I believ that you went to study something to do with local government because you had (still you have) an interest working in it. Interest is one factor that reduces stress in a working place, now you are pushed away from your interest. High training agaist less working brings stress, I assume that in three years what you have is a degree now working as a secretary is less than your capacity, this implies also if one has a low training and given a a job that demands high level of training.
Considering these few stupid facts, if economics is not one of your interest, am afraid that you will land to another stressing job.

It is just a mind set. Mostly  people think of GVt employment. Let this person complete her studies and look for way forward. This includes working in private sectors or self employment.
