After 1998 US embassy bombings, Kenya as it is claimed has witnessed several terror attacks. The Kikambala bombings, tourist kidnappings, grenade attacks, Westgate attacks, church shootings, Eastleigh mosque bombings, mosques take over's by so called radical youths, violent demonstrations during rendition of sheikh Feisal and many more to name but a few.
These attacks as usual have been linked to be conducted by terrorist driven by motive of forceful occupation of Islamic lands by the wests, western support to the state of Israel and western interference of Muslim affairs.
The short comings
------------------------
Time and again, the G.O.K has implemented different measures in its war on terrorism yet none of them has guaranteed them a sign of successes.
_Despite being a secular state implementing democracy as its ruling system, Kenya is yet to be said that it does believes in capitalism and its creed. Many principles of capitalist ideology are against many Kenyans tribal culture and values. With this regard it's no surprise to find the capitalists ideas finding stiff resistance in the mind s of Kenyans and Africa in general. This reality has made many Kenyans and Africa not to identify its self with capitalism but rather viewing it has a foreign idea and not of their own. The effect of this has resulted the G.OK not to proactively put measures to defend capitalism all by its self and its resources without being forced and funded by the western government. Kenyans at large have thereafter viewed the war on terrorism which is a threat to capitalism has not their war. [ G.O.K needs to help Kenyans better understand that combating terrorism is apriority for Kenyans national security and not merely U.S.G. Rafael Tuju-the then foreign affairs minister as exposed by wiki leaks cable ref jan122006.] we can therefore conclude that G.O.K and Kenyans naturally do not have good will to fight terrorism. An absence of goodwill definitely ensures that any counter terrorism measure done by G.O.K would not be successful.
_ Between 2006/2007 after frustration obtained by release of suspected terrorist by courts due to insufficient evidence, G.O.K begun to deploy rendition policy to any suspected terrorist. This policy was necessary since it would allow G.O.K eliminates terrorists without legal interference. This was evidently proved by the high court ruling which stated, "...within the concept of habeas corpus,the court will be unable to make orders for production of the subject becoz such an order will be in vain…'' from that high court statement it was obvious that the subjects were taken out of jurisdiction of Kenyan courts internationally. The cries of NGOs, Muslims community at large and 2007 election eventually lead to the g.o.k to drop the policy thereby hindering the success of its war on terror
_The counter terrorism activities in Kenya have heavily depended on donor funding. The U.K.G and U.S.G have been in the forefront in giving out these funds. With financial crisis that has stricken these two countries, it's confident to suggest that the funding would reduce in near future thereby limiting the G.O.K efforts in combating terrorism.
_With regards to repatriation of Somali refugees and closure of Daadab camp, the G.O.K had been finding it hard to see the success of this initiatives. As soon had the cabinet of kibaki regime issued a directives that all the refugees living in urban towns to relocate to the two major camps ie daadab and kakuma, some NGO lead by kituo cha sheria went to court to object its execution. The high court ruled in favor of the refuges via the NGO. The announcement of closure of Daadab camp by cabinet secretary Joseph ole lenku was immediately followed by a press release statement from UNHCR representative who contradicted interior's minister's statement. The N.G.O'S who have been beneficiaries of Daadab camp have strongly opposed government decision to close the camp. North eastern county, A.P, Kenya police and other government agencies too have been benefiting from donor funds all in the name of Daadab camp. Since capitalism is all about benefits, its natural that G.O.K would face stiff and legal resistance for closure of Daadab camp, relocation and repatriation of Somali refugees from all these stakeholders. In that regards, the concept of reducing and eliminating terrorism by closure of the camp and repatriating and relocation of Somali refugees would soon be realized as not an effective tool in winning the war against terror.
