Does anyone here know the process to follow if someone is harassing you on an internet e-mail discussion forum? 

Where does one lodge a lawsuit in a case in which the harasser lives in a different country from the victim? For example, the victim lives in the US and the harasser lives in Uganda  and they both belong in the same internet e-mail discussion forum? 

Basically,2 things:

1. To directly reach Google and Yahoo, by phone or mail

2. The process of pursuing a lawsuit against the harasser. 

Please contact me privately if you please.  It's very urgent.

Is there a lawyer here who is experienced in such cases?
