The problem is that Africa can't do that. It's like asking a woman to keep the rapist away. There is a device in Anglo-American law called the trust. The US has used this device to deceive many colonies and its own native population, calling its continued raping a trust, but that does not ruin the concept. 
Africa and India should be made the beneficiaries of an international trust whereby the trustee will prevent people from messing with Africa and India. The earlier trusts didn't work because there was no open court in which the trustees could be held to account. Now we have the open court of international publicity.
Let me use Lebanon as an example. Saudi wants to give Lebanon's "army" 3B $ of French weapons if Lebanon will bar the Shia majority from participation in government. That is, Hezbullah must be excluded. This is a perfect example of how a trust should not work. Reverse all the terms and you get the idea of how to let failed-by-design states to find their centers of gravity within themselves.

Nowhere in today's geopolitical dispensations is this type of territorial prerogative an excuse.
 
 The regional governments must intervene to prevent mayhem. Reasonable people will think that all parties must lay down their weapons for peace talk to prevail.

Alliance for South Sudanese in Diaspora (ASSD) condemns the Ugandan President Yoweri Museveni for his involvement in the internal South Sudanese Affairs. ASSD urge all Eastern African Countries to stay neutral without meddling in the South Sudanese internal affairs as this may complicate and widen this conflict to the entire region.

ASSD specifically urge Kenya and Ethiopia to stay neutral and not follow what Yoweri Museveni of Uganda is doing in South Sudan. We urge President Museveni to stop using latest weaponry to massacre innocent South Sudanese in the Greater Upper Nile Region and immediately stop aiding Kiir's militants with air support.

We would like to ask the UN, United States of America, African Union, Canada, United Kingdom, and Norway to intervene and ask Uganda to leave South Sudanese alone.

The Alliance urge Ugandan forces in South Sudan's soil to leave immediately and failure to do so constitute an invasion and meddling in South Sudan's internal affairs.
