[wanabidii] My Position On the Baragoi/Suguta Massacre and security crisis


Folks,

The Coalition Government failed comply with the Reform Accord and equally

did not honor or value their Oath of Office as was required to deliver public

mandate; which is why the Coalition Government of Kenya must Shape up or

Ship out .......(their Term of Office is ending in December 31st 2012).......They

cannot be trusted and there is no reason why they should go on with the

campaign.........The Integrity Test must send them packing in order that they

should open room for a Transitional Caretaker Committee to Complete

Fundamental Essentials of Constitution Making.

It is the law that all people vying for Public Office must prove otherwise their

Responsibility and Integrity before they can be considered to stand for the

top position of Public Office leadership.

There appears to be more to this Baragoi murders than we are led to believe. I spoke to a source who is a senior government official who seems to believe that this was a politically motivated killings and is also of the view these were not even police who were murdered. I also have been told the same thing by several other sources. Although I have been too busy to chase the story, I hope to do so in the coming days and fully blog about it.

You right, I have also been told the same story. Actually, the same leaders who made lots of senseless noises about the deployment of the KDF to the affected areas are said to be the chief beneficiaries of these "looted" livestock. They use these ill conceived robbers to loot cows for them, ship them to the city, have them slaughtered and ship the "meats" to the Middle East. The proceeds are then sent to these master minders who use them for their political campaigns. We have a long way to go bro!! I have always complained about this man called Iteere because he is the most useless Police Commissioner Kenya has ever had. Even Ben Gethi was a little bit better even though he participated in the gruesome elimination of the late J.M. Kariuki. His lieutenants were never massacred in large numbers as we are seeing now. There are so many illegularities which have happened under this man's nose. He has never arrested and prosecuted any drug baron or powerful college student murderous from Mt. Kenya region who have been left to go scot free for a long time. We need a new Police IG and a new spay man to streamline our security organs. If the peace keepers such as the police officers are being massacred in such brutal ways, what about the common mwnanchi? Who should we turn to to protect us with our animals? Something needs to be done and the sooner it is, the better it will be for us. As we approach the end of year holidays, things will be even more worse than what we see now.

Word on the street is that these cattle rustlers are not really neighbouring tribes. They are very sophisticated thieves from Nairobi who are even maybe sponsored by the law-enforcement personalities. They do their investigation and survey an area then they come with lorries/trucks to ship the animals. They deliver these animals to slaughterhouses in Dagoretti and other places.
This issue should be investigated thoroughly.

been restricted from shooting unless authorized by the inspector. Hullooooooo,
the criminal is not going to wait for the inspector to give orders.

3. Police commissioner must be given
power to act right away when his department is in danger. The safety of police
officers should be emphasized all the time. They're there to enforce and keep
peace. There will be meaningless to have police force if the criminals are
butchering our good guys. I would like our society to respect Police as the good
guys who can protect us but not to harm them.

3. The interest groups: Humans right groups and others, are making our society breakdown. When a police officer shoots regitimate criminal, they get accused of extra killing. When Mungiki was murdering innocent citizen, few raised the concern but when police started eliminiting them, majority including human right came out protesting. My friend was murdered by mungiki. Did they have more right to kill than Police? Hell no. Police are given mandate to keep peace in the country. This is one reason criminals have more rights to kill police.
I have hundreds of reasons to praise our
police but I will stop here.

I think Cyprian should join the intelligence and give advice from within. He is very right that the exercise is futile for now, but can't we allow the government to do their job without poking them now and again. For now, I think he is working for the stomach against those suffering.

What you are saying is ok but remember police has failed and you cant say the innocent kenyas continue to suffer under the hands of criminals while waiting for police boss to be sacked. That means even if the police boss comes out of his position in the next 2 years its ok for you. For me whatever has been done is in order until we get the right people to guard kenyans. Unless one is insensitive to imagine what happened in Samburu was quite in order unless one is paid to defend lakini, leo ni mimi na kesho ni wewe. It may not mean anything to people who were not affected but soon, it may be their turn.

The other day Somali was having internal war, same to Sudan and a few other countries. Kenyans are quick to send army to those countries latest being Somali. If what you are saying is in order, then the police force would have been sent to these countries instead of army. You cannot convince me the tribal crashes in kenya is different from other countries. The case of Samburu for me was to be tackled by army and not police. Do police have helicopters?

