The unpopular decisions are for inciting the public for mass action in order to call for a state of emergency. Kenya will soon be ruled by a decree. Do you think Uhuru and Ruto are stupid to let themselves loose unto the hangman's noose? ICC or The Hague, Uhuru hakanyagi. They are trigger ready to create tension. They will even finish one of the key politicians. Look at the intelligence service, the army, the police and all the people they have put in the govt lineup? They are ready for violence in order to convince the world that ICC cases are behind the anarchy they want to create. The Jubilee leadership is not about building Kenya but shielding the Presient and his deputy from The Hague.

PRESIDENT UHURU and deputy want to provoke the public for a negative reaction/anarchy. How can a govt 100 days old make extremely un popular decisions which do not appeal to any segment of the population?
A good govt strives to do what appeals to the majority and Jubilee is doing the reverse. 
The two want to trigger fireworks to safeguard/ protect themselves from the elephant in the pew. My thoughts.
