business-men in Kenya who mostly were dealing in drugs.
 
 
Kenyans have in the past suffered the same predicament in ways and
means. Local families in the villages also had their chickens, goats,
cows, harvested food crops from the farms were forcefully taken by
agents of political lead groups, with peoples local lands, where many
people are already driven out of their lands and the lands auctioned
to the unscrupulous Corporate Special Business Interest.......whom in
one way or the other sponsored elections of these lead politicians.
 
 
Show-cases:
For Example; We lost Kwale Titunium to Chinese Canadian Co. during Moi's leadership in this manner and in 2007/8 we lost Migingo in the same
manner to Museveni ......where many people who resisted were shot dead
and many strong young men and women were massacred or planted to die mysteriously to pave way for political special interest. Turkana was
also sold to Israel special interest in the same manner; other areas are the
Isiolo, Marsabit, Tana River, Kilifi, Taita Taveta, Garissa, Garsen etc., that
lost huge number of their community people in such organized, planned and engineered Civil conflicts and many people continue to die in Kenya through such like organized terrorism and thuggery meant to fool peoples
intelligence......leaving people suffering and pushed into further extreme
poverty and homelessness.......it is because, these political agents treat
people's property as their own and they do not care. This is the type of
life in Kenya.......it is why there is civil conflicts with careless killings.
During Kibaki and Raila's rule, we saw Al-Shabaab and Al-Qaeda mass
entry to Kenya and through pirating busienss, they took the whole of
Eastleigh attached to Eastleigh Air-Base. How can a responsible Government conduct themselves in this manner?
 
 
No one having supported the Raila family come out safe. You must be
finished.........even the little you have will be taken away from you.....so
you cannot stand.
 
 
Additionally, Chinedu made a story in Kenya. His wife Akinyi made very
strong plea for help that Chinedu is a drug dealer. He invited his other
notorious friends from Nigeria as business men in Kenya to support Raila's
quest for Presidency. Raila promised them heavens from public wealth
and resources. Why cant they be investigated, exposed and convicted
instead of making them look like lordship who committed nothong wrong?
This behaviour was seen very common in many occassions where some
Agents, gangs, thugs and youth boot soldiers that associate to Raila's
political groups go to Luo Businessmen and Women to demand for Big
money saying they were sent by Raila's wife to collect money to support
Raila's political interests. If you are critical, stubborn and do not part with
your money, your life is in danger.
 
 
Good people, It is sad, I am speaking from experience, and I am a victim of circumstances. Me and others from the same community in South Nyanza have lost heavily and today, 2,000 families in South Nyanza were given forced eviction from our ancestral community homes, where my fathers home and my home is one such target and my mothers life is in a
very sorry pathetic situation hanging between life and death.
Are we really going to continue to accommodate political leaders who will
continue to hide the truth from the people? Is Kenya still sold-out? Why
did Raila come to USA to complain to Corporate Special Business
Interest about his victory taken away from him? Is he looking for sympathy
to create civil war in Kenya??? Why is he going round bragging that he is
a powerful man??? Did he not get 5 years as Prime Minister enjoying the
50/50 coalition with Kibaki.......did he not make enough money? why did he not use his powers then to deliver to the public and provide the rightful
Constitution from the word go.......is he trying to fool the world that he is
the best?
 
 
I said it before and I wiss say it now, Raila got the best chances he had and if he never did any good to Kenyans, he need to retire and resign from
politics.
 
 
Consequently, we demand accountability from Kibaki/Raila administration to account for all public land that were sold under-table in exchange for political gains and that all stolen land with LAND GRABS must be returned to the people with immediate effect.
 
 
Pushing people to war for selfish interest is unacceptable. People must wake up and stand firm.
 
 
If, by any chance, there are political campaign debts that were incurred, that is not our problem, it was done behind peoples back....it is not the problem of Kenyans and Kenyans neck must not be put to pay debts they
did not authorize.........We were never consulted.
 
 
Therefore, Kenya must demand for people's right. Kenya is not going to
go to war for the sake of political special business interest that went haywire, that were not sensored by public demand or authorized under
their Public Mandate. Public Interest comes first and we are not going to
allow this type of behaviour. It is unconstitutional and unacceptable.
Raila with his friends must face their political debtors without involving the
public ........ it is because, WE DO NOT WANT WAR.......and THERE IS
NOT GOING TO BE ANY WAR........We shall not tolerate anymore
elements of corruption, graft or impunity.........we demand clean public service delivery without corner corner..........
 
 
We demand that Government invervene and conclude LAND GRABBING ISSUES...........We the people, must be paid all damages and loses that
have been incurred and we shall not be quite any more........Like you pay
back your political debtors, we the people must be paid all that we have
lost.........
 
 
There is nothing that Kenya Government need to talk with Chinedu.....We
demand that Nigeria release Kenyan ........
 
 
It is imperable that Kenya's Ambassador to USA explain and mak public
details of former PM Raila's meeting in the USA. It all amounts to Transparency
and accountability.......being that, the Embassy is a public utility and
which tax-payer is spent to pay workers and maintain expenses for personnel.
And whether former PM Raila's travel to US was authorized by Uhuru and Ruto
Government.......

The High Court has granted orders requiring deported Nigerian businessman Anthony Chinedu to appear in court for a hearing of his case on the June 20. Chinedu's family had gone to court seeking orders to have him appear in court as they had accused the state of detaining him and deporting him contrary to court orders staying his deportation. The State has seven days to reply to the application. Chinedu was deported on Monday night alongside six other foreigners who the state had accused of being involved in 'dirty business'. NTV's Sheila Sendeyo reports.

The Coalition for Reforms and Democracy leader Raila Odinga has called for education services to be devolved to the county level and teachers hired by the state to be contracted to county governments. Speaking in Kisumu, the former prime minister also called on the government to implement free education programmes to the letter, claiming that currently parents have been forced to bear the burden of paying various levies which are beyond many poor parents.

I have failed to understand this man for a long time now. When he is in parliament, he really delivers. At the party level, most people accuse him of high-handedness. I, personally attribute the failure of Jakom to win the presidency and especially the low voters registration and turnout in Nyanza to his arrogance. It's clear to me how he managed to turn a Siaya issues into an ODM issue, something that came to haunt the party upto the election time. He is someone I admire and at the same time I can't understand. This man Jakoyo Kamidiwo!
ODM as a party lost the elections due to poor strategy, disorganization, dysfunctional secretariats, lack of inspiration, dictatorship by a few individuals, and alienation of party members from management of the party, cronyism among other factors. Every party member agrees that ODM is the single largest party in Kenya. As a matter of fact, it is the single party with the highest number of members in National Assembly, county assembly, women league and youth league. But on the ground, ODM is not the party it used to be. Members have lost hope. There is no direction. No clear guidelines on how its affairs are conducted. For example, nomination to the county assembly turned out to be a family affair. For example, my MP in Nyakach Hon. Aduma wuon Owuor, nominated two relatives. I have also heard rumors that in Gem, the trend is the same. This has not gone down well with majority of party members and he have a disappointed party members.
As a step to correcting the problems that we have been faced with as a party, ODM has embarked on filling the position of Executive Director. Many party members applied to fill this position. I expected ODM to at-least post the names and qualifications of all those who applied, but this has not happen. I have also gathered that at-least ten people have been shortlisted. Unfortunately for many members, nobody knows the criteria used to shortlist the said candidates.
Back to Jakoyo, I have heard rumors from many reliable quarters he handpicked the vetting committee of 7 MP's and is likely to use his influence in parliament on these first time MPs to serve his interest. These interests are what killed our party. I hope the men and women who were picked to the vetting committee will be guided by the long-term interest of the party and not the short-lived personal interest of a few individuals. The following are the members of the vetting committee.
Andrew tobiso, Butere constituency, Chairman.
Junet Mohammed, Suna East constituency.
Timothy Bosire, Kitutu Masaba constituency.
Joshua Aduma, Nyakach constituency.
Florence Mutua, Women rep Busia county.
Joyce Lay, Women rep Taita Taveta.

Looking at the list, its very clear something is not right somewhere. Nyanza alone has four members!!Yes, they might be very qualified and equal to the task, but does it serve the interest of Nyanza to have 4 representative in that committee, yet coast, which voted cord mps have none! I understand this is just a vetting committee. They will not really appoint the ED, this will be left to elected party officials. The county chairmen, the MPs, the NEC et al. We must get some basics right.
As I indicated before, I am for Mr. Caeser Asiyo. I believe he has what it takes to move the party forward. When he served as the deputy campaign manager in 2007, he delivered. Two of my very close personal friends Norman Magaya and Nabii Nabwera also applied and I am wishing them luck.
ODM must get the basics right. I also do not understand why there is a hurry to fill the positions of those who left. Some of those post have been vacant for the last four years. We pushed for them to be filled before elections and the forces that want them filled now were the ones that refused. ODM should conduct a complete party election.
This tricks by a few clique who want to appoint their cronies to fill those positions must be resisted by all well-meaning party members.
For ODM to make an impact in 2017, radical changes must be made. The party must be taken back to the members! We must get the basics right.

If KIMISHO cannot pay a paltry Ksh. 14,000/= for services rendered, yet it boasts of over 5000 members which means every member only needs to contribute 2/= to offset this embarrassing debt, then it is simply a PYRAMID SCHEME in the making.It's offices( if it has any) will go the KCDN way, to the auctioneers like in 2006.

Thanks God some of us cannot "manage anything" but we do not leave on other people's sweat, conning our way in life. It is better to hold your dignity and integrity than put food on the table by borrowing, fraud tempered with arrogance and a sense of false achievement. There is no achievement here migosi Oto, KIMISHO just like KCDN will be a cash cow for just 2 people,the signatories of KCDN whom are Oto and his better half, unless that has since changed, and I'd be surprised.

Now, can you pay your debts before you pretend to try to emancipate anybody? You need redemption more than anybody else, but above all, you need a job and a source of earning a living which is not collecting "donations" every year.

You have moved from Nairobi where your taps have run dry and down to Nyanza where naive folks believe you will save them.

First and foremost, pay Lee Ksh. 14,000/= and I will henceforth be convinced KIMISHO is headed somewhere.

Dear Friends,
The National Prayer Breakfast was hosted today at the Safari Park Hotel. It was a nice occasion to watch, from the discordant Parliament Choir to the hilarious Personal Reflections of our Deputy President HE Hon William Ruto.
Now, Hon Ruto knows how to connect with the people. He left all of us in stitches with his personal reflections. The most entertaining was when they had to approach the Chief of the Defense Forces that they were going to kneel down as they were being prayed for during their Inauguration! And when they were at State House for their first ever visit upon being declared President and Deputy- an Aide asked them what would happen if they were told that- hold it guys, there was a problem. You are not the guys who won! To when someone asked that- so God still listens to prayers offered by Yego? I loved it all.
 
 
It made me also decide to have my own Personal Reflections today. I was invited for Tea yesterday at the Senate Lounge by Prof Peter Anyang' Nyong'o- the Senator for Kisumu County. I found him in the company of Sen John Munyes and as we had Tea, we made our Reflections on many issues of National importance. We also discussed Kimisho Sacco Society Ltd, and I am delighted at the insights that meeting gave me. Prof has always been an inspiration for me.
Sen Prof Nyong'o is the brains behind the National Economic Recovery in Kenya. When we all voted for Narc in 2002, President Emilio Mwai Kibaki appointed Prof Nyong'o to the Planning Ministry as the Minister.
He assembled a Team of Technocrats who developed several Blue Chip Economic Recovery Programmes, the Vision 2030, and worked tirelessly to start and steer Kenya to the right Economic path. I know it was never easy, but we needed men made of such steel to make Kenya survive. I have always delighted in a Poem authored by the Sen Prof where he says that the books he read have not made him impotent. I will post that poem for all to read.
 
 
I know of one thing- success is never an easy thing. There must be men of straw, charlatans and pollutants, people who get over-awed by successful people. They will not stop criticizing any thing. Yet, they are not able to even manage a simple chicken farming process. Such men and women are part of our society. We meet them daily and they pretend to be friends, yet, at the slightest opportunities, they hurl mud at you.
Our Journey of Hope across Kenya has been such a journey with snares and traps all along. But we have been firm and solid. Attempts have been made to malign us and they have all come a cropper. People have even invaded our Organization, pretended to believe in what we stand for, pretending that they are working for us, and left making all sorts of noise. But it has never bothered us. It has also never affected our resolve.
I have seen it all, where small minds even discussed my Wife and Family in the social media. But I have never stooped that low to discuss their wives. Because I know one thing; small minds will always keep discussing people.
We are now building Kimisho Sacco Society Ltd and I am elated at the response we are getting across the whole World. A Friend in the US has even offered to serve in our Board- as our Board Member for the Diaspora. And he is going to come for our 1st Annual General Meeting. And this is great. But we have also faced the usual small minds- people who cannot initiate anything. They get so over-awed to the extent of trying to always bring down what they are not part of.
And when they do this, they hide under the usual NGO slangs- accountability, credibility, due process, integrity and all such things. I even laughed when someone asked how I was recruited to head Kimisho!
I have one advice for them; they cannot bring us down. Kimisho is a Movement that is going to be the next Big Thing. But I wish them well in all that they are doing.
Lastly, I want to invite each one of us and see what we can do for humanity. Are we only Journeymen and charlatans- men full of envy? Or, are we builders like Prof Peter Anyang' Nyong'o- the Senator for Kisumu?
That is a challenge I want addressed by all God's Bits of Wood.

Uhuru Kenyatta addresses 11th National prayer gathering

Nairobi, Kenya: The 11th National Prayer Breakfast was Thursday morning held at the Safari Park Hotel, Nairobi. While addressing the gathering President Uhuru Kenyatta urged Kenyans to pray for God’s guidance and intervention in dealing with issues affecting the country.
Here is his verbatim speech:
Ladies and Gentlemen,
I am indeed very delighted to join other Kenyans in praying for our country.  Let me begin by thanking God for bringing us here this morning to pray together, at my first national prayer breakfast as President.
It is said that prayer is to the soul what food is to the body. This is indeed true.  On a personal level, I am convinced that there is nothing more valuable than praying to God, for prayer unites us with our Creator.
This National Prayer Breakfast is unique as it is the first one in our Jubilee year. As we celebrate our Jubilee anniversary this year, let us profess that it will be our year of restoration, renewal and repentance in the spirit of the Biblical year of Jubilee.
As Kenyans, let us also join hands to ensure that this year marks a new beginning for our people and country; a new beginning of peace and prosperity and a new beginning of hope and opportunity for all our people.
Ladies and Gentlemen,
As most of you will recall, last year during the campaigns, Kenyans, other political leaders and I congregated at Uhuru Park grounds to pray to God for peaceful elections. And He granted us that favour; a favour that indeed made our country proud. And so, today, as we gather to pray for our country, let us express our gratitude to God for the peaceful elections we held and for the smooth transition thereafter.
Indeed, this is an opportune time for us to reflect on and thank God for the abundant blessings He has showered upon us as individuals and as a nation.
As we come before the Almighty God in prayer, I call upon Kenyans to seek forgiveness and repent for our wrong doing. Let us also forgive one another and pray for reconciliation and healing in our country. I urge Kenyans to remember that we are all equal in the eyes of God, and we must forge ahead as one, united people.
Let us, therefore, pray to God to help us work together to build a united, prosperous and God fearing nation which we can all be proud to call our home. I encourage us all to stand up against those vices and forces that divide us and focus more on issues that will unite us.
Ladies and Gentlemen,
On this occasion, I appeal to Kenyans to pray for God’s guidance and intervention in addressing the critical challenges we are facing today.
Firstly, our country is in great need of honest, selfless and visionary leadership.
We must all remember that we are implementing the new Constitution, and especially the devolved system of government. We have not travelled this road before and we must seek God’s guidance in walking this uncharted terrain.
I call upon Kenyans to pray for all leaders to embrace the spirit of constructive dialogue and a genuine commitment to selflessly seek solutions to the challenges involved in implementing our new constitutional order.
I urge leaders not to politicize challenges facing the implementation of the new order and instead provide practical solutions that will help us succeed and improve the lives of our people.
Secondly, I call upon Kenyans to pray for peace and security in our country. In recent times, we have been faced with security challenges which remain a matter of great concern to my Government. I would like to assure all Kenyans that we are determined to deal with any internal and external threats to our peace and security. However, as we endeavor to deal with these challenges, let us also remember the words of the Psalmist in Psalm 127 that “except the Lord keep the city, the watchman waketh but in vain.â€
Thirdly, let us all pray to God for our daily bread, for the adequate sustenance of each and every one of us. There are many of our people who live below the poverty line and others who are unemployed and have no secure means of earning a livelihood. As Christians, we have a duty to these people.
The Government has a duty too, and as Government we are indeed committed to transforming our country into a middle income economy where all our people can enjoy high standards of living. As we pursue this long term goal, I assure Kenyans that my Government is taking all possible measures to reduce the cost of living and ensure basic necessities are affordable to all Kenyans.
I call upon all leaders at the national and county levels to focus on practical ways of improving the lives of our people and especially addressing the plight of the needy and vulnerable members of our country.
Let us pray for and focus on helping the unemployed youth, those living in poverty and all vulnerable members of our society especially on issues of access to food and shelter, education and healthcare as well as farm inputs and affordable energy.
Finally, let us pray for God’s guidance in balancing the competing demands in our economy. I appeal to all Kenyans not to lose sight of the big picture in the course of championing individual and group interests.
We must remember that our sectoral demands as counties, as interest groups, as trade unions and so on, have a direct bearing and impact on other sectors and on our country as a whole.
Let us carefully assess the effects of our demands on other sectors of national endeavor and on the overall growth prospects of our economy. In the true Christian love, let us reflect on the wellbeing of one another; let us be one another’s keeper.
As we seek to share the national cake, let us also give serious thought to new ideas of baking a larger cake at both the national and county levels.
As I conclude, I wish to commend the organizers of this year’s National Prayer Breakfast for bringing together people from diverse religious affiliations in prayer.  This is a good illustration of how we can set apart our diversity and move forward as a nation. It is my hope that it shall be replicated in all our other undertakings.

