Wanafunzi waliofeli tu ndio wapewe fursa kufanya mtihani mwingine siyo kuchakachu matokeo yote yaliyotangwazwa awali.

Inatia aibu

afadhali!

here are my inputs to Nyanda Shuli; I want to share with all of us:

I am outraged by the government decision to nullify Form IV results, and to put all the blame on NECTA for the poor results, while singling out the Executive Director as well.

The suggestion of reweighting the examination results [if I understand it correctly] in order to increase the number of passes and so on is intended to fool the Form IV candidates, their parents and the Tanzanian public. However, the level of public debate and outcry already generated by the announcement suggests 'you can fool the people some of the time, but you can't fool the people all the time'.

The public education system has been allowed to steadily decline, producing illiterate school leavers incapable of thinking for themselves and applying theoretical knowledge to practical situations, and vice versa -- and this cognitive challenge persists right up to the university level.

Meanwhile a system of private high performing schools has been allowed to develop and grow producing high quality school leavers -- the future middle class as well as the small elite governing class.

As the time series of Form IV examinations shows during the last four years or so, there has been a consistent downward trend in form IV performance, even before the changes which took place reportedly in the marking approach in 2012. Rigorous research carried out by Uwezo, HakiElimu, Twaweza and other organisations has also confirmed the present crisis in public education at both primary and secondary school level. Efforts have been made to identify the key structural and systemic factors which can explain poor performance of both students and teachers. Substantive recommendations have been made over recent years on what needs to be done to create a strong public education system which provides quality and equitable education for all.

The government must be called to account for its failure to provide quality and equitable education for all of its citizens, regardless of their ability to pay. Much more is at stake than the Form IV exam results of 2012; it is the very future of this nation.