_The lack of skillful prosecutors and sufficient evidence by the G.O.K security officers had seen all terror suspects released by courts. This trend has lead frustrations among the stake holders of counter terrorism there by resolving to kill rather than investigate and prosecute any terror suspects.[ "The justice system in Kenya is not favorable to the work of the police, … "So we opt to eliminate them. We identify you, we gun you down in front of your family, and we begin with the leaders.. " speaking on condition of anonymity, a serving member of the Anti-Terror Police Unit said the ATPU was behind the shooting- Standard digital Thursday, December 19th 2013 at 10:48 GMT] .It seems the G.O.K had resolve to adopt the policy of pre emptive strike{killing suspects before they plan their terrorist activity.}
[''They are pre-empting attacks by killing anybody who has the potential to do an attack or who they think has the potential to instigate an attack." Abu-Bakr Alias Makaburi's.] One senior officer was quoted saying, ''we should not focus on only one incident to rate our performance. Our officers have done a lot to contain several planned attacks. They do not sleep following these terrorist.'' Kipkemboi Kitur, Mombasa County Police Commander was heard saying in respond to the killing of Ibrahim Rogo, "The man was under surveillance. He was on our radar together with other clerics." [Given that the two were known to be under the constant surveillance for their alleged involvement in terrorist activities, there is no way someone else could ambush, execute them in the same style and just disappear into thin air.] Therefore a careful observation of these few and many more remarks, one can conclude that G.O.K had adopted the policy of killing the terror suspects especially their leaders and clerics. Although its assumes that this policy would help see the success of war on terror, the reality of it is different. As Abubakar Sheikh Sheriff puts it, ''jihad is a tree, the more blood you spill, the more would grow.'' The killing policy has back fired. Muslim youth have started rejecting the clerics who a pro-secular. Many Muslim have begun to question the ruling system and embraced the call for resumption of Islamic way of life. The N.G.Os have kept the government in a tight corner to explain this senseless killings. We can conclude that the G.O.K would soon do away with this policy thereby thwarting its effort in war against Islam.
With regard to de radicalization of Muslim youth, it would be impossible for G.O.K to attain this goal since those actors who were to play along with the state have lost touch with the Muslim masses and have no commanding power of influence. According to U.S ambassador Bellamy ref;http://leakwire.org/cables/cable/05NAIROBI4409.html , ''although Dor Muhammad would like to believe his group is the most influential in the Muslim community, many moderate Muslims downplay his following. Many locals do not consider him a true Imam. … Sheikh Juma Ngao: …Mombasa Chairman for Supkem. However, he is quite arrogant and feels he holds a more influential position than most believe he does. These sentiments were also echoed by Khalid Hussein Khalid, Executive Director of Hake Africa who said referring to moderate imams and their institution cipk,"The current crop of leadership has failed in solving the needs of the youth," Mombasa Senator Hassan Omar asked, "If you don't have legitimacy of your congregation how are you going to de-radicalize them?" indeed we can conclude that the de radicalization of Muslim youth would be a failed project hence hindering the G.O.K s effort in winning the war on terror.
The conclusion
--------------------
.Oh Muslims, The measures employed by the G.O.K have time and again been seen to be fruitless to the extents that its global partner on war on terror have been losing faith and frustrated. All signs suggest that the war on terror would not be won. it's not a surprise that Muslim leaders from different bilad and the western capitalist states would continue provide fund ,resources and help G.O.K develops other means and style to combat the so called terrorism since they would not accept Kenya to fail in its assignment due to its strategic location.
Oh Muslim, it's time to realize that the clash of civilization is inevitable. The capitalist camp has gathered all that is necessary to win this battle and so should we. It's time to realize that our strong belief and advocating of Islam has a way of life has lead to us to be criminalized as terrorist. It's time to realize that our success to win this ideological struggle is fully linked in belief, understanding and proclaiming Islam as the only way of life.
Oh people, oh people from different religions. Indeed capitalism is our common enemy and a threat to all of us.The capitalist system doesn't want to see all forks from different religion joining forces against it and thus accounting it from its failures and false solutions.As such Capitalist states stages false flag operations only to install division among us and start view ourselves as enemy to one another. Time has come for all of us to stay focus and account this corrupt system and bring it to its death.
