Keros,

"Kicking the can down the road" is an American expression that some Kenyans may not be familiar with. Let me explain it for those who don't know it.

It means "passing the buck", passing responsibility of some project/matter/issue to others. Not taking responsibility but passing it on to others.

In any case the intention of the appointing authority of TJRC must be clearly stipulated in black and white, just in the same way terms of reference are stated. Let us not mistaken TJRC for Criminal Investigations and there after court action.
