Dr. Ulomi,
I have a problem with pesticides regulation in this country under the Plant Protection Act, 1997 and it regulation plus the Tropical Pesticides Research Institute Act, 1979. The government is spending a lot of money to sustain the regulatory functions for these laws but we are told that 40% of the pesticides on the market are fake. Once you have fake pesticides, farmers spend a lot of money TRYING to control pests and in the end they lose to pests and operational costs. When we measure the costs of pesticides generally and include the externalities ( costs not normally counted) eg. loss of biodiversity, effect non-target organisms such as pollinators ( bees, etc) the costs are very high.

It will be nice to have an audit on these laws and advice the government accordingly.
