SADC RESPONDS TO BOTSWANA'S CONCERNS DURING THE ZIMBABWE 2013 GENERAL ELECTIONS
Gaborone, 29th April 2014 - The Ministry of Foreign Affairs and International Cooperation wishes to inform the General Public that the Southern African Development Community (SADC) Secretariat through its correspondence dated 24th April 2014, has responded to the concerns raised by the Botswana Government with the SADC Secretariat, following the 2013 Harmonised Elections in the Republic of Zimbabwe.
We note with appreciation that the issues raised by the Botswana Government were submitted for consideration at the Stakeholders Review Conference on the 2013 Zimbabwe Referendum and Harmonized Elections of the Republic of Zimbabwe organized by the Zimbabwe Electoral Commission (ZEC) which was held from the 19 – 21 March 2014 in Harare, Zimbabwe.
The findings of the Review Conference were in the main in line with Botswana's consistent position that there were some irregularities during the preparation and conduct of the 2013 Harmonized Elections and that measures should be put in place to avoid a repeat of the same in all future elections.
The Government of Botswana, while acknowledging the response by the SADC Secretariat, wishes to underscore the need to uphold and respect the SADC Principles and Guidelines Governing Democratic Elections. Consistent with this position, Botswana will not shy away from taking a stand whenever there is transgression from SADC's shared Election Guidelines which are intended to ensure transparency and credibility of the entire electoral process.
Although not fully satisfied, the Botswana Government feels that it has made its point on the principle reflecting the importance of adhering to SADC guidelines for the conduct of elections and will therefore be prepared to participate in future SADC Electoral Observer Missions.
