Moturi,

Kenyans will not embrace any Values provision any time soon. Look at a
simple thing such as the Political Parties Act. No MP cares about it.
More that 10m MPs have left the parties that sponsored them to
Parliament but have not seen the need to resign their seats and face
by-elections. Do you think they will care about grand provisions about
Values? I think not. Let's just concentrate on the technological
components.