Kenya: Raila's Visit to the U.S. Is Critical for Kenya

On Tuesday, June 18, 2013 former Prime Minister Raila Odinga will address scholars and international policy enthusiasts in Washington, DC at an event organized by the Woodrow Wilson Center. This visit confirms Raila's declaration that losing the Presidential race opened a window of opportunity for him to engage at a different level on behalf of Kenyans.
The former Prime Minister is slated to discuss the past 50 years, highlighting both achievements and challenges on the African continent. He will also share his vision for Africa over the next 50 years, with a particular focus on Africa's future engagements with China and the United States.
Mr. Odinga's visit to Washington, D.C is critical for various reasons. First, it comes at a time when the African Union has taken a hardline stance against the International Criminal Court and by extension the West. A few weeks ago African heads of state met in Addis Ababa and threatened to pull out of the ICC if the court did not return the cases facing President Kenyatta and William Ruto back to Kenya. Botswana dissented but the ICC seems to have caved in to the demand; albeit indirectly. Mr. Odinga immediately dismissed the position taken by the African heads of state and is expected to reiterate his position in Washington.
Secondly, Odinga's trip is critical because it comes just days before US President Barack Obama visits South Africa, Senegal and Kenya's neighbor to the South, Tanzania. Whether Mr. Odinga will be feted by the White House remains unclear but if that happens, then it would have some serious implications on the US-Kenya relations. If Odinga visits the White House or holds meetings with top administration officials then Washington will be sending a clear message that Odinga's opinion is still very relevant in official Washington and the West as a whole.
Third, Odinga's lecture resonates with recent US positions. According to the US deputy national security advisor Ben Rhodes, Obama's trip to Africa is very important to America. Mr. Rhodes states "You've got some of the fastest growing economies in Africa. You've got a massively growing youth population. You've got key security and counterterrorism issues that we work on with African countries" adding that if President Obama "overlooks" the continent, the US would be "ceding" leadership. Considering the importance the US attaches to this trip and the fact that Obama has "snubbed" Kenya for a second time, it will be interesting to hear what Mr. Odinga has to say in relation to Africa-US relations.
Odinga is scheduled to share his vision for Africa over the next 50 years, with a particular focus on Africa's future engagements with China and the United States. The role of China in Africa cannot be overemphasized. The US is determined to wrest part of China's throttlehold of Africa and its resources. America is competing aggressively for trade opportunities on top of maintaining its competitive edge; the export of democracy and governance.
Fourth, barely three weeks ago, US Secretary of State John Kerry attended the 50th anniversary of the African Union in Ethiopia and noted that six of the world's fastest growing economies are in Africa and that Africa's opportunities call for "vigilance" by all. That Mr. Odinga is expected to highlight Africa's engagement with China and the US over the next 50 years cannot be ignored. Odinga has a rare opportunity to turn both Kerry's and Rhodes' words into an advantage for Kenya and Africa by emphasizing true partnerships that are mutually beneficial.
Finally, whether or not Mr. Odinga is treated like an African statesman and chaperoned by the Kenya embassy in Washington or left to figure his way around is beside the point. The Woodrow Wilson Center is one of the most influential international policy think tanks in Washington, DC. Mr. Odinga's invitation to Washington just before Obama's trip to Africa is a clear indication that he still has a lot of thump internationally, particularly in the West. It is this kind of clout that will solidify Raila's legacy and create opportunities for Kenya if properly exploited.
Both Mr. Odinga and the Kenya government have a tough balancing act ahead of them. The foreign ministry must accord Mr. Odinga the respect befitting an elder statesman during this visit. Mr. Odinga, on the other hand must be careful not to engage in unnecessary Kenya and African Union bashing. Like its competitors, all the United States cares for right now is an opportunity to partake of the African pie. This is not only an opportunity for Mr. Odinga to speak his mind but for Kenya to seize America's forceful entry into African trade.

State rules out talks with Anthony Chinedu

The Government has ruled out negotiating with deported Nigerian businessman Anthony Chinedu on his return to Nairobi as a condition for release of Kenyans held in Lagos, Nigeria.
Foreign Affairs Cabinet secretary Amina Mohammed said the Government will, however, intensify ongoing diplomatic talks with Nigerian authorities.
“We need time to talk with Nigerian government before we make any comments on the issue. We need to ensure that the consultations are not interfered with by the comments we will make,†said Mohammed.
She was speaking yesterday during a breakfast meeting in Nairobi with European Union heads. Mohammed dispelled the notion that Kenya is moving away from its traditional partners in Europe.
Seven Government officials and five-airline crew of a private jet hired to deport ten foreigners, including five Nigerians, among them Chinedu, are stuck in the West African nation. The 12 have been detained for almost two weeks at Murtala Muhammed International Airport as Nigerian authorities claim Chinedu was not procedurally deported.
Yesterday, Mohammed revealed she had made contact with Nigeria but refused to divulge information on the level of engagement.
Address matter
She said providing more details on the saga may jeopardise consultations and thus affect the progress of ensuring Kenyans and the jet are released.
“There are a lot of bilateral consultations between the two governments to see how the issue can be resolved. I can’t give you more information as it will complicate issues under consultation,†she said.
When pressed to explain further on the negotiations, Mohammed asked journalists to give the ministry time to address the matter.
The detained Government officials are Barasa Okosa, Kariuki Ngugi, Mungathia Muriira, Pardala Dipason, Kivuva Muthama, Andrew Kambi and Mutinda Kakindu.
The airline crew include Captain Tim Kavingo, flight engineer Alaka Ochieng’ and flight attendants George Kamau and Ismail Adan and a swede national first officer Rokshanker Masoud.

Why should Amolo get into this? Isn't that why we pay ambassadors? Ambassadors should be the chief negotiators in situations such as this one. Then we have the Cabinet Secretary for Foreign Affairs if the Ambassador fails or needs back-up. The Foreign Affairs Secretary is the country's chief diplomat. Then we have the President and VP if all else fails.
What do they need Amolo for? Are they admitting that the entire government has no enigma or gravitas required to find a solution here?

UHURU GOVERNMENT SAID TO BE COURTING RAILA TO END CHINEDU ROW

Top officials in Uhuru's government are said to be considering using the 'international goodwill' of the people's president, former PM Raila Odinga to secure release of Kenyan government officials still being detained by the controversial Nigerian businessman Anthony Chinedu.

A highly placed source conversant with issue claims the talks had collapsed between Nairobi and Abuja as Chinedu is said to come from an untouchable political dynasty akin to that of president Kenyatta Himself! The source says the government had made 'preliminary contact' with Mr Odinga through an aide whom we cannot name due to the sensitivity of the issue.

Chinedu is also said to have given the authorities in Abuja valid documents of businesses he was allegedly running with senior Kenyan government officials, some whom he accuses to be the force behind his deportation.

However, the fear in the government is that engaging Odinga would give Chinedu an opportunity he does not deserve to spill the beans which has the potential of 'putting our people' in shame.

Matters in the security apparatus of the country has also been made worse with the appointment of Ole Lenku as Interior cabinet secretary and the much publicized supremacy wars between police Inspector General David Kimaiyo and Johnstone Kavulundi,the Chairman of Police Oversight Authority.

Those in the government comfortable with roping Mr Odinga in says his international stature allows him to 'intervene' in such cases.

"That's what statesmen do. . .solve diplomatic crises with the potential to strain relations between countries," said the source on condition of anonymity.

In a swift rejoinder, however, Odinga's supporters demanded the government first acknowledges that it was Odinga who secured the British government to compensate and also 'apologize' to the MAU MAU war veterans, many of them elderly poor Kikuyu men.

"It is wishful thinking that any legal mind in Africa could win that case, so we were a bit shocked when we saw busybodies claiming they led to that outcome," a former cabinet minister now senator said. He added it was a shame even the 'old men' did not show gratitude.

"He did a lot to them, but the word 'thank you' is not in their language," said another who did not wish to be mentioned citing his close links with the CORD leader.

Both Foreign Affairs cabinet Secretary and her counterpart in the Interior are said to have been 'clueless' about the whole operation thus are embarrassed to give government position which they secretly claim may not be the 'official' government position.

Chinedu is talking big, saying things like the chartered plane is now his, and that unless the Kenya Government compensates him the money he has lost, it will not return.
He is wrong if he thinks any of this is about him. It is about how Nigeria sees itself in Africa and the world.
It is Africa's most populous nation at 150 million, and has produced some of the most world renowned Africans — Chinua Achebe, Wole Soyinka, name it.
It has some of Africa's most educated people. In a few years, it will overtake South Africa to become Africa's largest economy.
Though its international image has been tarred by its rank corruption, its 419 fraudsters, and more recently, by extremist violence at home, Nigeria still expects to be treated with respect.
In fact, precisely because of those negatives, it has become more sensitive to what it considers national humiliation.
And no country in Africa is as unafraid to retaliate in these matters as Nigeria is (I guess followed by Rwanda and Ethiopia, in that order).
Last year South Africa deported 125 Nigerians for allegedly possessing fake yellow fever certificates.
A few hours later, a South African Airlines flight landed at Murtala Muhammed International Airport in Lagos. Nigeria promptly bundled the 28 South Africans who were on board back to Johannesburg.
In one incident alone in May last year, it deported 45 Chinese for allegedly being involved in "economic scavenging" (only the Nigerians would come up with a crime like that).
And what is that? Engaging in petty trade.
It is understandable why Nigeria would want to be taken seriously. Kenya's economy is smaller than that of Lagos.
By the end of this year, Lagos will surpass Cairo as Africa's largest city. It has nearly 120 million mobile phone subscribers, almost the entire population of East Africa.
A friend who deals in mobile phones tells me he went into a shop in Dubai to buy about 50 phones, when a Nigerian dealer entered.
He was kicked out, and the shop put up a "Closed" sign. The Nigerian had ordered "all" the phones on display and in the shop's stores.
Last year, the BBC reported, Nigerians almost single-handedly saved London's High Street retailers.
They plunked hundreds of millions of Pounds on everything from clothing to perfumes, with the average Nigerian shopper spending $700 per transaction.
With property prices still reeling from the global financial crisis, the Nigerians rode to the rescue. In just the first half of 2012, they splashed more than $50 million on property in Dubai.
But there is more. Being among the most authentically African people, Nigerians do actually believe in this "African pride" thing, and often are puzzled that other Africans find them loud and insufferable.
Increasingly, some African countries are beginning to figure out that dealing with the pride issue is the best way to reach into a Nigerian's wallet.
Nigerians gripe that it is difficult to get transit visas at Jomo Kenyatta International Airport when en route to or from places like Dubai when they arrive on those Kenya Airways (KQ) flights to Nigeria.
Rwanda, which is hoping to grow RwandaAir's business by stealing some West African traffic from KQ, decided to remove pre-departure visa requirements for all Africans.
The Nigerian press has several reports of Nigerian travellers praising Rwanda for its spirit of African brotherhood in recent months. Word has it that RwandaAir's flights to Dubai are overflowing with Nigerians.
Nigeria, though, must still do its part. It needs to spend its diplomatic capital fighting for the "right" type of Nigerian. Kenyans, and indeed, the world, must rightly wonder whether a chap like Chinedu is worth all the trouble.

Speaking to the Daily Nation from Nigeria on
Sunday, one of the officials, who requested anonymity, said that attempts by the Kenyan embassy to secure their release had been unsuccessful.
Escorted deportees
Those stuck in Nigeria include Captain Tim Kavingo and his colleagues, flight engineer Alaka Ochieng' and flight attendants George Kamau and Ismail Adan.
First officer Rokshanker Masoud, a Swede, is also affected.
The government officials who escorted the deportees were Mr Barasa Okosa, Mr Kariuki Ngugi, Mr Mungathia Muriira, Mr Pardala Dipason, Mr Kivuva Muthama, Mr Andrew Kambi and Mr Mutinda Kakindu.
A Nigerian journalist confirmed to the Nation that the aircraft was being held at the airport's cargo air wing. The airline's office in Nairobi did not return our calls on Sunday.
Sources indicated that the government of Sweden had already contacted its embassy in Nigeria to secure the release of the flight officer.
"We are stranded here. The airport commander has instructed that we cannot return to Nairobi without the deportees," said the official who called the Nation from his hotel room.
The airport commander had blocked attempts by the East Africa Safari Express management to fly its crew back to Nairobi on a Kenya Airways flight. On Sunday evening, Foreign Affairs ministry's Head of Communication Beatrice Kung'u admitted that several Kenyans, who accompanied the Nigerians deported 10 days ago, were still being held in Lagos.
But she could not discuss the circumstances under which the Nigerian authorities were detaining them.
"We are addressing the issue," she said, but added that only the Immigration authorities could discuss the details.
Principal Secretary in the Interior ministry Mutea Iringo on Sunday said he was yet to receive information on the plight of the crew, but said he would check with the police.
They lost contact with the deportees after they arrived in Nigeria, the PS, under whose ministry Immigration falls, said.

"They had everything they needed to go to Nigeria; even had clearance to land," she said after meeting European Union diplomats in Nairobi. "It is their (Nigerians) country, and we are in consultations. Actually, it is not that they are in detention, they are in a hotel. They just can't be allowed to leave," Ms Mohammed added.
The Cabinet Secretary said she had no idea why they were being held.
The Kenyans and a Swedish pilot — five crew and seven security and immigration officials — were assigned to deport three Nigerians considered by the government as drug peddlers. They flew with the three to Lagos but were refused to leave.
According to deportation orders signed by Attorney-General Githu Muigai on June 3, the officials were to escort Chinedu, Christopher Nnanyelu and Oluwatosin Adebiyi via chartered flight.
But on arrival, Nigerian airport authorities held the officials' aircraft and blocked them from leaving unless they travelled back with the deportees. The officials were only removed from the airport when the Kenyan High Commission in Abuja intervened.
The three Nigerians reportedly vanished upon arrival.
Mr Chinedu on Monday claimed he would not let the officials travel back unless the Kenyan government compensated him for his investments.
On Wednesday Ms Mohammed insisted Kenya was talking with no one apart from the legitimate Nigerian government authorities. "There is a duly-elected federal government of Nigeria that we are negotiating with. It is only the media that is talking to Mr Chinedu," she noted.

On Monday, one of the detained officials claimed they slept in the aircraft and ate spoilt

"We were only allowed out in the evening the next day because embassy (Kenyan High Commission) officials had come in," one of the officials said.
When contacted, an official at the Nigerian High Commission in Kenya said the group was currently staying at the Park View Astoria Hotel in the Ikoyi suburb of Lagos.
Meanwhile, Foreign Affairs Cabinet Secretary Amina Mohammed said the matter was being handled, but declined to give more details.
Her Internal Coordination counterpart, Mr Joseph ole Lenku, under whose docket Immigration lies, said: These are delicate negotiations between the two countries. Until something comes out of it, we cannot give you the details. However, the government is doing everything it can."

Nigeria: We Face Harassment in Kenya Because of Raila Odinga - - Nigerians

Nigerian businessmen in Kenya say the current wave of deportation and harassment of Nigerians in that country is because the Nigerian community in Kenya is believed to have supported Raila Odinga during the March elections.
A further wave of deportations of Nigerians has followed the expulsion of drug dealer Anthony Chinedu and two other Nigerians early this month. A Nigerian businessman based in Nairobi claimed that about 40 Nigerians have been forced to leave Kenya.
The businessman, who did not want to be named for fear of reprisals, said the situation deteriorated after President Uhuru Kenyatta publicly directed security agencies to deport drug suspects.
"So if my wife does not like me and we have a dispute over property, or a disagreement with a business partner, what will stop them from calling the police and saying I am a drug dealer and I am deported without due process?," asked the businessman.
He said the ongoing deportation of Nigerians was illegal as there is inadequate evidence against them. He claimed that legitimate Nigerian businessmen are being pressurised to accept one way air tickets back to Nigeria.
In Nigeria, the deportations have caused fury in the media. Newspapers have called for Kenyans in the hospitality industry to be deported, for Kenyan tea to be boycotted, and a Kenya Airways plane to be impounded to compensate for the property left behind by the deportees.
One deportee who identified himself as Joe told journalists that he was picked up in Nairobi and told to choose either to die slowly in custody or to quietly be deported.
"I asked them what they meant by going home silently and they said they would just buy a normal air ticket for me, so I could return to Nigeria like other normal travellers, and I chose the latter," he said.
"Till now, I don't know what offence I committed that warranted this inhuman treatment. Their security agents just go on the streets of Kenya, picking up anyone they identify as a Nigerian and tag him a drug dealer. I was doing my legitimate business in that country. I did not sell, take or keep drugs, and nobody has ever seen me with any narcotic substance. They picked me up on Monday June 3, and detained me till Thursday, before bundling about ten of us into the plane. We were not allowed to take even a pin," said another deportee, Paul Owoseni.
The Nigerian High Commission in Nairobi has declined to issue a statement on the incidents.
"For Nigerians resident in Kenya, these are the worst of times. Their plight could be compared to the era of slave trade when able-bodied Africans could not tell what the next minute held for them because human traffickers could pick them up the next minute.
Checks revealed that in recent times, Nigerians have become victims of undeserved humiliation and deportation in Kenya.
Nigerians are also accused of not paying taxes and abusing Kenyan women whom they are married to. There are an estimated 4,000 Nigerian businessmen in Kenya. They mainly deal in motor vehicle spare parts on Kirinyaga road, cosmetics, electronic goods, real estate and second hand clothes across Nairobi.
"This harassment and deportation of Nigerians is taking a xenophobic form," the Nigerian businessman said. "I recently got an SMS from my former employee threatening me with deportation."
Nigerian businessman Antony Chinedu was deported by immigration officers in early June after police insisted that he is a drug baron.
Chinedu had been charged with possessing narcotics paraphernalia including 10g of drugs and weighing scales. He was escorted to the Jomo Kenyatta International Airport on June 3 by police and immigration officers and forced onto charter jet 5Y-SAX.
The jet has now been detained at the cargo wing of Murtala Muhammed International Airport in Lagos for two weeks, together with the seven Kenyan officials who accompanied the Nigerians. The jet allegedly entered Nigerian airspace in a manner that was "not properly and officially documented."
Nigeria has justified detaining the plane and seven Kenyan officials by Kenya's failure to secure Nigeria's prior agreement to accept Chinedu back as per the Vienna Convention on Diplomatic Relations.
Neither the owner of the plane is known nor who is paying for the private plane parking fee.

Mr Duale said in parliament that only three officers had been recruited by Mr Ruto to replace those who left. They are Marianne Kitany, chief of staff, Mr Reuben Maiyo, the private secretary and Mr David Mugonyi, secretary of communication.

Chose to quit
The request for the extension was made by the former PS in the PM office Mohammed Isahakia. The officers who chose to quit include Caroli Omondi, who was Mr Odinga's Private Secretary, Dennis Onyango (Deputy Communication Secretary) and Jane Wangui (Youth Advisor).
A further 294 officers who worked for Mr Odinga have been retained and continue to serve Mr Ruto.
"It is therefore not true that the office carried out massive transfers of the staff at the former Prime Minister's office. On the contrary, it is the office of the Deputy President that requested the Public Service Commission to extend their contracts," the Majority Leader said.
Suna East MP Mohammed Junet (ODM) had requested the government to supply Parliament with the list of persons he said had been moved from the DP's office.

