[wanabidii] REEDOM OF EXPRESSION: CAN A COMBINATION OF THESE MEASURES BRING REQUIRED STABILITY?

Look at this link (https://youtu.be/MEKSY5scpt8) . It is a Poultry farm. Listen carefully. Each of them is free to speak. No interference at all. What you will note is that no decision can be made from this type of freedom of speeches. My question is- Is this type of freedom of expression the one promoted by WESTERN DEMOCRACIES?
 
I have a point. Look: In the late 1990s there was a time the Germany Government wanted to damp some nuclear wastes. They wanted dumped in a specific area. The population in the vicinity of those areas felt they will be in danger of some radio-actives elements from those wastes. They took it to the streets demonstrating against the Government decision and measure. What happened is that the government proceeded to send those wastes and dump them there put Police men were taken to the area to prevent the citizen from blocking the trains which were carrying the wastes. You can quickly see the freedom of expression on the side of the dwellers and the government that did not bother to listen to the commonsense of those dwellers. Is this what the West is telling us of Freedom of Expression?
 
May be that example may not be enough.
There was a meeting of G20 in the same Germany last if not this month. The Government leaders of the big 20 economies had gathered to discuss the event in the world including discussing the development of Africa, Trump decided to delegate his presence to his daughter because it was nonsense for him to discuss Africa). The common citizens from the G20 countries, who don't feel any benefit in the current economic measures in the same countries gathered to express there view of being discontented. The leaders continued with their meeting without listening to the people who elected them and went ahead to making decisions. Lo! Is this what we call freedom of expression? If that freedom of speech is not in concomitant with being listened to, how is that freedom of speech differentiated from that we have witness at the poultry farm?
 
When our gumptions were weak to make decisions on what exactly we want in our democracy we were just taking every thing in the decisions of "exporters" of democracy. Consistently as we are getting used we are deciding what to take and what not. But any way we all don't go/come at same level all the time. For example here in Tanzania, comes election. Every one is allowed to shout but others have responsibility to listen. On the voting day people who were listening during the period of "freedom of expression" decides who to be where. Then we end in getting the President, Members of parliament and counselors. While others have a notion that after election we are going to work for five years and evaluate our work after five years during the period of "freedom of expression"; others think it is time to continue talking and listeners must continue listening. Here the conflict comes. Those to continue listening in rallies are the ones required to go to farms etc. The voted-in have powers and authority. They block all those nonsensical till next term, and then noises 'of suppression of expression' comes but any way-kelele za mlango----. They call him (our President) a dictator. Some say he is not. How? Why? Hi is a dictator yes. Our president? He is a dictator, regardless of whether he likes or not but he is. He is a dictator Tanzania has been looking for. If he tries not to be, in 2020 evaluation will rule him out. That is a stage we have reached in refining the term "Freedom of Expression". We don't need to discuss to do what we already have decided to do.
 
But let us get outside the box and explore other areas and implications.
North Korea and South Korea are technically at war. Whenever South Korea and USA performs military exercise, the North Korea feels threatened. They have complained, but as usual USA is taking every expression from North Korea as discussions in the Chicken farm. Then the North finds the way. They have scientists who can make Nuclear weapons for the purpose of defending themselves. USA feels threatened. She goes to the United Nations with resolutions that condemns North Korea and apply a number of economic sanctions. In its defense North Korea expresses her feeling but every one want the United States to define things. The current situation is that: If USA and North Korea go to war now, North Korea will be defeated. The only problem is that before (North Korea) is defeated, the United states will have paid the costs. Then hesitant to attack Korea seems to be in the mind of USA. Why are we here? Because of defining freedom of expression as that at the chicken farm.
 
Even when we try to remind ourselves of what happened in the Middle East. When Saddam Hussein was with problems with some elements in his country. He was not listened to. He was attacked and removed from power and killed. Why? He is a brutal dictator killing the Kudies. Here we are now. ISIS. If Saddam was listened to, we would have known why he is so 'brutal'. The destruction of killing Saddam and Ghadafy has resulted in many killings now with the current administrations in those countries than it were during those days of Saddam (maskini Ghadafi was not a killer at all).
The handling (if not mis-handling) of ISIS; we are witnessing attacks on innocent people in the "holy cities" of London, Paris etc. Quite unfortunately the current " partners" now are the ones that cant even be invited to a negotiation table-the ISIS.
I am asking my self- can a combination of what North Korea and ISIS are doing in the deep of Europe assist to bring the G20 have another definition of FREEDOM of  EXPRESSION? I am just asking my self and I belief one day there will be an answer.
