I guess you've seen the theory of Urgency of Tasks. It's a 4-sided figure.

There are tasks that are urgent and important, like calling your potential client to answer to their inquiry. This can not be ignored because the consequences are immediate. E.g., you your car dashboard indicator showing Red.

Then there's urgent but not necessarily important, such as a ringing phone. Disorganized people waste alot of time in this category.

Not urgent and not important, such as doing FaceBook. People waste most of their life in this category, especially procrastinators.

Not urgent but impotant, such as taking a course or training. People have a tendency to ignore this category but it has long-term consequences.

Awuor nyaa Japuonj is just giving us a broad outline and with respect to diplomacy. She's a diplomat.