Kenya: He graduated four years ago with big dreams, holding out with pride his crisp university graduation certificate.
But the young graduate's wait for a job soon stretched into months and then years.
Back in the Nairobi slums where all his friends were doing well from crime, his reluctance to be a gangster faded slowly. Tim, not his real name, started small, he says, stealing small items and selling them.
He calls it hustling, in the slum slang. Before he knew it, he had been sucked into armed robbery where guns were involved.
Tim, a father of three, is only one of the more desperate faces of millions of a frustrated generation of Kenya's youth who have found it impossible to find jobs even after attaining university education.
New jobs
Today, The Standard can reveal that many of them have turned to crime, drugs and even prostitution to make ends meet.
Even as the country's unemployment threatens to stir an all-out social crisis, the government has watched helplessly, unable to devise measures that would encourage job creation and match the annual demand for 500,000 jobs.
The economy created just a paltry 64,900 new jobs last year, according to official government data. Nearly a million people join the labour market every year. Industrialists blame the government for failure to stimulate fresh investment in manufacturing to generate new jobs.
Consequently, millions of brilliant young minds have been set up for a life of failure at best or at worst death. Poor families that have sacrificed everything goats, cows, land and education loans â€" to see their now jobless young adults through school can't understand why their children are unable to find work. Now years of not finding a job is turning families into distress.
Tim's family for instance, hoped that their son would one day get a good job that would enable them move out of one of the city's most dangerous settlements Korogocho slums. A decade later it is dawning on them that life on the fast lane for Tim might never happen. Neither his wife nor his family knows his dark secret.
Tim graduated with an economics degree from the University of Nairobi four years ago. He was just short of a first class degree. Instead of a plum position that would utilise his knowledge with a financial institution earning a hefty salary, he turned out to be one of the victims of Kenya bulging unemployment factory.
He has stolen and robbed violently from many. And he claims to have killed at least six victims and badly injured many more in his life as a thug. But he recognises his days are numbered.
My deeds haunt me but that is the only way I can live and feed my family, says Tim who spoke to us from a nondescript location, armed with a Ceska pistol concealed by a slightly oversize jacket.
Nightmare
He agreed to talk to us only after persistent requests to tell his dark story, once shared in part in a KTN story. It included confirming our reporters identity, that we were not undercover police and that we were genuinely concerned about exposing the spiraling unemployment nightmare in Kenya.
Before turning to violent crime, Tim says, he had applied for more than 100 jobs in different companies and was shortlisted for interviews on a few, four to be exact. He has never been lucky. In the three years he has been living dangerously in the murky crime world, more than 20 of his accomplices have fallen to police gunfire. His chest bears the scars of battle from gunshot wounds.
Tim's biggest fear is that he won't be so lucky the next time. That he will fall prey to a hail of gunfire before he has lifted himself from crime and properly utilised his knowledge learnt from studying great economists like John Maynard Keynes or Paul Krugman.
Early this year, Tim watched as four of his accomplices were gunned in an exchange of gunfire with the police as they attempted to break into a house in Kayole.
Tim and another accomplice escaped with gunshot wounds.
The epiphany of his demise under a hail of gunfire haunts him every night he tucks in his three children to bed a girl and two boys. He realises it is only a matter of time before the police catch up with him.
This is the only life I know of, but it was never my wish to kill but you have to fight back, says Tim in an interview conducted under strict conditions and privacy to protect his identity.
At university, he toyed with the thoughts of working as a bank teller. Now, he robs customers leaving or entering banks. Late last month, Tim and his gang had just waylaid a victim who had just made a deposit. But their plan went horribly wrong. One accomplice was shot, and succumbed to the injuries last week.
Gun-toting robber
Statistically, a fresh graduate would have 2 per cent chance of getting the job they have applied for. Poor employment creation policies have ensured that Kenya imports most of its needs, including eggs that can be produced at home, which in essence translates into exporting the jobs.
The result is soaring unemployment rates and the associated disillusionment, pushing some of the youth into deadly lifestyles.
But Tim is not the only one with broken dreams who has succumbed to crime. The ringleader of their crime gang has an MBA.
A gun-toting robber is a far cry from the lawyer Tim dreamt of becoming. Would he give up his life of crime for the straight and narrow? He shakes his head. I am irreparable.
He is too deep in crime to get out, he says.

A six man gang invaded several villages in Nambale district, Busia County where they hacked and wounded more than five people before escaping with unknown number of assorted goods and money.

Confirming the incident, Busia deputy OCPD Francis Nguli said the six gangsters armed with pangas and rungus managed to rob two laptops, seven mobile phones and Sh 50,000, leaving some of the residents with serious injuries.

"The attackers went to Exodus, Okatekok, and Maduna villages where they attacked several residents of the area at around 8 and 9pm," he said, speaking to journalists in Busia.

Nguli said that among those affected was a woman with her two sons and a German national, a resident of the area who during the incident was seriously injured following deep cuts sustained on the head.

The deputy OCPD said they have launched investigations over the incident to ensure the involved individuals are arrested to face the criminal charges, adding that the motive of the attack has not yet been established.

"We have taken an immediate measure by combing the area and we will not relent on the issue until those involved are apprehended," said Nguli.

Speaking to West FM, Mr Dismass Okware a victim of the incident said the criminals stormed his homestead, claiming to be searching for some stolen cattle in the name of being police officers from the Nambale patrol base.

Okware who is a businessman, who sells cattle, revealed that during the incident, the six man gang hit him with a panga on the ear before parting away with sh 4,000 and his wife's mobile phone.

"Among the six men, two had police uniforms and a toy pistol which they used to scare us when they came at our home," he said, remarks that the Busia deputy OCPD said will form the basis of their investigations over the incident.

Kenya, one of the most developed and economically robust nations in Africa, descended into ethnic violence after a disputed presidential election in 2007 and has struggled to regain stability ever since.
The country's new constitution, which was put to a referendum vote in August 2010, seeks to address the flawed political dynamics that exploded after the 2007 election. The Constitution passed overwhelmingly, with 67 percent of Kenyans behind it.
But the election, and the violence surrounding it, persists as a symbol of Kenya's implosion.
Claiming Victory Over the Shabab in Somalia
In late September 2012, Kenyan forces captured Kismayu, the last major stronghold of the Islamic militant group Al Shabab in Somalia. Kenyan officials said their troops had staged a daring, midnight amphibious assault to storm the beaches of Kismayu, a vital port for the Shabab, with Somali allies in the boats alongside them. Casting confusion over the outcome, the Shabab claimed not to have withdrawn.
The invasion of Somalia is the most aggressive step that Kenya has ever taken against another country. Kenyan officials said they needed to go into Somalia to protect their borders after a wave of kidnappings, and the first troops arrived in 2011. But they have also acknowledged that Somalia's relentless chaos was hindering Kenya's fast-growing economy and that the invasion was a long-planned objective to secure the coastline and allow Kenya to move ahead with an ambitious, new, multibillion-dollar port on the Indian Ocean, not far from the Somali border.
Setting up an inclusive, widely accepted local administration for Kismayu will be crucial for any pacification efforts. But Kismayu has always been a tricky place to rule, with several powerful clans competing for influence and significant port fees to fight over.
The day after Kenyan forces overtook Kismayu, the Shabab rebels withdrew from the city under cover of darkness, abandoning their last major stronghold and vowing to take the war underground. Residents of Kismayu said the last Shabab fighters sneaked out of the city by dawn, opting to flee rather than face the better-equipped Kenyan Army. A message on Twitter, one of the Shabab's favorite communication tools, confirmed the pullout. But the Shabab warned that Kismayu "shall be transformed from a peaceful city governed by Islamic Shariah into a battle zone."

Under Threat of Attacks by Militants
For some time now, American officials have been deeply concerned about a major terrorist attack in Kenya. In June 2012, the American Embassy sent out a warning to American citizens about an imminent strike in the port city of Mombasa. A day later, a grenade attack at a Mombasa bar killed three people and wounded several others.
Kenyan security forces are widely considered weak and corrupt, and the country has had a history of attacks, including the truck bombing of the American Embassy in downtown Nairobi in 1998; that well-planned operation, carried out by Al Qaeda, killed more than 200 people, most of them Kenyans. So far, though, recent episodes have been relatively small-scale attacks.
There have also been a number of kidnappings, and in late June 2012, gunmen seized four foreign aid workers at a refugee camp near Garissa after killing a Kenyan driver. The gunmen, thought to be Somali militants, escaped with the hostages into the Somali desert.
But on July 1, 2012, simultaneous attacks seemed to mark a shift in tactics and ambition. Masked gunmen hurled grenades into two churches in northeastern Kenya and then sprayed gunfire at fleeing worshipers, killing at least 15 people in one of the worst terrorist attacks Kenya had suffered in years.
The attacks were thought to be retribution for Kenyan forces storming into Somalia eight months previously, when Somalia's fiercest militant Islamist group, the Shabab, vowed to wreak vengeance, saying it would topple Nairobi's skyscrapers and kill Kenyan civilians.
The skyscrapers are still standing, but militants believed to be connected to the Shabab have carried out more than a dozen attacks in Kenya, scaring off tourists and putting a serious dent in this country's economy and sense of security.
Officials Ordered to Stand Trial at The Hague
In January 2012, four prominent Kenyans, two of them presidential candidates, were ordered to stand trial at the International Criminal Court in The Hague on charges of crimes against humanity. More than 1,100 people are believed to have been killed in organized attacks and more than 300,000 were driven from their homes or fled in the violence.
The court's order reaches deep inside the political elite of a country where the wealthy and powerful have long counted on being untouchable. One defendant is Uhuru Kenyatta, the richest man in Kenya and the son of Jomo Kenyatta, the nation's founding president. He is the deputy prime minister and finance minister, and a leader of the Kikuyu, the country's dominant ethnic group. Also accused is his political rival, William Ruto, a former education minister and leader with a large following in his Kalenjin ethnic group. Both have stated they would run in the coming elections, regardless of any ruling by the court.
The other two suspects are Francis Muthaura, the cabinet secretary, and Joshua Arap Sang, an influential radio executive.
The court's order is expected to have an immediate impact on Kenyan politics. At the very least, it will cast a long shadow and complicate the presidential race. Elections are expected in late 2012 or early 2013.
Kenyan law does not ban someone facing trial from running for office, according to the chairman of the Law Society of Kenya, Kenneth Akide.
Politicians from the camps of Mr. Kenyatta and Mr. Ruto have denounced the court as biased, and almost all the accused said they would appeal.
A Country Destabilized
In late 2007, Kenya was in a position most of Africa would envy. Its economy had been humming along, with a growth rate around 7 percent and a billion-dollar-a-year tourism industry. The country was at peace — nothing to sneeze at in a neighborhood that includes war-racked Somalia, Sudan and Congo.
The country also had a democratic civil society that appeared to be in the first stages of bloom, a far cry from a near-dictatorship under President Daniel Arap Moi a decade ago. Vigorously covered by a free press, 2,548 candidates were running for Parliament, with genuine issues separating the leading parties, like strong central government versus federalism. Electoral politics in Kenya were not saddled by the deep cynicism that dogs Nigeria, Africa's most populous democracy, or the one-party rule of South Africa, the continent's most developed country.
But that was before the presidential election, the charges of vote rigging that greeted the incumbent's surprise victory or the sudden flare of violence along tribal lines that followed.
The contest pitted the incumbent, Mwai Kibaki, a man who has a reputation as a courtly gentleman and economics whiz but also as a tribal politician, against Raila Odinga, a rich, flamboyant businessman who rode around in a bright red $100,000 Hummer and championed the poor. Mr. Kibaki centered his campaign on education, having already delivered on his promise of free primary school education for all Kenyans.
Mr. Odinga led in pre-election polls, having tapped a strong current of frustration beneath the country's success. He explicitly challenged the balance of power between the country's ethnic groups — 37 million people split among some 40 ethnic groups. Mr. Odinga, a member of the Luo tribe, charged that the Kikuyus, whose members include both Mr. Kibaki and the country's founder, Jomo Kenyatta, have long gotten more than their fair share of government benefits.
Early returns suggested that Mr. Odinga's party was heading for a sweep. Then what Western observers called blatant vote rigging handed Mr. Kibaki a narrow victory. Within minutes of the official announcement, the country descended into tribal bloodletting. Some of the worst episodes of violence, including the burning of a church with dozens of women and children inside, occurred in predominantly Kalenjin areas. The death toll stood at more than 1,000, with much of the fighting, like the voting, along ethnic lines.
Initially, much of the violence seemed like spontaneous outrage. Later, though, it became evident that it had been at least partly organized by local leaders and village elders, and possibly by higher authorities. The tense standoff was broken in February 2008, when the opposing sides signed a power-sharing agreement splitting leadership posts between the government and the opposition. Mr. Kibaki served as president, Mr. Odinga as prime minister.
Tensions have persisted, even as a devastating drought swept across Kenya in late 2009, killing livestock, crops and children, stirring up tensions in the ramshackle slums where the water taps ran dry, and spawning ethnic conflict in the hinterland as communities fought over the last remaining pieces of fertile grazing land. Government officials were implicated in a scandal to illegally sell off thousands of tons of the nation's grain reserves as a famine was looming. The twin hearts of Kenya's economy, agriculture and tourism, were especially imperiled.
A New Constitution
Kenya has a long legacy of ethnic rivalries. It has more than 40 different ethnic groups and the British colonizers shamelessly typecast them: the Maasai were the guards; the Kikuyu the farmhands; the Luo the teachers; the Kamba the bureaucrats; and so on.
After independence in 1963, Kenya's ethnic divides were exacerbated under a winner-take-all political system that vested enormous powers in the presidency — and led to staggering levels of corruption.
In April 2010, the Kenyan government passed a new Constitution, which was later approved by 67 percent of Kenyans in a yes-or-no referendum in August. The new Constitution curtails the powers of an imperial-style presidency, paves the way for much-needed land reform and gives Kenyans a bill of rights. The combination could spell the beginning of the end of one of the most corrupt, deeply entrenched political systems on the continent.
The remarkably peaceful way in which the referendum was conducted was a much-needed boost of self-confidence for the country. It showed that Kenya could run a clean election without a violent aftermath, that the losers could graciously accept defeat, that their supporters could move on peacefully and that the police and security forces could be deployed to maintain stability throughout the country.

Tell me if the attached video of Mother taped singing is a display of jolly mood or
someone under durress. To me mother looked liked was confined as hostage in
a cell-room in deep anguish. My concern is, I paid for her health insurance at
Oyugis which takes 10 to 15minutes drive compared to someone driven to Nairobi.
It would have been logical for Mama to be given first aid and get some treatment at
her usual hospital with her records before going to Nairobi......Remeber, mama was
hijacked on her way to the hospital being taken by Gordon. I am informed Lilian
Kajuga (the Rwandese relative of Kagame and a friend of Museveni who is married
to my brother Joshua) called Gordon just in time when Gordon is arrived in Ringa to
board a matatu to Oyugis and asked her to wait for her she is on the way. When
she arrived, she took Gordon's cell phone away with a reason that Gordon keeps
calling me to inform me about Mama's health and condition. Gordon my last born
brother is not suppose to call or inform me about Mama's health or situation at all.
Every thing in the home or the plannings must be kept exclusively secret. Gordon
did not restrain but let mama go with Lilian and Joshua. This is my biggest worry.
Mama seems have not gotten any medicine and as you look at the video, her legs
are covered and she struggles even to steady or dance.........
The neighbours in the village who assisted Gordon to dress mama are a witness to
all the saga.
I have not been allowed to talk to Mama and I haved tried calling both Lilians numbers
and Joshua's. Their daughter Jolly who informed Sally my late sisters daughter that
both their parents and Mama Patricia are no where in Nairobi, now switched her phone
and she too could not be reached.
Yes, they have posted this video on the facebook, but this video does not tell me
anything about Mama's health (being jolly tells me nothing about Mama's condition)
and it does not give me access to speak with mama as well.
Something must be done urgently to help my mother's situation. I fear for my mother's
life.

Nancy Karega was the Dep Treasurer of NVK-M at the time when Sungu was the Juba Caucus Coordinator while Kombo was the treasurer. I guess with Kombo's departure, she may be the treasurer of the same organization.

She is quite progressive and a good friend of my friend Doc Shem. However, there are corruption clouds hanging on their heads. I hope the info helps!

Accountability and transparency are understood differently in our Kenyan situation.Whenever we ask the same of public servants it takes the dictionary meaning but whenever the same is asked of us, things turn hey-wire.

I have seen with my own eyes and heard with my ears people fronting for reforms in this country refusing to account and be transparent with small finances for initiatives towards the goal.

How can such folks behave with a whole country's GDP? In my attempt to unmask such fellows, I may end up rattling their surrogates who are watching keenly on the forums to ensure that such matter do not come to the fore.

Let me just say that there are eggs and there are eggs.

This is a season for writing books, I have also decided to pen one on the State of the Nation, I think it ill bring out all my thoughts especially about the post election violence and the current state of affairs.

No one is against the idea of doing clean-ups. Infact all of us support the idea and would like to see it expanded to every town in the country and even more frequently. The problem we have to very simple: How does KCDN spend money donated to it? What are the expenses associated with a typical clean-up? How many employees are there in KCDN? Any office? What is happening with the monies allegedly swindled from JaGem and Janet? Will we ever get answers to the 100k and the bales of clothes (7?) that OTO was to deliver to Mzee Orinda Ndege? There are just too many questions. Mtume !!!!

Either we have a case of a lot of unfortunate misunderstanding here or a lot of corruption.

Thanks. I did not write to the forums for you to see how good or bad OTO is, but i wanted people to see the concept of national clean up. National clean up as you saw is not only collecting the garbage, but also includes other activities as you have seen. It does not belong to an individual but everybody owns it. Until our leaders believe its a job worthy it, people will continue having different perception about it. This is not the work of particular people but all are equal during national clean up. The senior, the junior poor and the rich join to make their environment a better place to live. If you think people don't contribute money, you are mistaken. Sometimes you are going far for planting trees and you want to move in a group, you contribute or use money for the concerned campony for food and accommodation. About money and OTO, i really dont know. Whoever gave him had a reason to give. If he/she wants it back, let them deal with him legally but not unaffected people to use the forum as a base for humiliation. National clean up is not a substitute for employees who clean as somebody tried to put it. As i have indicated above, its all about the community need to include helping the poor and and planting the trees where need be. Once people are aware of what is required of them, they are supposed to do it themselves. School, colleges, universities, banks, and other institutions clean or plant trees in their own compound
About OTO, i believe he is at the phase of creating awareness and since this issue has become a personal attack, I would advice him to ask only the friends of his organization and any other well wisher to assist him financially as am sure he cannot do it all by himself.
People are now talking about OTO just because he announces what he gets but they know very well how much people are getting especially the so called NGOs. Are human right activists left behind either, investigate how much they get for every fight they do. People, lets behave brothers and sisters. Am sure OTO has not done worse than the people who caused IDP problem in Kenya. Let those who feel OTO is so bad tell us what they have done for the community and free of charge. Personally, the little i have done is just assisting few orphans and a little contributions towards building of a school in my area, Am sure if i have somebody to give me little, I would do better but I am scared as i may end up in Indian Ocean with my head first. While we are still at it, why don't you go regional and join Kagame and Museveni
instead of going round in circles with us...we the heard-hearted , ungrateful and
obstinate Kenyans. You see, we have the penchant of shooting down very noble
initiatives just because a few shillings do not add up...all in the name of transparency
and accountability.

