You're very right. A Kenyan policeman/woman should be excused. I can never take though it when I hear it from TV or Radio reporters. But in this particular case, the policeman was a very senior one who has even been seen attending Masters courses at the UoN and may or may not have been a Police Spokesperson, so to speak.
While we're on the same subject, another word that confused me for years and I see others having difficulty with is: Caste (as in the Indian Caste system). You're very right.
