I made my simple observation of the one who formulated this tittle. The Imaculate conveption is a Marian Dogma of Catholic Church.
Catholics proffess them. The Pope is also catholic. So it is not the pope claiming, rather he proffessed a firmly and definitive doctrine of the Church.
