On a first cursory reading of both the speeches (Government's and Opposition's) on the mining and energy sectors, I propose that we CSOs and FBOs consider working on the following issues:

1. Carry out a critical review on the shortcomings of the current fiscal, legislative and regulatory frameworks which have been exposed by the recent interventions. This would require developing a national model to ensure sustainable use of Tanzania's assets. Such a framework would guide determination of new/revised rates of royalties, company tax and resource-rent.

2. The lack of critical infrastructure, particularly feeder roads/rails and reliable and adequate energy,  is preventing operations from extracting, developing and marketing resources at full capacity. As a result dependent new development projects are delayed. Let's hope that the findings and recommendations of the second Magufuli Copper concentrates Committee will come out favourably to such proposals, which i believe area priority for all stakeholders.

3. Social tensions surrounding the extractive industries will re-emerge and continue to threaten national cohesion and stability if the Government does not call for a national consultation from all stakeholders. I propose that CSOs put emphasis on the consultation modality which will engage and strengthen local communities.