If you do that, you will be in good company and nobody within our borders will
bother you. Warsama will not call you names, Oduya will focus his attention (or
lack of it) elsewhere, Kombo will shift his accountability nonsense to VVM etc etc.

Then we shall remain with our uncollected garbage and we will ensure our
dysfunctional civic authorities collect our levies but forget to collect our garbage. We
love our garbage, even God knows that. That is why He thankfully took away Mzee
Michuki so untimely.

Thanks. I did not write to the forums for you to see how good or bad OTO is, but i wanted people to see the concept of national clean up. National clean up as you saw is not only collecting the garbage, but also includes other activities as you have seen. It does not belong to an individual but everybody owns it. Until our leaders believe its a job worthy it, people will continue having different perception about it. This is not the work of particular people but all are equal during national clean up. The senior, the junior poor and the rich join to make their environment a better place to live. If you think people don't contribute money, you are mistaken. Sometimes you are going far for planting trees and you want to move in a group, you contribute or use money for the concerned campony for food and accommodation. About money and OTO, i really dont know. Whoever gave him had a reason to give. If he/she wants it back, let them deal with him legally but not unaffected people to use the forum as a base for humiliation. National clean up is not a substitute for employees who clean as somebody tried to put it. As i have indicated above, its all about the community need to include helping the poor and and planting the trees where need be. Once people are aware of what is required of them, they are supposed to do it themselves. School, colleges, universities, banks, and other institutions clean or plant trees in their own compound
About OTO, i believe he is at the phase of creating awareness and since this issue has become a personal attack, I would advice him to ask only the friends of his organization and any other well wisher to assist him financially as am sure he cannot do it all by himself.
People are now talking about OTO just because he announces what he gets but they know very well how much people are getting especially the so called NGOs. Are human right activists left behind either, investigate how much they get for every fight they do. People, lets behave brothers and sisters. Am sure OTO has not done worse than the people who caused IDP problem in Kenya. Let those who feel OTO is so bad tell us what they have done for the community and free of charge. Personally, the little i have done is just assisting few orphans and a little contributions towards building of a school in my area, Am sure if i have somebody to give me little, I would do better but I am scared as i may end up in Indian Ocean with my head first. As we pay glowing tributes to the late Hon John Njoroge Michuki, this is one great news for us at KCDN and The Monthly Nationwide Clean-up Campaign. It is a real pleasure watching our Regional Leaders joining hands in the Clean-up Campaign.

In eulogizing the Late Michuki yesterday, President Kibaki had this to say of him; 'When he made a commitment he ensured that he followed it to the best of his ability', While the Rt Hon Prime Minister Raila Odinga had this to say of him; 'The politics of conservation is not for the faint hearted'. And we do agree.

In the course of driving the Monthly Nationwide Clean-up Campaign, we at KCDN have made commitments we have ensured we follow to our ability as well. And in the politics of conservation, we are witnesses to the fact that it is not for the faint hearted. And this is why in respect of the Late Hon Michuki, and in response to the call by the Rt Hon Prime Minister, we will be planting 2,000 Trees at Kondele on Friday as our way of appreciating the virtues Hon Michuki stood for.

We also want to appreciate all our Leaders who have been with us in the trenches. You will all remember that the Monthly Nationwide Clean-up Campaign was launched in Nairobi in September 2010 by the then Mayor of Nairobi Cllr Geoffrey Majiwa. It was then officially launched at Markinon Market by the Rt Hon Prime Minister Raila Odinga who was represented by Hon Amazon Kingi- the Minister for Fisheries Development.

We were later joined by Hon William Ruto in the trenches in Eldoret, Ms Janet Ongera in Kisii, the Mayor of Kisumu Cllr Sam Okello in Kisumu, the Mayor of Kakamega Cllr Sichele in Kakamega, the Mayor of Nyeri Cllr Muteru in Nyeri, the PC Nairobi Mr. Ndirangu Njoroge in Huruma Nairobi, and now, the Permanent Secretary Office of the Deputy Prime Minister and Ministry of Local Government Prof Karega Mutahi will be our Guest of Honour during the World Clean-up Day in Umoja on the 24th March 2012.

This proves that our leaders are joining in the Campaign and soon, we will be having all our Local Authorities doing this all at the same time throughout the Country.

The campaign is gaining ground and we are happy that we are at least doing something that is transforming Kenya. We will remain committed to this Campaign and we will never be intimidated as we go about mobilizing and sensitizing Kenyans into action.

As we join those who are critizing those who want to show people how to live clean, lets know kenya is not the first to do this. Remember, national clean up does not mean only gabbage collection as some people want to put it, but also planting trees, helping the poor and doing any other activity like building schools or even building a house for the poor. The senior leaders are involved in national clean up. Nobody who is immuned. Lets see a shinning example from mr Kagame. please read through and follow the comments from people. PRESIDENT MUSEVENI and his host Paul Kagame joined the residents of Kicukiro District, Rwanda to mop up the city in the monthly community work locally known as "Umuganda." Every last Saturday of the month all the people living in Rwanda are obliged to do general cleaning beginning 8:00am to mid day. Partly it's due to this manual activity that Kigali is shinning. The top brass in the army, police, government officials, diplomats participate in the bustle.
Umuganda was a popular idea in pre-colonial Rwanda. When the idea was rejuvenated in 2005, it got user resistance. This prompted the government to close markets, taxi parks, and block roads but after sensitisation everyone now does the activity at good will. On Saturday, the two Heads of State who were joined by the British Minister for International Cooperation, Andrew Mitchell to participate in the construction of classrooms for the 12-Year Basic Education at Groupe Scolaire Camp Kanombe.
President Kagame thanked President Museveni and Mitchell for the continued friendship with the Rwandan people, adding that both dignitaries are not just friends of Rwanda but also individuals who have contributed towards the development of the country. He noted that President Museveni has for a long time contributed to the development of Rwanda. President Kagame said that the monthly activity where citizens come together to work on different programmes, is a culture that is rooted in the African tradition. "Umuganda is not a tradition limited to Rwandans. It's a practice for all Africans. When a house catches fire, neighbours join forces to extinguish the fire. When it collapses, they rebuild it or construct a new one,"
"But this practice transcends economic activity to encompass joy and happiness. When a family is in joy, neighbours join that family, whether it's a wedding or any other kind of celebration, they partake of the joy," Kagame said. Kagame said that Rwandans apply Umuganda to address issues that concern them through joining efforts, observing that once the development targets are met, the same practice will be used to celebrate the achievements.
He promised that when the right time comes, he will visit Uganda and participate in the community activities. Speaking in a mixture of Kiswahilli, Runyankole and Kinyarwanda, the Uganda President commended Rwanda for applying an African traditional practice of Umuganda for modern economic development, a policy that has since paid off remarkably. Museveni said that Rwanda and Uganda share a lot in common in terms of language and cultural practices and Umuganda is one of those that existed in the two societies traditionally, though Rwanda has been able to modernise the practice.
"Am very happy to be here in Rwanda and to be part of this Umuganda, a cultural practice that is found across Africa," Meanwhile First Ladies Jeannette Kagame and her visiting counterpart and Minister for Karamoja Janet Museveni, participated in the monthly community service, Umuganda, contributing to the construction of six classrooms at Groupe Scolaire Nkanga.

Traditional leaders are busy scrambling for power instead of doing their traditional jobs including bulungi bwansi. The Government has reacted with disdain to a UN Security Council's Group of Experts report that has accused Uganda and Rwanda of arming M23 rebels fighting the Democratic Republic of Congo (DRC) government.
In a rebuttal, Uganda now points to a ploy by Western countries with vested interests in DRC of peddling a stance that would derail the regional efforts chaired by President Yoweri Museveni to end the conflict.
Museveni, as the current chairman of the International Conference on the Great Lakes Region (ICGLR), has chaired four summits in a row since July aimed at defusing the resurgence of conflict in the DRC. The latest summit at Speke Resort Munyonyo approved the deployment of a Neutral International Force (NIF) to patrol disputed areas.

JOHANNESBURG (AP) — Ugandan officials on Wednesday dismissed allegations in a United Nations report that Uganda supports rebels in eastern Congo, saying the claims are intended to undermine efforts by regional leaders to stem violence in the central African country.

Ugandan Foreign Affairs Minister Okello Oryem said the claims were made "in bad faith and intended to cause mischief."

"It's a heap of rubbish," said Oryem, whose ministry received a copy of the U.N. experts' report, which has been leaked. "It's malicious and it's intended to undermine the efforts of Uganda to bring peace to the Democratic Republic of Congo."

James Mugume, the permanent secretary in Uganda's Ministry of Foreign Affairs, said the report accuses Uganda of actively supporting the M23 rebels in eastern Congo, whose mutiny has caused more than 200,000 villagers in the province of North Kivu to flee their homes.

The allegations come as Uganda is leading a regional effort to resolve Congo's rebel crisis by deploying a peace-enforcement force in eastern Congo. The regional effort, called the International Conference on the Great Lakes Region (ICGLR), has recently held a series of meetings in which a "natural international force" of 4,000 troops contributed by regional governments would be sent to police eastern Congo. But the force has not yet been deployed, as it lacks funding and its mandate is not clear.

Oryem said the regional efforts have exposed the unreliability of the U.N. peacekeeping force in the Congo. He said there had been a "lull in the violence" since the ICGLR started meeting over the Congo crisis, even though the well-armed rebels still control a huge part of eastern Congo.

"They want to sabotage our efforts," Oryem said, referring to the U.N. "They have been there and they failed."
The U.N. maintains nearly 20,000 troops in eastern Congo, the largest peacekeeping force in the world.

The M23 rebels — the latest incarnation of a group of Congolese Tutsi rebels set up to fight Rwandan Hutu rebels in Congo — launched their rebellion in April after accusing the Congolese government of breaking promises made in a March 2009 peace deal that integrated them into the Congo army. The rebels are allegedly led by Bosco Ntaganda, a renegade general who is wanted for war crimes but whose current whereabouts are not known. The rebels, who now control hills within 30 kilometers (20 miles) of the eastern provincial capital Goma, have set up parallel administrative structures in the territories they control.

Rwanda, which faced allegations of arming the rebels in an earlier report by U.N. experts, has denied the charges.

Mass graves found after tribal fighting in Kenya's Tana delta

MOMBASA (Reuters) - Two mass graves were found in Kenya's coastal Tana River region, police said on Tuesday, a week after at least 38 people were shot, hacked and burnt to death as two tribes fought over land and water.

The graves were discovered in Kilelengwani village, the epicenter of fighting that has killed 100 people in the last three weeks, including nine police officers.

The scale of the recent unrest has left many Kenyans convinced it was politically instigated and has raised fears of serious tribal fighting before elections next March.

President Mwai Kibaki imposed a curfew last week and sent extra security forces to the area to try to end the violence, intensified by an influx of weapons in the last few years.

"We don't know yet whether they are attackers who died while in confrontation with security personnel, or were just victims killed by attackers during the clashes and buried," regional police chief Aggrey Adoli said.

Settled Pokomo farmers and semi-nomadic Orma tribesmen have clashed for years over access to grazing, farmland and water in the coastal region. Dams along the Tana River, Kenya's longest, supply about two thirds of the country's electricity.

Police cordoned off the graves and said they had asked for a court order to exhume the bodies.

"We can't know how many bodies are buried in the graves until we exhume," Adoli said.

Intelligence on President Kibaki of Kenya
President Kibaki's has pulled the rug under the feet of Western and European countries for a number of reasons which intelligence analysts depict as economic-political.

Kibaki has ensured his country has put a tight lid on Western investors direct foreign investment plans making it impossible for the West to make headway in the country.

The Kenyan presidency hardly engages in any bilateral, diplomatic, and military cooperation talks with European and American diplomats anymore leaving the lesser and keenly audited office of the Prime Minister to deal with the Americans and Europeans.

French Ambassador complained to the French government and the Kenyan foreign ministry about the unavailability of the president. Much diplomatic efforts are burdened to the foreign ministry.

French ambassador to Kenya Etienne de Poncins postulates that it is virtually impossible to reach the president of the republic of Kenya.

Analysis

President Kibaki is gradually growing tired of Western influence in Kenyan politics. It is certain that events that preceded the 2007-2008 elections violence and the outcome of Western and European political efforts to find a political solution to Kenya rather consummated to the ICC trials of Kibaki's key allies.

Why would the president snub diplomats whereas they represent the interests and close ties of the countries they represent? There are two key pointers to such outcomes and both are political with a bias on socio-economics of Kenya.

Politically, the president has realized the West and European has no love for him rather closely monitoring his political gains with the aim of destabilizing his tenure and the future of his economic gains besides any form of leadership he will leave behind to inherit his unique achievements in Kenya.

For a long time, European non governmental organizations have played an active role in shaping the socio-political sphere thus increasing their influence among local communities. The outcome of this influence is the increased dependence of Western and European governments spies on these NGO's.

ICC Prosecutor evidence on the PEV is dependent solely on NGO findings and other forms of firsthand reports obtained through NGO platforms on the 2007-2008 events making NGO's are a real threat to Kenya's national security.

Another political reason is the close knit relation between the European and American diplomats with Kibaki's prime minister Raila Odinga who the intelligence community views as a stooge of the West and Europeans. If Kibaki gives these diplomats audience, it is like giving Odinga audience and leeway to have his way in the politik.


Intelligence reports show that British, American, and French diplomats, European Union, besides Nordic countries envoys have constantly sought audience with the president but on all occasions their agenda had little economic significance rather full of politically inclined suppositions irking the president.

The recent international community foray about the general elections date and Kibaki's posture on the same exposed a rift between the Kenyan presidency and the International community.

Kibaki in his view finds the West and Europe as nosy, conspirators, and jealous of his development initiatives hence has elevated his position from one who gives audience to 'petty people with petty issues' to that of an astute leader ready to take Kenya to economic prosperity.

Kibaki has left the role of diplomacy to his foreign ministry and before he gives audience with these diplomats, the foreign ministry must vet them to avoid the president being engaged in a diplomatic talk of no economic value rather full of political jibe.

Outcomes

The election date fuss and recent evidence showing foreign hand in the ICC case against some of his key allies, indicate there is a cold war in the diplomatic theater between the Kibaki regime and the European countries.

In the intelligence community view, ICC under very good tutor-age is monitoring the political issues in Kenya with the intentions of disrupting the elections and ensuring the suspect Uhuru Kenyatta is cornered. Every ICC announcement coincides with a Kenyan political development.

Kibaki has used the Eastern countries beside engaging the BRICK countries to engage the country in real economic and military development.

In a reverse gear, Kibaki has used Odinga's previous communist doctrines to rally support, but in his strategy, Kibaki has not engaged subversive activity, rather communist economic-military development concessions. These efforts have massively paid off. On the ground, most middle class Kenyan's are now worried about post Kibaki era, besides wishing he could stay a-bit longer.

China has offered Kenya an economic lifeline with Russia opening a floodgate of military capability opportunities for Kenya. Russia is offering Kenya latest military technology .

Odinga who now embraces Western diplomacy is fiddling politically, making many political blunders and getting increasingly isolated by the middle class who find his Western-European friends as ill bent or rather Greeks bearing gifts.

Indeed, European-American efforts to stymie Kenyan political tradition is not getting headway, events playing out show Kibaki's NSIS, the intelligence outfit of Kenya, has set in motion military-economic strategies (regional cooperation, bilateral agreements and massive inter-country infrastructure-energy concessions/projects to economically unite regions in a symbiotic relation) that have very well pulled the rug under the feet of the European-American efforts.

Kibaki has written on the wall, that when he leaves office, the West will find institutions and regional ties that they will not be able to shake and make use of to their benefit.


Mercenaries don't work for free

Is this an American war by proxy? Notably, this Somali "counter-piracy" mission is advised by a former White House lawyer and by a former CIA official. However, it is also bankrolled in large part by someone in the government of Prince's new home, the United Arab Emirates.
Reading between the lines of yesterday's news stories, the report connecting Prince and Saracen was most likely leaked by someone who felt, understandably, that the presence of mercenaries in Somalia undermines the African Union effort there, and persists on account of official corruption.
Uganda is supplying troops to the uniformed African Union force in Somalia. And, according to AP reports, Saracen is "associated with" the younger brother of Uganda's president, Salim Saleh. That curious phrasing suggests a mutually beneficial financial relationship. Other African media sources say Salim Saleh is an "investor" or "major shareholder" in Saracen (Uganda).
Salim Saleh's apparent conflict of interest highlights the key take-away from this incredibly complex story: The lines that separate government security officials and the leaders of private armies have become so fuzzy that you can never really be sure as to the motivations of any individual player. As mercenary forces become more and more prominent in armed conflicts around the world, the profit motive becomes difficult to separate from other casus belli.
In other words, it's almost impossible to know the real reasons driving any conflict in which mercenaries play a leading role.

Government connections

The Saracen-in-Somalia story started gaining notice after a Washington Times story revealed the role of a former George W. Bush administration official in coordinating Saracen's contract with the Somali government.
The former official, Pierre R. Prosper, is pictured here in a 2003 photo from his a former gig as an ambassador for "war crimes issues."
Prosper and Michael Shanklin, a former CIA officer stationed in Mogadishu, previously told the AP they were being paid "paid by a Muslim nation [they] declined to identify" to advise the Somali government on "legal" and "security" matters. That unnamed "Muslim nation," it now appears, is the UAE.
Late last year, the Washington Times and the AP reported that Prosper met with United Nations monitors over their concerns that Saracen may have violated a long-running (but ineffectual) arms embargo on Somalia. (Mogadishu, a city that has roughly the population of Houston, Texas, averaged 534 "weapon-related casualties" per month last autumn, according to the UN.)
Prosper told the Times "that so far, no arms were shipped to the training camp, to the best of his knowledge." He told the AP that "Saracen is doing the military training" in Somalia. Yet the same story quotes Saracen (Uganda) chief executive Bill Pelser as disclaiming the company's training role in Somalia.
Pelser denied being involved in the training program in Puntland…saying he merely made introductions for another company called Saracen Lebanon.
Sure. Got it.
Lebanese authorities have no record of a company called Saracen. Pelser did not respond to requests for contact information for Saracen Lebanon.
Yesterday's AP story features quotes from Saracen (Lebanon) executive Lafras Luitingh—evidently a distinct entity from the Ugandan company of the same name that is also led by former employees of Executive Outcomes.
Also, it's supposed to be completely irrelevant that Saracen (Uganda) goes around "ma[king] introductions" for Saracen (Lebanon).
In the AP story, Luitingh says "the company had sought to keep the project secret to surprise the pirates." (Because the pirates don't know they might be attacked?) He "declined to say whether [Blackwater founder Erik] Prince was involved in the project and said [Prince] was not part of Saracen."

