Complex security environments are beset by violence, armed conflict, extreme poverty and a lack of governance. While reliable access to healthcare is most needed in these settings, targeted violence against healthcare workers threatens its delivery. In this seminar, we discuss challenges in collecting data on the scope, nature, drivers and impacts of violence against health workers and how to effectively use this data for timely action.

Speakers and panellists:
  • Pieter-Jan van Eggermont (Médecins Sans Frontières Sweden)
  • Larissa Fast (Kroc Insitute for International Peace Studies/Insecurity Insight)
  • Valerie Houtez (International Committee of the Red Cross)
  • Kathleen Ryou (Humanitarian Outcomes)
  • Eva Svoboda (Humanitarian Policy Group, Overseas Development Institute)

This Policy Paper analyses the evolving Russian Arctic strategy in the changing international context. The author argues that, while debate has increased in the media and research community with regard to China's potential as a partner for development of the Arctic, significant challenges stand in the way of a major reorientation of Russian Arctic policy towards China. The success of Russia's recent energy cooperation with China will depend on solving previous problems, developing mutually acceptable forms of cooperation and increasing mutual trust.

The consensus on Mali and international conflict management in a multipolar world

by Xenia Avezov and Timo Smit

The transition towards multipolarity in the international system has concerned many observers in recent years. Despite the stalemate at the United Nations Security Council over the conflict in Syria, the growing isolation of Russia following events in Ukraine and persistent suspicion in the West about the implications of a Chinese superpower, the international community’s ability to swiftly respond to the conflict in Mali demonstrates that cooperation among emerging and traditional powers is attainable in a multipolar world.
