The U.S. Department of State’s Transnational Organized Crime Rewards Program is offering a reward of up to $1 million for information leading to the disruption of the financial mechanisms of the criminal network of Kamchybek Kolbayev. Kolbayev’s criminal network is based in Central Asia, and is involved in drug trafficking, arms trafficking, human trafficking, extortion, and other crimes. The Kolbayev criminal network is part of the broader Brothers’ Circle transnational criminal organization composed of leaders and members of several Eurasian criminal groups. Kolbayev was designated by the U.S. Department of the Treasury Office of Foreign Assets Control (OFAC) under Executive Order (E.O.) 13581 in February 2012 for acting for or on behalf of the Brothers’ Circle. Information regarding the Treasury designation can be found at List of Specially Designated Nationals and Blocked Persons. Information about Kolbayev’s criminal network is available on the Transnational Organized Crime Rewards Program website at www.state.gov/tocrewards. Anyone with information on Kolbayev’s criminal network should contact the U.S Department of the Treasury at 202-622-2420, email OFAC_OGT_Investigation@treasury.gov, or the nearest U.S. Embassy or Consulate. All information will be kept strictly confidential. Congress established the Transnational Organized Crime Rewards Program in 2013 in order to assist efforts to dismantle transnational criminal organizations and bring their leaders and members to justice. The U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL) manages the program in coordination with U.S. federal law enforcement agencies. It is a key element of the White House Strategy to Combat Transnational Organized Crime. |