Saracen International, Not To Be Confused With Saracen International

The AP turned up
at least three Saracens — the one registered in Lebanon, and two run by Luitingh's business partner and based in Uganda, where government office employees told the AP the registration papers have disappeared. An AP reporter in Beirut could not find the address Luitingh's company provided in the Somali contract. Lebanese authorities had no address listed for Saracen in Lebanon and said it is based in the United Arab Emirates.
Saracen (Uganda)'s website says the company has branches in South Africa, Tanzania, the Democratic Republic of Congo, Hong Kong, Angola, Zambia, Sudan and Botswana.
My own research turned up two more "Saracen Internationals," not counting a Spanish real-estate firm with that name.
One, Saracen International Ltd, is based in Manchester, UK.
The corporate address of record is at the Towers Business Park in Manchester. The website registration, however, returns both that address and another, one shared with a café in the southern suburb of Stockport.
An email to the Yahoo account of the listed website registrant, Sira Yaqub, bounced back undelivered. The woman who answered the phone at the UK Saracen in Manchester office suggested calling back on Monday.
The other Saracen International I found is a limited-liability company based in Phoenix, Arizona.
This Saracen International is registered to William G. Lawrence and Tjaart Andre Van Der Walt, both of Phoenix. Lawrence returned a call placed to the company's listed phone number.
"I have no relationship to the UK company of the same name. I don't operate in Southern Africa," he says of Saracen (Arizona).
Van Der Walt, Lawrence says, is a "friend" who has "never been part of the corporation," although records show the LLC is registered at Van Der Walt's home address. Lawrence says Van Der Walt, whose first name is also spelled in public records as "Thaart," emigrated from South Africa 16 years ago and is now an American citizen.
I asked if Van Der Walt ever worked for Executive Outcomes. Lawrence says he doesn't know, and hadn't heard of that company.
He has, however, heard of the other Saracens. "I got a call from Somalia asking them to train their coast guard to fight the piracy threat. Only then I became aware that there was another Saracen International," Lawrence says.
Doesn't it seem strange, I suggested, that all these private security companies with an international client base—Lawrence's company has operations in Jordan and the UAE—seem content to share a business name, and aren't suing one another for copyright infringement? "I can't account for that except…[the name] has positive connotations in the Arabic world," Lawrence says.
Positive because, after all, they fought the Crusaders.
Lawrence says his company sells a Chevrolet Suburban outfitted with a concealed six-barrel gatling gun that can pop out of the hood and fire 50 rounds a second in every direction. The car, called the Raptor, costs upward of $300,000.

"The people we do business with are national leaders. They are always subject to threats of one kind or another. King Abdullah [of Saudi Arabia] has had four assassination attempts on him," Lawrence says. "He doesn't ride in our car…but we're in his entourage."
(Unlike the other companies that share its name, Saracen (Arizona) does not have an up-and-running website of its own. However, the marketing video for the Raptor contains a plug for saracen.org. That domain is currently listed as for sale.)

Salim Saleh named in Somali 'mercenary' deal

President Yoweri Museveni's young brother Caleb Akandwanaho aka General Salim Saleh may be linked to possible involvement in mercenary activities in war-torn Somalia, Uganda Correspondent can exclusively reveal.

The details emerged after Saracen International; a company associated with Gen. Salim Saleh, lost a lucrative contract to undertake some work in Somalia. Our source in Mogadishu said the Transitional Federal Government [TFG] of Somalia declared last week, Thursday 27th January that it had severed its relationship with Saracen International.

The decision, we are told, came after a closed door cabinet meeting chaired by Prime Minister Mohamed Abdullahi Mohamed in the capital Mogadishu. Somalia's Deputy Security Minister Ibrahim Mohamed Yarow confirmed that cabinet had indeed cancelled the agreement that the TFG government had signed with Saracen International to train Somali troops and to revive social services including building health facilities in Mogadishu.

The decision, he said, was reached after Somalia's TFG government landed on evidence which suggested that Saracen International may have been involved mercenary activities. "…The cabinet has today overwhelmingly voted against Saracen International on the basis of mercenary acts. So the cabinet has revoked the agreement with this company", Ibrahim Mohamed Yarow said.

The Deputy Security Minister added that while there is no doubt that his government requires assistance, as government, he said, the TFG will only enter into contractual agreements with distinguished and clean companies. He also said the cabinet's decision on Saracen International was "irrevocable".

The TFG's decision to revoke Saracen International's contract follows widespread expression of concern by several foreign governments including the US. Philip J. Crowley, a US State Department Spokesman, said in December that the American government was "…concerned about the lack of transparency" of Saracen's financing and plans.

According to a New York Times report of 20th January 2011, "…at least one of Saracen's past forays into training militias drew an international rebuke. Saracen's Uganda subsidiary was implicated in a 2002 United Nations Security Council report for training rebel paramilitary forces in Congo".

Is war a lucrative source of business for powerful men?

Other than Burundi, Uganda is the only other country in Africa that has contributed thousands of soldiers to the AU's AMISOM peacekeeping mission in Somalia. The same New York Times report identified one of Saracen Uganda's owners as Lt. Gen. Salim Saleh, the retired half-brother of Uganda's President Yoweri Museveni.

Salim Saleh's possible conflict of interest also highlights some crucial things in this terribly complex story. One of the things is that the lines that separate government security officials and owners or leaders of private armies have become so fuzzy that you can never really be sure as to the motivations of any individual player.

As mercenary forces become more and more prominent in armed conflicts around the world, the profit motive becomes almost impossible to rule out. In other words, it's almost impossible to know the real reasons that fuel the conflicts in which mercenaries play a role. UPC party President Dr. Olara Otunnu for example, has accused some UPDF soldiers of having had vested interests in prolonging the Kony war in northern Uganda.

The UPDF of course denied Otunnu's claims. But the New York Times report also accused General Saleh and other top Ugandan army officers of using their ties to paramilitaries to plunder Congolese diamonds, gold and timber. But what exactly is Saracen International? Who really owns it? Our efforts to get a comment from Saracen International were futile by press time.

So for the time being, it may be fair to say that no one really knows for sure what Saracen International is, and who owns it. What one can say however is that Saracen International is definitely a murky trade name that is shared by a number of private security companies across Africa, Europe, the Middle East and North America. Whether that is a coincidence or not, no one really knows.

What we can confirm without fear of contradiction is that Saracen International is fully established in Uganda; see http://saracen.co.ug/index.php. Most of the other companies however deny or downplay any financial or managerial relationships between them. A few have however been linked to the infamous South African mercenary firm called Executive Outcomes; the same company that allegedly tried to send mercenaries to overthrow the government of Equatorial Guinea in order to tap into the country's oil and mineral wealth.

Saracen International has also been linked to a certain Erik Prince; the man whose company Blackwater is allegedly financing a "Counter-Piracy" mercenary squad in Somalia. Both the New York Times and Associated Press have carried similar allegations against Saracen International on the strength of "confidential" reports leaked from the African Union.

Somalia has been without a proper central government since 1991 when President Siad Barre was overthrown by armed warlords. That incident effectively condemned Somalia to decades of civil war. END. is only adding to the miseries of the people of Somalia proper. I have been
a supporter of all types of governments in Somalia from The collapse of the
Siad Barre regime1991 to the present. In my previous articles I have
defended Sheikh Sharif and the parliamentary warlord Sharif Hassan thinking
that they had a little interest in their heart for our people the people of
Somalia who unfortunately do not know their rights as citizens of Somalia.
We need a bill of rights for Somalia to get out of this corrupt and failed
state status.

We as Somalis can be successful in business, education and professions any
other country in the world as proven by the Somali Diaspora except on our
own country-Somalia, why? Go figure the answer and you may have solved the
Somali Dilemma.

The Somali people do not know that they do not have to put up with corrupt
leaders, leaders who associate themselves with the enemies of the people of
Somalia, they do not need to put up with un educated and unenlightened
religious leaders who hide behind veils and brain washed youngsters who
never grew up as people with rights and never seen a just government who
cares about its people and their welfare. Somalis do not need to put up with
International organizations and Non governmental agencies who live off
destruction, mayhem and underdevelopment in less fortunate countries like
Somalia where they can test their new medicines and unorthodox, untested
theories of development and peacekeepers who look after their own interest.

At First in Somalia after 1991 it was unstable government getting in
contract with companies that dumped Nuclear Waste on our shores and
contracting with companies who took every piece of metal out of the country
and sold it as Salvage waste to Asian counties. We have seen Ambassadors
trying to sell off Somali government properties overseas, and then we have
seen presidents, prime ministers and regional authorities printing illegal
currencies in a clandestine ways that made people wonder if this poor
country had anyone who cares about it. We have seen where lack of
transparency and accountability can lead to misunderstanding of MOU's
memorandum of understanding which did not reference to the law of the sea-
regulations spearheaded by the United Nations. We have seen Ethiopia trying
to destroy Somalia using the old colonial adage (Divide them then Rule
them). If anyone ever thought Ethiopia wants to see a unified Somalia or a
strong Somalia think again as you may be living in a wonderland. The same
goes for all of our neighbors and our Arab brethren.

We have seen how corrupt the current Somali government officials are they
sold the .SO protocol bestowed to Somalia as a nation among 192 others. The
same people have contracted with Saracen International- one of the new
private military companies(PMC's) such Executive Outcomes(EO), Sandline Co,
Strategic Consulting International(SCI), KBR, Heritage Oil and Gas Co. The
name and their symbol of Saracen International looks like a middle ages
Templar Knight on horseback trying to show the "light"(Christianity) to
heathens in sub-Saharan Africa. The company is run by shady characters from
the former SADF- South African Defense Force and former employees of the now
infamous but defunct Executive Outcomes. The current TFG Finance minister
stated that the agreement was signed by Sheikh Sharif- through his trusted
then chief of Cabinet Abdulkarim Jama, the current Minister of information
and Post & Communication. On the other side it was signed by Lafras
Luitingh aka Louis Yssel- member of the notorious Former South African law
enforcement agency Civil Cooperation Bureau(CCB)- in some pulished reports
the finger was pointed to him during the truth commission hearings in the
new South Africa that he killed Dr. David Webster and Anton Lubowski (ANC
Activists in the former South africa).Lafras Luitingh aka Louis Yssel has a
checkered past that will scare anyone who reads about world intelligence
reports. He had dealing with characters such as Tim Spicer, Tony Buckingham,
Eeben Barlow and the late Former South Africa skin head chief of police
Henrick Van der Bergh, the creator B.OS.S and later the CCB where Lafras
Luitingh got his training in sabotage, political assassinations, and
intelligence gathering on dissidents. He was later recruited by (Executive
Outcomes) EO for their Angola, Mozambique, Malawi jobs and later Sierra
Leone.

The plane currently held in Hargeisa is the type used by these private
armies especially Saracen and they buy their weapons from the former Soviet
satellite countries. The two South Africans on the plane in Hargeisa were
released as fake Journalist but they were Saracen International employees.
They have connections with the British Foreign Office who called the
Somaliland foreign minister. Why did they not allow pictures to be taken or
invited the media to the kangaroo trail held in Hargeisa. South African
intelligence has some clout over Hargeisa for different a reason, that is
where the late Somaliland President Egal died in a hospital in South Africa.
The contact is Mohamed Ibrahim Egal's former wife Edna who was at one time
Foreign Minister of Somaliland and who owns a hospital that received
assistance from South Africa. Soon there will be another mock trial in
Hargeisa, Somalia Saracen will give the weapons on the plane to the
Somaliland administration formatting it as confiscation by their court and
they will release the plane and the crew intact. Saracen will once again
continue the operations they were hired for.

Sheikh Sharif of the TFG , Museveni of Uganda, Farole of Puntland, &
Sharif's Ala Shiekh group led by Abdulkarim Jama( former VA mosques
bookkeeper) and his prime minister (Formaggio) and his defense
minister(Fiqi) (2 former Somali embassy bookkeepers from Washington) the
Finance minister (Halane)& The Foreign Minister (Omaar) have no clue who
they are dealing with at Saracen International. Museveni's half brother is
just a cover up. This project is the deep throat of Somalia and we need
transparency in these dealings with select members of the Somali parliament.
Saracen guys and their friends have helped countries overthrew elected
officials and everything they do is for money. These guys were so powerful
at one time that they had The British navy servicing their Antonov and
soviet type helicopters near the coast of Africa. If a country like Somalia
does not have money these private military companies barter for oil and
fishing rights and sell those rights at a premium to the highest bidder.
They have close relationship with the leadership in the Emirates and even a
stronger one with current Sultan of Oman whom they assisted in overthrowing
his father off the throne.

Both the UN and the OAU despise these private military companies because
they want to put them out of business. Amisom is a cash cow for Uganda who
does not want the current situation to end and they sustain a weak TFG
government whose diplomatic failures include a drug dealing former
Ambassador in China and they keep recycling former diplomats to the UN
mission in NY who have publicly stated that he will join his clansmen back
home to kill people and destabilize peaceful areas. TFG are not bringing to
justice the ambassador who sold embassy property in Kenya. Will this
government survive without peace keepers? I do not think so.

Saracen International is a rented military company mostly comprised of
former special forces, formerly known as "dogs of war", mercenaries and now
they are known as security trainers and consultants (their sanitized PR
name). Their specialty is to loot poor African countries who are led by
corrupt individuals with no integrity.

The Somali people have a choice to change their leadership, or else if they
want to stand on the sidelines as always thinking that someone is going to
come to rescue them or should we as Somalis get our hands dirty and come
together and resolve our clannish divisions once and for all since we have
seen that no clan in Somalia is able to subjugate the others and live in
peace or wait for our destiny to be decided by organizations or private
military companies who follow their interest..

Erik Prince, the American founder of the private security firm Blackwater Worldwide, has cropped up at the centre of a controversial scheme to establish a new mercenary force to crack down on piracy and terrorism in the war-torn East African country of Somalia.

The project, which emerged yesterday when an intelligence report was leaked to media in the United States, requires Mr Prince to help train a private army of 2,000 Somali troops that will be loyal to the country's United Nations-backed government. Several neighbouring states, including the United Arab Emirates, will pay the bills.

Mr Prince is working in Somalia alongside Saracen International, a murky South African firm which is run by a former officer from the Civil Co-operation Bureau, an apartheid-era force notorious for killing opponents of the white minority government.

News of his latest project has alarmed, though hardly surprised, critics of Blackwater. The firm made hundreds of millions of dollars from the "war on terror", but was severely tarnished by a string of incidents in post-invasion Iraq, in which its employees were accused of committing dozens of unlawful killings.

Mr Prince, a 41-year-old former US Navy Seal with links to the Bush administration, subsequently rebranded the company "Xe Services" and sold his stake in it. But he remains entangled in a string of lawsuits pertaining to the alleged recklessness of the firm.

For most of the past year, he has been living in Abu Dhabi, where he has close relations with the government and feels better positioned to dodge lawsuits. In an interview with a men's magazine, he recently declared that the UAE's opaque legal system will make it "harder for the jackals to get my money".

The exact nature of his sudden presence in Somalia remains unclear. The Associated Press said yesterday that the army Mr Prince is training will focus on fighting pirates and Islamic rebels.

The leaked intelligence report which prompted the news agency's story was compiled by the African Union, an organisation of African nations. It claimed that Mr Prince's money had enabled Saracen International to gain the contract to train and run the private militia. But that element of the report was flatly contradicted by a spokesman for the Blackwater founder, who claimed that Mr Prince had "no financial role of any kind in this matter".

In a written statement, the spokesman, Mark Corallo, added: "it is well known that he has long been interested in helping Somalia overcome the scourge of piracy. To that end, he has at times provided advice to many different anti-piracy efforts." He declined to answer any further questions.

Whatever the exact details of Mr Prince's role, his presence in Somalia will inevitably lead to renewed soul-searching about the growing privatisation of warfare. Critics of mercenary organisations, which are often prepared to operate where traditional armies fear to tread, claim they are often trigger-happy and lack proper accountability. In Iraq, Blackwater employees shot dead dozens of civilians; 17 people were killed in one incident alone in Nisour Square, Baghdad.

Criminal charges were eventually brought in the US against five Blackwater employees. However, they were dropped in 2009 after a federal judge ruled that the defendants' rights had been violated during the gathering of evidence. Iraq's Interior Ministry subsequently expelled all contractors who had worked with the firm at the time of the Nisour Square shooting.

Somalia, where the country's UN-backed regime is fighting a civil war against al-Shabaab, a group of Islamic insurgents with links to al-Qa'ida, is, if anything, a more volatile country than post-invasion Iraq.

The government controls only a small portion of the capital, Mogadishu, where it has the support of 8,000 UN troops from Uganda and Burundi. It is training an army to extend its reach, but observers fear that its ranks will be weakened by the arrival of Mr Prince – who will pay his troops a far better wage.

Saracen's shady corporate structure has not inspired confidence in its accountability. In 2002, the UN accused its Ugandan subsidiary of training rebel paramilitaries in the Congo. Recently, the firm has claimed to be registered to addresses in Lebanon, Liberia, Uganda and the UAE, some of which seemed not to exist when reporters tried visiting.

WHO IS SARACEN INTERNATIONAL? WHAT IS IT DOING IN SOMALIA?

"Saracen" is what the Crusaders used to call the Muslims, back in the day.

"Saracen International" is a trade name shared, coincidentally or not, by a number of private security companies across Africa, Europe, the Middle East and North America. These companies deny or downplay any financial or managerial relationships between them. A few, however, reportedly derive from the infamous (and pioneering) South African mercenary firm, Executive Outcomes.

Yesterday, both The New York Times and the Associated Press carried a truly mind-bending story on Saracen International, based on a "confidential" African Union report that had apparently been leaked to both news organizations.

The report claims that none other than Blackwater founder Erik Prince has been financing a "counter-piracy" mercenary squad in Somalia, through Saracen.

Somalia, a chaotic demi-state, was the scene of an iconic American military defeat 18 years ago, not to mention a one-time home base for Osama Bin Laden.

It appears that Prince, an evangelical American mercenary with longstanding ties to the Pentagon and the CIA, has partnered with a group of equally notorious South African guns-for-hire for a paramilitary mission in an Islamic nation, under a corporate banner harking back to the Crusades. But what does all that mean?

Mercenaries don't work for free
Is this an American war by proxy? Notably, this Somali "counter-piracy" mission is advised by a former White House lawyer and by a former CIA official. However, it is also bankrolled in large part by someone in the government of Prince's new home, the United Arab Emirates.

