ORDER
1. The respondents shall file and serve their replying affidavits within 21 days from today.
 
2. The petitioner be at liberty to file and serve the supplementary affidavit within 14 days of service of the last replying affidavit.
 
3. Thereafter the parties be at liberty to file and exchange written submissions.
 
4. In light of the provisions of Article 159 of the Constitution and in order to promote resolution of the matter herein, I direct the 5th respondent, the Communication Commission of Kenya, to initiate dialogue with stakeholders particularly the telephone companies and the National Police for Service for the provision of a toll free emergency telephone facility.
 
5. Mention for further orders/directions on 5th July 2013.
 
6. These orders to be served on the 3rd respondent.
 
7. The 5th respondent, the Commission on the Implementation of the Constitution is not a necessary party to these proceedings and is hereby struck out from these proceedings.
