Tom,
I am as conversant with the "Tonje rules" as any civilian can
be! In fact, it is, probably, because of, rather than inspite of,
those "Tonje rules" that "Joff Otieno" had to "retire"!!!
As for the article you have reproduced, i can only surmise that
the proposed amendments are INTENDED to align the Defence Act with
"The Constitution of Kenya 2010"! There's no need to read any mischief
in them; let's wait for Parliament's take! In any event, on chain of
military command, the Chief of General Staff (CGS)/Chief of Defence
Forces (CDF) has ALWAYS answered DIRECTLY to the Commander-in-Chief
(C-in-C)!!!