Reading between the lines of yesterday's news stories, the report connecting Prince and Saracen was most likely leaked by someone who felt, understandably, that the presence of mercenaries in Somalia undermines the African Union effort there, and persists on account of official corruption.

Uganda is supplying troops to the uniformed African Union force in Somalia. And, according to AP reports, Saracen is "associated with" the younger brother of Uganda's president, Salim Saleh. That curious phrasing suggests a mutually beneficial financial relationship. Other African media sources say Salim Saleh is an "investor" or "major shareholder" in Saracen (Uganda).

Salim Saleh's apparent conflict of interest highlights the key take-away from this incredibly complex story: The lines that separate government security officials and the leaders of private armies have become so fuzzy that you can never really be sure as to the motivations of any individual player. As mercenary forces become more and more prominent in armed conflicts around the world, the profit motive becomes difficult to separate from other casus belli.

In other words, it's almost impossible to know the real reasons driving any conflict in which mercenaries play a leading role.

Government connections
The Saracen-in-Somalia story started gaining notice after a Washington Times story revealed the role of a former George W. Bush administration official in coordinating Saracen's contract with the Somali government.

The former official, Pierre R. Prosper, is pictured here in a 2003 photo from his a former gig as an ambassador for "war crimes issues."

Prosper and Michael Shanklin, a former CIA officer stationed in Mogadishu, previously told the AP they were being paid "paid by a Muslim nation [they] declined to identify" to advise the Somali government on "legal" and "security" matters. That unnamed "Muslim nation," it now appears, is the UAE.

Late last year, the Washington Times and the AP reported that Prosper met with United Nations monitors over their concerns that Saracen may have violated a long-running (but ineffectual) arms embargo on Somalia. (Mogadishu, a city that has roughly the population of Houston, Texas, averaged 534 "weapon-related casualties" per month last autumn, according to the UN.)

Prosper told the Times "that so far, no arms were shipped to the training camp, to the best of his knowledge." He told the AP that "Saracen is doing the military training" in Somalia. Yet the same story quotes Saracen (Uganda) chief executive Bill Pelser as disclaiming the company's training role in Somalia.

Pelser denied being involved in the training program in Puntland…saying he merely made introductions for another company called Saracen Lebanon.

Sure. Got it.

Lebanese authorities have no record of a company called Saracen. Pelser did not respond to requests for contact information for Saracen Lebanon.

Yesterday's AP story features quotes from Saracen (Lebanon) executive Lafras Luitingh—evidently a distinct entity from the Ugandan company of the same name that is also led by former employees of Executive Outcomes.

Also, it's supposed to be completely irrelevant that Saracen (Uganda) goes around "ma[king] introductions" for Saracen (Lebanon).

In the AP story, Luitingh says "the company had sought to keep the project secret to surprise the pirates." (Because the pirates don't know they might be attacked?) He "declined to say whether [Blackwater founder Erik] Prince was involved in the project and said [Prince] was not part of Saracen."

Saracen International, Not To Be Confused With Saracen International
The AP turned up

at least three Saracens — the one registered in Lebanon, and two run by Luitingh's business partner and based in Uganda, where government office employees told the AP the registration papers have disappeared. An AP reporter in Beirut could not find the address Luitingh's company provided in the Somali contract. Lebanese authorities had no address listed for Saracen in Lebanon and said it is based in the United Arab Emirates.

Saracen (Uganda)'s website says the company has branches in South Africa, Tanzania, the Democratic Republic of Congo, Hong Kong, Angola, Zambia, Sudan and Botswana.

My own research turned up two more "Saracen Internationals," not counting a Spanish real-estate firm with that name.

One, Saracen International Ltd, is based in Manchester, UK.

The corporate address of record is at the Towers Business Park in Manchester. The website registration, however, returns both that address and another, one shared with a café in the southern suburb of Stockport.

An email to the Yahoo account of the listed website registrant, Sira Yaqub, bounced back undelivered. The woman who answered the phone at the UK Saracen in Manchester office suggested calling back on Monday.

The other Saracen International I found is a limited-liability company based in Phoenix, Arizona.

This Saracen International is registered to William G. Lawrence and Tjaart Andre Van Der Walt, both of Phoenix. Lawrence returned a call placed to the company's listed phone number.

"I have no relationship to the UK company of the same name. I don't operate in Southern Africa," he says of Saracen (Arizona).

Van Der Walt, Lawrence says, is a "friend" who has "never been part of the corporation," although records show the LLC is registered at Van Der Walt's home address. Lawrence says Van Der Walt, whose first name is also spelled in public records as "Thaart," emigrated from South Africa 16 years ago and is now an American citizen.

I asked if Van Der Walt ever worked for Executive Outcomes. Lawrence says he doesn't know, and hadn't heard of that company.

He has, however, heard of the other Saracens. "I got a call from Somalia asking them to train their coast guard to fight the piracy threat. Only then I became aware that there was another Saracen International," Lawrence says.

Doesn't it seem strange, I suggested, that all these private security companies with an international client base—Lawrence's company has operations in Jordan and the UAE—seem content to share a business name, and aren't suing one another for copyright infringement? "I can't account for that except…[the name] has positive connotations in the Arabic world," Lawrence says.

Positive because, after all, they fought the Crusaders.

Lawrence says his company sells a Chevrolet Suburban outfitted with a concealed six-barrel gatling gun that can pop out of the hood and fire 50 rounds a second in every direction. The car, called the Raptor, costs upward of $300,000.

The Raptor is not something that you'd ever want to cut off in heavy traffic. You can watch its gunner blow up a hatchback on YouTube.

Is this the next must-have vehicle for Arizona's soccer moms?

"The people we do business with are national leaders. They are always subject to threats of one kind or another. King Abdullah [of Saudi Arabia] has had four assassination attempts on him," Lawrence says. "He doesn't ride in our car…but we're in his entourage."

(Unlike the other companies that share its name, Saracen (Arizona) does not have an up-and-running website of its own. However, the marketing video for the Raptor contains a plug for saracen.org. That domain is currently listed as for sale.)

Muddied (Black)waters
Yesterday's AP story on Prince's ties to Saracen (Uganda) connects another company to the dubiously funded "anti-piracy" mission there.

Afloat Leasing, which owns two ships that have been working with Saracen, said it was Liberian-registered, but an AP reporter didn't find it at the address given or in Liberian records.

I found an "Afloat Leasing Ltd" registered in South Africa. Records show this company owns a ship called the Seafarer, which departed Durban, South Africa roughly one month ago and was due to call last week in the UAE, a course that would take it past the pirate-plagued Horn of Africa.

This may or may not be the same "Afloat Leasing" named by the AP.

And as long as we're in the caveats department, it should be noted that Prince, who recently abandoned his "redneck mansion" for the UAE, has denied, through a spokesperson, having any "financial role of any kind in this matter" with Saracen.

It should also be noted that Prince has ostensibly cut his ties with Blackwater, the company he built from nothing, although he's tight with the new owners, whoever they are.

Did I say Blackwater? Of course, I meant Xe. Or whatever it is now. It's hard to keep all these companies straight, sometimes. Odd, isn't it? Most companies try so hard to come up with a memorable name. But with these companies and their constantly changing, generic-sounding brands—not to mention the roving headquarters and opaque registration—it's almost as though they're trying to confuse people. Like they don't want people to remember who they are, or something.

In October, 2002, a report from the UN Panel of Experts on the Illegal Exploitation of the of Natural Resources and Other Forms of Wealth of the DRC pinned him as one of the perpetrators of the plunder.
Saleh was last October, promoted to the rank of General and appointed senior presidential advisor for the reconstruction of Luweero Triangle, northern Uganda and the Rwenzori region.

Saleh who will be 46 years old, on January 14, has held high-ranking positions in the UPDF. He has been involved in several business ventures and once owned a company called Divinity Union.When it collapsed, Saleh claimed he was the poorest Ugandan. General Caleb Akandwanaho alias Salim Saleh formally retired from the army yesterday, and immediately said he would join the National Resistance Movement (NRM) campaign trail.
"One of my biggest plans in the outside world is to unify all NRM mobilisers so that we can deliver a big blow to the multipartyists in the general elections," said Saleh.
He spoke as the army brassband played military tunes. He was cheered by friends, family members, men and officers of the army.
Saleh, the senior presidential adviser on the construction of northern Uganda, Luweero and western Uganda, said his new job covers 35 of the 66 districts. He told the army, "I will be your face in the population, in the markets, capital markets, banks, etc.

GENERAL Salim Saleh has retired from the Uganda People's Defence Forces (UPDF) after 25 years of service.
Sources said the army's promotions and commissions board, chaired by the Chief of Defence Forces (CDF), Gen.Nyakairima Aronda, cleared Saleh's application last week.
The sources said Saleh is expected to pick his retirement certificate yesterday.
"Formal send-off ceremony for Saleh will be organised later," sources said.Saleh is now the Senior Presidential Advisor for the Reconstruction of the Luweero Triangle, Northern Uganda, and the Rwenzori region.
Until recently, he was the Reserve forces commander in the UPDF. He was promoted to rank of General soon after a year's course in the Senior Command and Staff College in Kimaka, Jinja.
Saleh was quoted in the local press yesterday as saying he wanted time to carry out his new responsibilities and that he could not carry out his new responsibilities under military rules.
He said he wanted to be closer to the people.
Saleh was a member of a committee set up by the army High Command to probe the ghost soldiers' saga. In December 2003 he reigned as one of the 10 army MPs.
He first resigned in 1998 as senior presidential adviser on defence and security, but bounced back as the reserve forces commander.
Saleh, 45, was the first army commander between 1986 and 1989 and a member of the Government's peace team in the talks with LRA rebels.

The name Antonio Teixeira may not ring any bells in Kenya. But in international circles, the chairman of Energem Resources, which bought a 55 per cent stake in the Odinga family's Spectre International –sends several alarms.

His entry into Kenya's business circles is expected to raise eyebrows because of past business links with "mercenary" companies hired to protect mining companies in some of Africa's bloodiest war zones, The Sunday Standard can exclusively report.

Four years ago, the South African Portuguese, also known as Tony Teixeira, was accused in the British Parliament of gun-running for Angola's Unita rebels and for defying United Nations sanctions by supplying oil to the rebel movement.

Now questions are being raised about the controversial man behind a Canadian company that purchased the troubled Kisumu molasses plant from the Oginga Odinga family.

Teixeira has been linked to Branch Energy and Executive Outcomes, two notorious private security-cum-paramilitary companies with a record of involvement in war wealth.

Branch Energy, which had mining concessions in Sierra Leone, is 100 per cent owned by Teixeira's Energem, is one of the pioneers in the provision of private security in return for mining concessions in war-torn nations. Executive Outcomes, on the other hand, was founded by a former Teixeira ally, Tony Buckingham, who recently sat on the board of Energem Resources.

Buckingham, a former South African soldier, was a member of the dreaded South African apartheid-era assassination squad, the 32nd Battalion, and was also behind the British mercenary company, Sandline, which in 1999 broke a UN arms embargo in Sierra Leone, allegedly with the backing of the British government.

Sandline, however, closed shop in April, this year, citing failure to get British support for its private military activities.

According to an Energem company profile obtained by the Sunday Standard, Teixeira's newly registered company, Energem Kenya Limited, is licensed to "import refined oil products" and "bitumen for the Ministry of Roads", headed by Raila Odinga. It is the award of an exclusive contract to a company associated with the Odinga family by a ministry headed by a member of the same Odinga family that sparked the row over the acquisition of the Kisumu molasses plant last week.

But Teixeira is not new to controversy.

Last year, another of Teixeira's companies, Trans Sahara Trading (TST), was stopped from supplying oil to Zambia by President Levy Mwanawasa, who cited "irregularities" in the award of the tender.

And now, Teixeira's ownership of the Kisumu molasses plant has thrust him to the centre of another dispute only eight months after he announced that his company had acquired a controlling stake in the moribund ethanol plant.

Bondo MP Dr Oburu Odinga, who is also the chairman of East African Spectre, which partly owned Spectre International, says the family has "no interest" in the ethanol maker after pulling out last November. ***WE KNOW THAT THIS IS A LIE BECAUSE TODAY THE ODINGAS OWN THE ETHANOL PLANT (KISUMU MOLASSES PLANT!)!!!!!!!!!!!!!!!!!!****

The current storm was kicked up by newly appointed Urban Development assistant minister Maina Kamanda, who accused the Odinga family of "grabbing" the land occupied by the plant, "failing to pay for it" and later selling it to Canadians.

Official documents now indicate that the land in question was offered to Spectre International by the then Commissioner of Lands, Mr S.K Mwaita, in a letter dated January 11, 2001.


The value of the entire land measuring 112 hectares was put at Sh3,699,750.
Twenty-three months later, Teixeira's DiamondWorks, renamed Energem, acquired a controlling stake in Spectre International and paid $2 million (Sh160 million) for a stake in the Odinga family-owned enterprise.

But the molasses saga deepened further after the Ministry of Lands and Housing issued a brief this week saying there "is no record of official valuation of the property by the chief government valuer".

Although the molasses plant was supposed to have been auctioned, the ministry's brief raised questions on the transaction: "What appears to have been processed for sale is empty land and there is no record of how the physical infrastructure investment on the stalled project (was) sold and for how much."

"The land deal was a direct allocation to Spectre International and there is no indication of other offers being sourced in the absence of official valuation".


Dr Oburu Odinga who sits on the board of Spectre International with his sister, Ruth, has denied any impropriety on the family's part.

With the matter now being investigated by a Cabinet committee, Kenyans have not heard the last of the matter.

It seems curious that the offer of the molasses plant land was made to Spectre International some five days after the Raila's National Development Party (NDP) entered into a partnership with then ruling party, Kanu.

Although Oburu denied that the Odinga family owns the molasses plant, he conceded that two family members sit on the board of Spectre International.***THE THIEF LIES AGAIN!

Texeira entered Kenya's business world through one of his subsidiary companies, Petroplus Africa Limited, which concluded a memorandum of understanding with the National Oil Company of Kenya (NOCK) and a separate "hospitality agreement" with the state corporation, Kenya Petroleum Refining Ltd, Kenya Pipeline Company and NOCK's Nairobi Terminal. ****These corrupt a-holes should explain oil/petrol problems/shortages to wananchi!

"These arrangements were entered into for purposes of enabling Petroplus's entry into the Kenyan market and to facilitate its ability to undertake a review of the mid-stream oil industry in Kenya aimed at its modernisation and development," the company said in a statement in November last year.

Under the auspices of NOCK, Petroplus imported two trial shipments of oil products in April and May and was awarded its own oil importation and trading licence for Kenya in June 2003.

"The test results were positive and supported the decision by DiamondWorks (now Energem Resources) to acquire control through Spectre of the Kisumu ethanol plant," the company said.

That entry, we have established, came after another of Energem's subsidiaries faced problems in the Zambian market where Teixeira reported "difficult trading conditions" in a statement he issued to shareholders in October last year.

Although Teixeira's name has not featured in Kenya, the allegations of gun-running made in Britain that his operations in Angola, Sierra Leone and Liberia made a fortune out of blood diamonds is bound raise a lot of heat. *** these are Raila/The Odingas business partners****

In its company profile, Energem Resources says it is "supplying bitumen and other products to the Roads and Energy ministries", an issue that could generate political heat in Kenya.

Texeira came to the board of DiamondWorks, now known as Energem Resources, in January 2000 when his Isle-of-Man registered company, Lyndhurst Limited, advanced $5 million to the ailing DiamondWorks. The loan was converted into shares.

But the company appears to have run into
trouble with Canada's Ontario Securities Commission, which stopped the board from sitting in April 2002 and accused its members of "failing to file financial statements" and to "disclose" the affairs of DiamondWorks.

The company immediately changed its name to Energem Resources.

Executive Outcomes

Executive Outcomes, the mercenary firm based in Pretoria, South Africa, and manned mostly by former members of the South African Defense Force, has proven to be a decisive factor in the outcome of some civil wars in Africa. Involved in forcing rebels to the negotiating table in Sierra Leone and more well-known for contributing to the Angolan government's success in forcing UNITA to accept the Lusaka Protocol in 1994, Executive Outcomes reportedly has a web of influence in Uganda, Botswana, Zambia, Ethiopia, Namibia, Lesotho and South Africa.
Even though the firm's expertise lies in fighting bush wars, it has diversified and reportedly operates 32 companies, whose interests range from computer software to adult education. The firm's tactic of quickly regaining control of a client country's mineral-rich regions is well-documented. Within a month of Sierra Leone's hiring of Executive Outcomes in May 1995, government forces had regained control of the diamond-rich Kono district, which produces two-thirds of Sierra Leone's diamonds. In Angola, oil- and diamond-producing regions were the first areas secured by government forces trained by Executive Outcomes. The firm also reportedly mines gold in Uganda, drills boreholes in Ethiopia and has a variety of interests in the other countries noted above.
Executive Outcomes claims that its sole purpose is to bring stability to the region by supporting legitimate governments in their defense against armed rebels. Nevertheless, rumors persist that the firm is connected to either the South African DeBeers Diamond Corporation or the South African government. These claims are denied by all parties, and the South African government has tried to restrict Executive Outcomes' business ventures.
The intermixing of paramilitary and commercial ventures makes it difficult to determine the number of mercenaries involved in various countries. Most reports indicate there were between 150 and 200 in Sierra Leone, while reports from Angola vary, indicating between 500 and 4,000 members in that country. At any rate, Executive Outcomes has proven to be a sound investment for the governments of Angola and Sierra Leone. Those successes may help to persuade other countries in the region to employ the firm's services. Increased involvement in regional security problems and an expanded portfolio of affiliated businesses suggest that Executive Outcomes will play a periodically visible role in sub-Saharan African affairs.

A number of presidential candidates, including Dr Olara Otunnu, who are performing particularly badly in the many opinion polls, this week announced they now want a summit of presidential candidates because of a "polls crisis". Incredible!
Dr Otunnu has tried everything to remain relevant. In early January, he resurrected his tired charges of genocide in northern Uganda. Below, I repeat what we said to him in October 2006:
"Someone should ask Olara Otunnu and company to slow down on their charges of genocide in northern Uganda. Mr Otunnu has been deliberately and systematically churning out these charges … to an end that is difficult to comprehend."
This unfortunate campaign is the most reckless, irresponsible and immoral in recent times - and seeks to piggyback and play on the deepest feelings and sensitivities of the Acholi people of Uganda, to achieve an incomprehensible end.
In a despicable sequel, others, who had never thought of making the charges before, are now falling over themselves to celebrate Otunnu's "incisive mind."
Last Wednesday, the United Nations War Crimes Tribunal at The Hague sentenced Momcilo Krajisnik, the former head of the Bosnian Serb Parliament, to 27 years in prison. He was convicted for a campaign of ethnic cleansing against Bosnian Muslims and Croats during the Bosnian war.
The judge, Alphons Orie, found Krajisnik guilty of murder, extermination, deportation, persecution and forced transfer of non-Serb civilians.
He, however, said that it had not been proved that Krajisnik intended to commit genocide, i.e., the wiping out of the Bosnian Muslim and Croat ethnic groups.
One would not like to be misunderstood on a subject that evokes such deep emotions. Death of any human being is regrettable.
Any Ugandan who dies amidst war is one too many and must leave a deep scar ... One hopes that one day African people shall conclude a process of atonement and restitution regarding all those who have died as a consequence of conflict in our homeland.
In the meantime, we should be extremely careful when using the term "genocide." The critical element in defining genocide, as in the case at The Hague quoted above, is the presence of an "intent to destroy", which can be either "in whole or in part", - groups defined in terms of nationality, ethnicity, race or religion.
This can be clearly discerned from Article 2 of the Convention on the Prevention and Punishment of the Crime of Genocide, adopted by Resolution 260 (III) A of the UN General Assembly on December 9, 1948.
The point here is, whatever the omissions or commissions of the government - and whatever the levels of human rights violations documented or otherwise - do we have a situation where the government is deliberately working to wipe out the Acholi people - because they are Acholi? Obviously not.
Some commentators, who are in agreement with Otunnu, have cited reports of what they describe as "reputable international organisations" like Human Rights Watch, to support the Otunnu genocide claims.
What is striking is that however bad or negative, there is no single Human Rights Watch report that talks of genocide unfolding in northern Uganda. Conversely, I commend the Human Rights Watch report of March 1999 to these commentators.
Titled 'Leave None to Tell the Story: Genocide in Rwanda', it is the graphic and detailed anatomy of a genocide. Genocide cannot be mistaken for anything else.
Finally, there is an interesting addendum made in April 2004 to that 1999 report. It might help us locate Otunnu, and his fellow travellers, in the scheme of things.
It says: "If Rwanda genocide had positive consequences elsewhere in spurring action to avert genocide, its impact in Rwanda and the surrounding region has been devastatingly negative.
Since 1994 there has been widespread conflict in Central Africa. In all, nearly four million civilians have possibly died as a direct or indirect result of military activity in the region since 1994.
The genocide has cast its shadow over all these conflicts, spinning actors in directions they would not otherwise have taken and colouring the analysis of events by the international community.
Both local and international actors' claim [of] genocide or the need to prevent genocide [are] a cover [for] other political and economic objectives.
In local Congolese conflicts, such as that in Ituri, contenders, seeking foreign support, charge each other with genocide, an accusation that would not have been made before 1994."

THE JEWISH AND ACHOLI EXPERIENCE.
The debate between General David Tinyefunza and Olara Otunnu on whether genocide is unfolding in northern Uganda or not, deserves to be subjected to historical comparison for better understanding. Otunnu's charge that conditions of genocide exist in northern Uganda drew evidence from the Government of Uganda and Non-Governmental Organizations reports that catalogued, among others, the deliberate policy of demonization, forcing people into concentration camps, abetting and encouraging rape by HIV/AIDS infected soldiers, and the prolongation of the conflict. The dynamics of the conflict has led to targeting unarmed civilians by both the Lord Resistance Army (LRA) and the Uganda People's Defense Force (UPDF). These conditions, taken as a whole, Otunnu argues, meet the threshold of genocide.
General David Tinyefunza of the UPDF denies perpetrating genocide against the Acholi people, without disputing the core sources of evidence presented by Otunnu. He argues that what exists in northern Uganda is not genocide but death caused by a situation of war. He adds that President Museveni has neither the will nor the desire to exterminate the Acholi, but protect them in the so-called "protected villages."
What is clear from the debate is that both Otunnu and Tinyefunza agree that there is mass death in Acholiland. However, they differ in their explanation about the mechanics of mass deaths, and whether the mass deaths should be characterized as genocide or collateral death. For a nuance understanding, a historical comparison of the mechanics of mass death is necessary. I would like to compare the case of the Jews during the Third Reich (Germany) under Adolf Hitler with that of the Acholi in Uganda under General Yoweri Museveni.
Leadership and Genocide: Hitler and Museveni

The path to consolidation of political and state power by Hitler and General Museveni are similar: First, both leaders began with creating environments where genocide would be seen as justifiable. Museveni ran a one-party state, where he and his associates conceived and meticulously planned genocide in broad daylight. Similarly, Hitler ran Germany as a one-party state. Both leaders excoriated democracy, constitutionalism and the rule of law, preferring bellicose militarism.
Second, both leaders demonized their victims and proceeded to whip xenophobia and the fury of the population, initially as means to prosecute a war and eventually as a final solution in itself.
For Hitler in Germany, the progressive conversion of Jews into enemies was later formalized by an executive decree in 1933, which pointed out that there was a Jewish problem. This graduated to the Nazi slogan that Jews were a misfortune.
In Uganda, Museveni's coming to power was based on explaining national crises as caused by northerners, who came to be mostly identified with the Acholi population. This was formalized by the NRM/A intellectuals that there was a northern question; and the derogatory NRM/A slogan became Acholis are "Abanyanyas" [read as equivalent to the Nazis' justification - Jews were a misfortune]. The "Abanyanyas" referred to non-citizens, in fact, to southern Sudanese.
In both instances, the leaderships denationalized and transformed victims into enemies of the state deserving neither mercy nor reason. The logical solution was the so-called final solution.
Constructing and Articulating the Intellectual basis of Genocide

For genocide to occur with the apparent connivance of the population, an intellectual basis needs to be created and masqueraded as critical research. This is often used to brainwash the gullible.
In Mein Kampf, Hitler vented out his hatred and xenophobia against the Jews by blaming the Jews for the humiliation that Germany suffered during World War I. Once Jews had been presented as the source of the problem in Germany, the extermination project could be justified as the final solution. But it was not only Hitler; the Nazi intellectuals also legitimated the extermination project against the Jews. They misrepresented the deaths by blaming the victims as responsible for their own destruction.
In the case of Uganda, to understand the background to the tragedy in Acholiland, we need to examine Museveni's activities during his youthful days in Dar-es-Salaam, Tanzania.
While a student at the University of Dar-es-Salaam, Tanzania, Museveni wrote his thesis entitled, "Fanon's Theory and its Verification in Liberated Areas in Mozambique", where he stated that:
"to transform a human being into an efficient, uncostly and completely subservient slaves, you have, as a pre-condition, to completely purge him of his humanity, manhood and will. Otherwise, as long as he has some hope for a better free future, he will never succumb to enslavement. To become an efficient instrument of oppression, you have to radically dehumanize yourself by foregoing many qualities that are normally found in balanced human beings. You purge yourself of compassion, altruism, consideration for other people's sufferings and the capacity to restrain your greed. Failure of the oppressor to get rid of such undesirable feelings - like compassion - will mean inability to be a successful exploiter."
Museveni followed his thesis by remarking that "Hitler was a smart man. ...What he did in Germany, we will also do it here" (Uganda). To reinforce his admiration for mass murderers, Museveni boastfully approved the Trans-Atlantic slave trade, in spite of the fact that about 50 million Africans were killed. During interview with Atlantic Monthly, Museveni said, "I do not blame white people for slave trading. If you are stupid, you should be enslaved." Blaming the victims of this form of genocide for their own extermination is the most pitiful and bigoted utterance. Yet no outrage was registered at home and abroad.
In his book, Sowing the Mustard Seed, Museveni presented the Acholi, as a group, as responsible for the atrocities committed in Luwero. But let us consider the facts: the report of the commission of inquiry into the Luwero deaths have never been made public. Former fighters with Museveni have pointed a finger at Museveni for the Luwero deaths in their articles to the Monitor newspaper. Museveni promptly reacted by issuing injunction against retired National Resistance Movement/Army (NRM/A) military officers from continuing to publish the Luwero war memories. Museveni's fear is that his complicity for deaths in Luwero will be exposed.
Demonizing the victims: the Acholi and the Jewish Experience
There are similarities between the two leaders in favouring and promoting hatred that would lead to the crimes of genocide.
Killings that lead to the crimes of genocide are usually preceded by psychological preparations. Museveni effected it through a vilification of the Acholi, as a group, by presenting them as responsible for the atrocities in Luwero. This provided justifications for "revenge" killings of the Acholi by the predominantly southern NRM/A soldiers. To continue stoking the flame of hatred and xenophobia against the Acholi, as a group, Museveni skillfully resorted to the indignity of displaying, for partisan reasons, human remains and rattling human skeletons as a political campaign ploy.
The various derogatory remarks about the Acholi people made by Museveni and his associates were interspersed by dehumanizing references of the Acholi people as inferior, primitive, backward and savage. In 1986, the NRM/A political commissar, Commander Karusoke Kajabago, referred to the Acholi people as biological substances, implying that they were deserving of extermination.
The domestic internalization of the demonic ideology consigned the Acholi people to enemy status, within their own country, upon whom acts of debasement and genocide are acceptable. Thus, what is aroused in the population is not so much hatred, although hatred is part of it, but indifference.
The Strategy of Genocide: Implementation and Ruses

If we examine the phenomenon of concentration camps, we find that it is characteristic of most genocide. First, the concentration camps were created through a great deal of ruses and deception throughout Germany and Uganda.
The infamous concentration camps in Treblinka and Auschwitz were presented by the Nazis' as industrial centers rather than what they really were. To effect the deception, the gate of Auschwitz still bears the infamous inscription, "Arbeit Macht Frei" (Work Brings Freedom). Although some Jewish victims might have thought that the violence was part of Hitler's repressive measures, they had no idea what Treblinka and Auschwitz, among others, signified for them.
The extreme success of German propaganda was evident from the German murderers themselves who witnessed that, "down to their final moment before liquidation, they (Jews) believed they were going to be transported to some other place."
Museveni's ruse in moving the Acholi population into concentration is similar to the Nazis. Initially, the unarmed civilian populations were encouraged to run for sanctuary to UPDF detaches, to churches and to police stations during UPDF and LRA firefights, but they would return to their homes after the hostilities. But soon, the UPDF innovators and architect of the final solution saw this as a strategic blessing. The Acholis were to move into the concentration camps for protection from combat hostilities.
When the Acholi's realized that those camps were death camps, they resisted and stayed in their homes. A victim cried, "we were told that these camps were for our protection, but we are brought here to be killed." The UPDF made mandatory that the unarmed civilian population must relocate permanently to designated concentration camps and those refusing would be deemed LRA sympathizers. Within 48 hours, the UPDF air force strafed those unarmed civilians who were reluctant to move, militia groups killed whoever remained to collect food and property, villages were burnt and artillery units fired live shells indiscriminately into unarmed civilian communities.
[b]. Some Deceptive Linguistics of Genocide: "Work" and "Protection"

The language used by the Nazis and the UPDF are comparable and similar. The Nazi concentration camps were mostly referred to as "work camps" and never as death camps, which was what the camps were in practice.
The UPDF spoke of the concentration camps as "protection villages" and never as death camps, even when the reports of the Government of Uganda such as Suffering in Silence (January 2005); Health and Mortality Survey Among Displaced Persons in Gulu, Kitgum and Pader Districts, Northern Uganda (July 2005), and Amnesty International and Human Rights Watch reports describe conditions, which evidently meet the threshold of genocide.
Who is fooling who here?

The Nazi's fooled nobody but themselves because, after the war, they were brought before the Nuremberg Tribunal and convicted. One of the problems in Germany was that most Germans were in a state of denial as illustrated by their attitude of silence and indifference. The UPDF are also fooling themselves. General Tinyefunza confirmed that only 15 soldiers are posted to protect a population of over 50,000 concentration camp inmates from the LRA attacks. Whereas, he agreed that Museveni, an individual, is protected by over 12,000 soldiers (1 Division of troops), consuming over one-third of the national military budget. Clearly, the concentration camps are not meant to provide protection.
We must be clear that the UPDF language of offering "protection" in villages and the Nazi language of "work camps" are similar. They are effective veil to cover the unfolding genocide.
[c]. Denials and Maligning of Victims

In both Germany and Uganda, propaganda played a central role in shaping the course of genocide.
The Nazi propaganda purported that the Jewish people killed themselves while the Nazis were mere onlookers.
This is similar to Yoweri Museveni propaganda that the Acholi's are killing themselves while the NRM/A are offering protection and safety.
Preposterous as Hitler and Museveni's allegations are, the main purposes of the denials and maligning were to blame the victims for their extermination. This shifted the guilt onto cousins or kin and kinship of the exterminated.
The Donor Community and Accountability

There have not been any clear pronouncements about the tragic human catastrophe in northern Uganda from foreign donors, who finance up to 52 percent of Museveni's administration budget. The donors have procured arms, trained and equipped the UPDF and the police force and continuously provided positive propaganda. It is this complicity that has made the donor community overlook the unfolding genocide in northern Uganda.
We should all be ashamed about our failure or, even connivance with, the perpetrators of genocide by giving material and moral support. Many western donor diplomatic missions have regularly visited the concentration camps, signed the visitor's book, but made no public complains against the unfolding genocide.
The silence and support by western donor community for Museveni's regime must be construed as giving tacit accent to continue perpetrating the unfolding genocide against the Acholi people.
How come that the tragic humanitarian suffering in Darfur that is nonetheless less severe in intensity and magnitude, than the situation in Acholi, which Jan Egeland, the United Nations Under-Secretary for Humanitarian Affairs (UN-OCHA), described as the world's worse and forgotten humanitarian catastrophe been denied the status of genocide? How come that the tragedy does not also capture the sympathy and attention of the donor community?
The Acholi genocide remains unparallel in terms of the ferocity sustained over time by several participating perpetrators and by the complicity of the donor countries.
This is genocide where the ideological matrix of denial is among the most developed of any genocide in Africa; and, is actively propagated by donor community and agencies.
This is genocide where deniers such as General David Tinyefunza, Herbert Ogwal, Ambrose Murunga and Kintu Nyago, have called it "war" and often resorted to personal attacks, which are unrelated and distracting to what Otunnu actually charged.
This is genocide occurring in broad daylight in spite of copious indicators: the Government of Uganda official reports, Non-Governmental Organizations, Humanitarian and Human Rights Agencies reports documenting atrocities, Museveni's published philosophical justifications of mass murders and systematic demonizations of the Acholi people, and explicit dehumanization by NRM/A political commissars, meeting the threshold of genocide.

This does not include one other person suspected of being summarily executed by the army and two people who reported being shot and badly injured," says the HRW report covered in the previous article on this page. "The abuses are not only committed by the LRA but also by UPDF. UPDF lacks a disciplinary system. Instead of it protecting citizens, it is contributing to abuses and this is increasing animosity between the people of northern Uganda and the central government," Jemera Rone, a researcher for HRW, said Sep 19. She was speaking to journalists in Kenya´s capital, Nairobi, during the launch of a report titled ´Uprooted and Forgotten: Impunity and Human Rights Abuses in Northern Uganda´.
UN accused of laxity
The army has been accused of committing atrocities such as rape, arbitrary arrests and detention, as well as beatings and killings in the camps. Attempts by the HRW to get explanations from the government have been frustrating. "If complaints are made, there is no action taken or whenever there is feedback from the government, it is always in favour of the army," Rone said. HRW wants the United Nations, which it is accusing of laxity, to step in and help resolve the conflict, once described by the UN undersecretary general for humanitarian affairs and emergency relief coordinator Jan Egeland as the world´s worst humanitarian disasters.
-In the shadow of Sudan, Northern Uganda has been ignored
"The UN has not been interested to find a solution for northern Uganda. Of course, there has been UN relief; but at the political level, the UN has been almost silent," Rone remarked. The UN Security Council meeting held in Nairobi Nov. 2004 never touched on northern Uganda, but put pressure on Sudan to end its conflict. The pressure culminated into a peace agreement between the warring Sudan People´s Liberation Movement/Army and the government early this year, bringing an end to the country´s 21-year old war, the longest in Africa. The HRW urged the UN to put pressure on the government to prosecute all perpetrators of human rights abuses in northern Uganda, including its own army.

But UPDF maintains that it has always taken action on its soldiers who have disrespected human rights. "Our history shows that we have taken stern action against our officers who misbehave. In 2002, we executed two soldiers after they killed an Irish priest and robbed him in northern Uganda. In 2004, a captain was sentenced to life imprisonment for failing to protect a camp in the area. He went drinking and in the process, the camp was attacked by LRA," Lt-Col. Shabaan Bantariza, (left), UPDF´s spokesman, told IPS in a telephone interview from Kampala, Uganda´s capital.
-The soldiers are paid to protect these people
"There is no single day we have failed to protect the people. There are more than 100 internally displaced persons´ camps in northern Uganda and each has a battalion of UPDF soldiers protecting them. The soldiers are paid to protect these people," he stressed. Bantariza says the government is equally concerned about the crisis, and has put in place measures aimed at bringing calm to the area including an amnesty law. Enacted in 2000, the law seeks to encourage LRA combatants to lay down their arms and surrender in exchange for amnesty packages of cash and other supplies to help them restart their lives.

More than 50 percent of the LRA combatants are reportedly children aged six to 17 years. According to the United Nations Children´s Fund (UNICEF), more than 20,000 children have been abducted to serve as child soldiers and sex slaves since the start of the conflict that has seen more than 1.9 million people uprooted from their homes and forced to live in internally displaced person´s (IDP) camps. So far 15,000 people have taken advantage of the amnesty, an exercise the HRW opposes. "We do not oppose an amnesty for people who have not committed crimes against humanity, but we oppose an amnesty for people who have committed human rights abuses. These are crimes that should not go unpunished," Rone said.
-We´re innocent. Don´t blame us, says Sudan
Analysts say for peace to return to northern Ugandan, Sudan should be engaged. Sudan has for a long time been accused of backing the LRA, in retaliation for an alleged support that Uganda offered Sudanese rebels. Despite a 1999 agreement between the two countries to stop supporting each other´s rebel group, the Sudanese government has continued to accommodate the LRA, according to HRW. "Clearly the government of Sudan has not been willing to take the necessary steps to get the LRA because many times Kony has reportedly been spotted in Khartoum (Sudan´s capital)," Rone said. Sudanese government has denied the HRW allegations. "Definitely, it´s not the Sudan government. We are trying to push away the LRA from our region. I do not think the government is involved," Neimat Bilal, spokeswoman at the Sudan embassy in Nairobi told IPS.

Byanyima threatens to reveal Museveni's scandals

Winnie Byanyima, wife of Colonel Kizza Besigye, threatened on February 7 that if Museveni did not stop harassing Colonel Besigye, she will disclose the names of the many children Museveni has fathered and those he has neglected.
Byanyima was speaking at the headquarters of the FDC party at Najjanankumbi on Entebbe Road.

State House has embarked on a vicious smear campaign against Besigye which began with the rape claims by Joanita Kyakuwa and now the claims that Besigye falsified his names in his P.7 class in 1967.
The smear campaign has backfired so far and the public has seen it largely as politically motivated. Most Ugandans in the last few days have been lukewarm or indifferent to the claims about Besigye's papers first published by the Sunday Vision on February 5.
If Byanyima goes ahead with her threat, Museveni's reputation will be finished among respectable society.
Museveni has fathered so many children that he will soon have as many children as the late military leader, Idi Amin.
Two months ago, a son of Museveni's called Yoweri was baptized. Museveni has a child with the sister of Prince John Patrick Barigye's sister and a child with Mrs. Gertrude Njuba, wife of FDC's Sam Njuba.
When he was in Tanzania in the 1970s, Museveni fathered a son who is now in his late 20s who used to come to State House Entebbe from time to time to get money from his father.
Sources knowledgeable about what takes place in State House say Museveni strictly does not use condoms when he has sex and that explains why he has been getting so many children, including children with women staff members at State House.
Sources and gossips in Museveni's PGB entourage say that whenever Museveni is going out of the country without Janet, a woman or girl is brought to accompany him and give him pleasure in foreign capitals.
In Uganda when he is going on his secret missions to sleep with his women, he wears shorts and sometimes State House would arrange to shut off the power supply of the places Museveni was visiting so that he could approach the woman's house unnoticed.
In 2002, Janet Museveni discovered that Museveni was sleeping with his long-time aide, Amelia Kyambadde. She ordered Major Muhoozi Kainerugaba to get her out of State House and she fled to a brief exile in London before returning in 2003.
One day around Easter in 1995, Museveni told Gertrude Byanyima, Winnie's mother, that he has special genes and he feels that if he does not produce many children the world will be cheated of his genius.
The Red Pepper tabloid reported in August 2004 that Winnie Byanyima was writing a book that contained sensitive secrets about Museveni's personal life and scandals.
One of the most embarrassing scandals of these scandals was around 2002 when Museveni brought a woman into State House and went on to have sex with her in the room of his daughter, Diana.
Diana came to the room, only to find it locked from inside. She insisted that it is opened and an embarrassed half-naked woman opened the door.
Diana checked under the beds and then in the wardrobe, where to her shock she found her father, General Yoweri Museveni, Commander in Chief of the UPDF, hiding himself.

But the New York Times report also accused General Saleh and other top Ugandan army officers of using their ties to paramilitaries to plunder Congolese diamonds, gold and timber. But what exactly is Saracen International? Who really owns it? Our efforts to get a comment from Saracen International were futile by press time.
So for the time being, it may be fair to say that no one really knows for sure what Saracen International is, and who owns it. What one can say however is that Saracen International is definitely a murky trade name that is shared by a number of private security companies across Africa, Europe, the Middle East and North America.
A few have however been linked to the infamous South African mercenary firm called Executive Outcomes; the same company that allegedly tried to send mercenaries to overthrow the government of Equatorial Guinea in order to tap into the country's oil and mineral wealth.
Saracen International has also been linked to a certain Erik Prince; the man whose company Blackwater is allegedly financing a "Counter-Piracy" mercenary squad in Somalia . Both the New York TimesandAssociated Press have carried similar allegations against Saracen International on the strength of"confidential" reports leaked from the African Union.

How could the Rebel training go on in Congo and Kibaki, Kagame, Kabila and Museveni
are quite pretending to be dumb. They must pay for the lives lost, human livelihood and
survival that are destroyed. They must pay for the forceful Migration of of Victims of
Circumstances. They must pay for causing insecurity because of illegal occupation
there.

The Great Lakes Leaders meeting in Kampala has agreed to send a 4000-man joint force into Eastern DRC to fight rebels there including the M23. Tanzania pledged to contribute troops to be part of the proposed regional force at the conclusion of the two-day meeting. The size of the forces that Tanzania will commit to help fight the rebels in the vast mineral-rich country will be discussed at the regional ministerial meeting scheduled for next month. UK urged: 'keep your aid but stop the raid'

It is absurd that a country with more forests than Brazil, more minerals than Australia, more oil than Norway and more hydro-power potential than Finland can be home to over 52 million people (70 per cent of the population) who live on less than 80 pence a day. The Democratic Republic of Congo is a country with vast natural wealth and it suffers this paradox.

Secretive mining deals left unchecked by the international community are a major factor in the Congolese people's enduring misery.

Why does this happen? Who is behind it? Why does it matter to the UK and what can we do to stop it? Using evidence gathered from the Congo, and from off shore tax havens, Professor Willy Vangu, will explain to the world over the next few weeks the detailed workings behind BVI shell companies.

Failure of the UK and the IMF to enforce existing transparency obligations on the DRC Government is wasting taxpayers' money and political capital. As a result, the opposition party of the DRC is calling on aid and loans direct to the DRC Government to be cancelled in return for renewed focus on tackling secretive mining deals, which keep the Congolese people poor and make a few within the DRC very wealthy.

The background:
In December 2011 a UK Member of Parliament released details of 59 shell companies, mostly registered in the British Virgin Islands and overseen by a Gibraltar trust, that have been involved in purchasing DRC mineral and oil assets. Backed by Global Witness, the MP's analysis of just four of these transactions -- all occurring in the last two years - showed a loss to the Congolese people of over $5.5 billion.

This was supposed to change as part of a 2009 loan from the International Monetary Fund. This $551 million loan was conditional upon the DRC government implementing broad transparency and governance reforms in the mining sector: mining contracts were to be published, along with the details of those individuals who are behind companies that own mineral assets and state assets would be put up for public tender. None of this has happened, and the IMF has turned a blind eye. All four of the transactions resulting in the $5.5 billion loss -- 10 times the amount of the IMF loan - occurred after the IMF loan was made. That is, at the time when the IMF was supposed to be closely monitoring the DRC government's promised reforms.

Cancellation of aid and loans to the DRC Government:
Professor Vangu said recently, "UK Ministers should work to suspend all direct aid and loans to the Congolese government through the IMF and World Bank until it has fully complied with its obligations to the IMF. We are calling on all governments to suspend direct support of the DRC Government, including through futile transparency programmes like PROmines. UK Ministers should also seek guarantees from the DRC that secret sales of state assets to offshore 'shell' companies will be properly investigated."

Furthermore, summon the will to clamp down on matters connected to your jurisdiction. This will be cheaper for the British taxpayer and more beneficial to the Congolese people than continuing to pour aid into an unaccountable government. In short, keep your aid but help end the raid. The significant impact it will make to improve the lives of the Congolese is not to be underestimated."

Conservative MP and member of the International Development Select Committee, Pauline Latham has called for the suspension of direct loans to the DRC government through the IMF. She has said, "Until the IMF start enforcing the transparency caveats attached to their massive loan to the DRC Government, British taxpayers should stop their support of this regime."

Rwanda's defence minister is effectively commanding a rebellion in the Democratic Republic of Congo, UN experts say.
The confidential report, leaked to Reuters agency, says Uganda is also backing the M23 rebels, who have been fighting the DRC's army since April.
The document builds on a UN report published in June which accused Rwanda of supporting the insurgents.
Rwanda and Uganda strenuously deny supporting the rebellion.
The BBC's Barbara Plett, at the UN, says that during the past two decades Rwanda has backed armed groups in the east of DR Congo as a way to fight Hutu rebels who fled there after the genocide of the 1990s.
Some accuse Rwanda of using militias as proxies in an on-going battle for the region, which is rich in minerals, our correspondent adds.
'Co-ordinated the rebels'
The latest report by the UN Security Council's Group of Experts provides more details of Rwanda's alleged continued involvement.
It says M23 leaders "receive direct military orders" from Rwanda's chief of defence staff, Gen Charles Kayonga, "who in turn acts on instructions from the minister of defence", Gen James Kabarebe.
It also says Kigali has supplied the M23 with heavy weapons and stepped up recruitment for the group.
Both Rwandan and Ugandan officials have strongly denied the accusations made in the report.
Olivier Nduhungirehe, a senior Rwandan diplomat at the country's UN mission, said the United Nations experts had been "allowed to pursue a political agenda that has nothing to do with getting at the true causes of conflict in the eastern DRC".
Uganda's foreign minister, Henry Okello Oryem, told the BBC that the UN was seeking to blame others for the failure of its own peacekeeping force in the eastern Congo.
But the the DRC's ambassador to the UK, Kikaya Bin Karubi, said the UN "must act" on the basis of the report.
He told the BBC's Newsday programme: "When the chief of staff of an army, a minister of defence of a country creates a rebellion, supplies weapons, sends troops to fight against a legitimate government across the border, I think this is serious."
The report - seen by Reuters news agency on Tuesday - says army units from Rwanda and Uganda have helped M23 expand its control of territory in eastern DR Congo.
"Both Rwanda and Uganda have been supporting M23," according to the 44-page report.
Thousands have been displaced by fighting between troops and rebels
"While Rwandan officials co-ordinated the creation of the rebel movement as well as its major military operations, Uganda's more subtle support to M23 allowed the rebel group's political branch to operate from within Kampala and boost its external relations," it said.
The UN report says former Congolese General Bosco Ntaganda controls the rebellion on the ground and M23 leader Col Sultani Makenga is in charge of co-ordination with allied groups.
But it says M23's de facto chain of command culminates with Rwanda's defence minister.
Gen Ntaganda, who is known as "the Terminator" and is wanted by the International Criminal Court (ICC) for alleged war crimes, has fought for various militias over the years.
The rebellion started in April, when a militia that had been absorbed into the Congolese army mutinied and went on the rampage in the eastern part of the country.
Since then nearly half a million people have been displaced by fighting between the M23 and the army.
The violence has drawn international condemnation and the US and some European countries have withheld aid from Rwanda.

During his time in the military he established several private businesses and philanthropic investments that would establish a string of lucrative businesses following his military career and make him one of Uganda's wealthiest businessmen.

Uganda Commercial Bank

In 1998, Saleh resigned from his post as presidential adviser following allegations that Greenland Investments, a company in which he was a major stakeholder, had used the Malaysian company, Westmont Land, to illegally purchase shares in Uganda's's largest bank, the now defunct Uganda Commercial Bank (UCB).
His brother, President Museveni, later said he'd sacked Salim Saleh, not for his involvement in the scandal, but for "indiscipline and drunkenness" in the army.
As one of the consequences of the UCB deal Greenland Bank would later be closed by the government under still controversial circumstances.
Before this debacle, Saleh had controversially been involved in the privatisation of Uganda Grain Milling Company in which it was reported that the public interest was not served.

"Major-General Salim Saleh, who is a joint owner of "Efforte Corporation", which allegedly improperly took over in-flight catering services. The Uganda police have since opened files on the individuals mentioned in the parliamentary report to see if they "contravened the law". In a related report, the same Major-General Salim Saleh resigned from his post as presidential security adviser for using a Malaysian company, Westmont, as a front to buy the Ugandan Commercial Bank (UCB). In a three-page statement, he confessed that Greenland Investments, a company of which he was a major shareholder, used Westmont as a front to buy a 49 percent share in UCB after he failed to secure the deal through Greenland Investment directly because of long standing liquidity problems. Then he persuaded Westmont to sell the shares to Greenland Investments after which Greenland Investments received US $44 million in loans from UCB to bail it out of its liquidity problems of which US $1.8 million went to Efforte Corporation. The parliamentary select committee has ordered his investigation and prosecution for his illegal take over while several members of parliament have called for his imprisonment for corruption. Saleh has maintained that he acted without the knowledge of the president. Uganda's Central Bank has placed Greenland Bank under statutory management and is attempting to formalise its irregular loans. Saleh has since disclosed that he will sign a multi-million-dollar business deal contract in Burundi concerning the export of beef. The timing of Saleh's confession and the parliamentary probe is linked to the upcoming foreign donors' conference in Kampala, which has corruption high on the agenda. Meanwhile, President Museveni has reiterated his commitment to fighting corruption."

Junk Helicopters

In 1998, acting as individual, Saleh helped in the procurement of attack helicopters for the army, for which it is alleged that he received a commission of $800,000. The helicopters turned out to be junk. As the scandal unfolded, Saleh confessed taking the commission to his brother.
A subsequent commission of inquiry on this junk chopper scandal and a Cabinet white paper recommended that all persons involved in this deal be prosecuted. However, in 2005 the Director of Public Prosecutions dropped all charges citing lack of evidence. The middleman in deal, businessman Emma Katto was momentarily charged and held before the matter was quietly settled.

Saleh was specifically implicated in a UN Security Council report for being involved in the illegal exploitation of natural resources from DR. Congo during the second Congo war.
The government of Uganda dismissed the report, and no punitive actions were taken against those involved. A commission of inquiry set up by the Uganda government and chaired by Justice Porter exonerated him of any wrong doing.

Saleh is a shareholder in Catalyst Corporation (Canada) which holds (held) substantial gold reserves in North East Uganda and has taken over adjacent concession from Branch Energy. And there are links Between Saleh and Barrick Gold which subcontracted Caleb International to export the gold .

Salim Saleh is a shareholder in Catalyst Co. of Canada, who has a 100% interest in Uganda's Kaabong gold fields; and is part owner of Saracen, a private military company created by the mercenaries-for-hire firm Executive Outcomes. The U.N. Panel of Experts on Illegal Exploitation of Congo Mineral Resources recommended Salim Saleh be put on a travel ban and have his assets frozen, but nothing was done. Further reports indicate Saracen is a subsidiary of Executive Outcomes (EO) a South African Private security company founded by Eeben Barlow a former LT-Col in the South African Army. Saleh owns 45% of Saracen.

"President Museveni's brother, Gen. Caleb Akandwanaho, yesterday declared what he called his modest wealth, referring to himself as "broke". Addressing a press conference he called yesterday afternoon to dispel media reports that he is among the top 10 richest Ugandans, Gen. Akandwanaho, who is more popularly known as Salim Saleh, said amassing of wealth by a few individuals in "a poor" country like Uganda was "dangerous".
Gen. Saleh, a senior presidential advisor on defence, castigated what he described as "primitive accumulation of wealth" and said listing him among the country's richest individuals was "not only unfair, but also ridiculous"
"I am a poor man. I am just Gen. Saleh. I am not super rich like people have said. I am a lumpen," he told journalists at the Media Centre.
Gen. Saleh however admitted that he belonged to the "super rich" class between 1994 and 1999. "But I got saved. It [the quest for riches] almost swallowed my revolutionary background. I was involved in many companies including ENHAS (Entebbe Handling Services) and others but I took a declaration to go back to my revolutionary background," he said.
He said reports had insinuated he was corrupt. "I am not corrupt. I am a revolutionary. In fact over 90 per cent of corruption is among the intellectuals - those who speak good English, not in the military. It's wrong to put me in the group of Sudhir (Ruparelia), Karim (Hirji) and Patrick Bitature," he said.
His declarations yesterday included nine square miles of land in Bulemezi and Kiruhura, 42 acres of land in Njeru and Entebbe and £2,000 in HSBC a UK bank, shares in security company Saracen. He said he earns a consolidated salary of Shs9.5 million as a presidential advisor.
While Gen. Saleh denies owning mansions in Kampala and investments abroad, Daily Monitor could not readily verify whether the former microfinance state minister's public declaration is in conformity with what he declared to the Inspector General of Government.
He said yesterday: "I am oscillating between peasants and middle class. For those who say I have a lot of riches, I don't. I even rent in Kampala. In terms of liquidity, I have an account that has been running at HSBC bank with only pounds2,000 since 2001".
However, Gen. Saleh's wife Jovia is known to be a wealthy businesswoman. Gen. Saleh is no stranger to controversy. In the late 1990's Gen. Saleh's string of businesses ranging from real estate to aviation, raised a lot of controversies as he got involved in several corruption scandals.
In 1998, he was forced to resign his position as presidential advisor, following allegations that Greenland Investments, a company in which he was a major stakeholder, had used the Malaysian company, Westmont, to illegally purchase shares in Uganda's largest bank, the now defunct Uganda Commercial Bank.

Who is Gen. Salim Saleh?

Gen. Salim Saleh whose real names Caleb Akandwanaho was born on January 14, 1960 is an adviser to President Yoweri Museveni on military matters. Most recently, minister of state for Microfinance. Before that, he was a high ranking officer in the UPDF. Gen.Saleh has featured in controversies regarding corruption, including being implicated by the United Nations Security Council for allegedly plundering natural resources in Democratic Republic of Congo.
Military Career
In 1976, aged 16, he left Kako Secondary School in Masaka to join the Front for National Salvation (Fronasa) based in Tanzania, a rebel group formed and led by his brother to fight against the regime of Idi Amin.
He trained together with his friend Fred Rwigyema and his brother Museveni in Mozambique with Samora Machel's Frelimo rebels. It was there that he adopted Salim Saleh as his nom de guerre . In 1978, Fronasa merged with other anti-Amin groups in Tanzania and formed the Uganda National Liberation Army (UNLA), who together with Tanzanian forces captured Kampala on April 11, 1979, sending Idi Amin to exile.
Saleh was later made a platoon commander of a UNLA unit in Moroto district. Following the bitterly contested December 1980 elections Museveni declared an armed rebellion against the UNLA and the government of Milton Obote.
Saleh joined his brother's National Resistance Army (NRA) and the guerilla war known as the "Busy War" that would last until 1986. In January 1986, Salim Saleh commanded NRA's assault on Kampala which eventually led to the demise of Gen. Tito Okello regime, with Museveni becoming President.
NRA became the national army, with Salim Saleh as commander. Saleh was the first Commander of the new army of Uganda.
Saleh proceeded to command the army against rebel groups that were remnants of the UNLA, including Uganda People's Defence Army (UPDA), in northern Uganda.
He was instrumental in working out a peace deal with the UPDA. In 1989, following accusations of corruption, he was sacked from the army by his brother. He later became the senior presidential advisor on defence and security (1996 – 1998).
Controversies

Latest developments
In 2005, Saleh, then a Lt. Gen., was one of the pioneer classes to graduate from the new Uganda Senior Command and Staff College at Kimaka in Jinja. Following that course, he was promoted to the rank of General in the UPDF. Prior to the 2006 general elections , Saleh went back to school and obtained an A –level certificate , the minimum requirement to become a member of parliament in Uganda or President of Uganda Following the elections, he was appointed Minister of State for Microfinance and then subsequently Senior President5ial Adviser on Defence a post he holds today.
Saleh, a generally like-able person known to be popular with the common man and the rank and file in the army, left Cabinet in a huff protesting that he was being frustrated by the bureaucracy.
Saleh has also been pivotal in ongoing discussions behind-the-scenes negotiations between the government and Buganda Kingdom in the hope of reaching an understanding over the closed Central Broadcasting Service radio owned by the kingdom.