How are you Bro. Just came back from Hargeisa I am sure you were told this. No one should be allowed to bear arms against our security officers yes. But so you and I know that the military way is not the way. You talk about Osama and the military in the US so eloquently and then talk about our military in Baragoi in Kenya then I get confused immediately.. do not you see where the military of a nation is used and where you do not use it?

What about that Intelligence based policing you have been talking about? Which evidence will the army collect in Baragoi to prosecute any one... hahaha I see here we are letting the real owners of the weapons get away scot free.. and by the way we may not get very arms up there in Baragoi by November next yr.

Prof Obongo talks and behaves like Miti Romuni the Momoni who was recently beaten by Pres Obama and instead of him accepting that he lost the elections because of his bad policies he goes around telling the American people that Pres Obama won the elections because of the freebies he dished out to the poor people of whom he Romuni had said had nothing to do with them- "the 47% low class who depend on government handouts to make it through". A Permanent Secretary has refused to cooperate in investigations being carried out by the Ethics and Anti-Corruption Commission. Corridors has learnt that the EACC has petitioned the Prime Minister's office to have the PS step down in vain. The PS, who is the accounting officer of his ministry, has refused to hand over minutes and documents demanded by investigators, thereby technically obstructing the probe. This has prompted the EACC to request that he be sacked for non-cooperation with the investigators. The man's arrogance has not only been witnessed in dealing with EACC but also with MPs when he last appeared before a parliamentary committee investigating another matter at his ministry. Outraged MPs then declared him a hostile witness before he was thrown out.

The world's wealthy countries often criticise African nations for
corruption - especially that perpetrated by those among the
continent's government and business leaders who abuse their positions
by looting tens of billions of dollars in national assets or the
profits from state-owned enterprises that could otherwise be used to
relieve the plight of some of the world's poorest peoples.

Yet the West is culpable too in that it often looks the other way when
that same dirty money is channelled into bank accounts in Europe and
the US.

International money laundering regulations are supposed to stop the
proceeds of corruption being moved around the world in this way, but
it seems the developed world's financial system is far more tempted by
the prospect of large cash injections than it should be.

Indeed the West even provides the getaway vehicles for this theft, in
the shape of anonymous off-shore companies and investment entities,
whose disguised ownership makes it too easy for the corrupt and
dishonest to squirrel away stolen funds in bank accounts overseas.

This makes them nigh on impossible for investigators to trace, let
alone recover.

It is something that has long bothered Zimbabwean journalist Stanley
Kwenda - who cites the troubling case of the Marange diamond fields in
the east of his country.

A few years ago rich deposits were discovered there which held out the
promise of billions of dollars of revenue that could have filled the
public purse and from there have been spent on much needed
improvements to roads, schools and hospitals.

The surrounding region is one of the most impoverished in the country,
desperate for the development that the profits from mining could
bring. But as Kwenda found out from local community leader Malvern
Mudiwa, this much anticipated bounty never appeared.

"When these diamonds came, they came as a God-given gift. So we
thought now we are going to benefit from jobs, infrastructure, we
thought maybe our roads were going to improve, so that generations and
generations will benefit from this, not one individual. But what is
happening, honestly, honestly it's a shame!"

What is happening is actually something of a mystery because though
the mines are clearly in operation and producing billions of dollars
worth of gems every year, little if any of it has ever been put into
Zimbabwe's state coffers.

Local and international non-governmental organisations say they
believe this is because the money is actually being used to maintain
President Robert Mugabe's ruling Zimbabwe African National Union -
Patriotic Front (ZANU-PF) in power.

True or not, it is clear that the country's finance minister, Tendai
Biti, has seen none of it. A representative of the opposition Movement
for Democratic Change, which sits in uneasy coalition with ZANU-PF, he
says he has no idea where it is going.

"We have got evidence of the quantities that are being mined, the
quantities that are being exported but nothing is coming to the fiscus
.... All I know is that it's not coming to the treasury. So that is a
self-evident question. It is not coming to us. That means someone is
getting it. The person who is getting it is not getting it legally.
Therefore, he's a thief, therefore she's a thief."

Sadly, as Stanley Kwenda has realised, it is typical of a problem
found all over Africa.

The continent is rich is natural resources that are being exploited
for big profits, but the money is rarely used for the benefit of the
people. Instead it goes to line the pockets of corrupt officials who
then often smuggle it out to be deposited in secret offshore bank
accounts in the developed world.

So who facilitates these transactions? And how and why does the
developed world make it so easy to launder this dirty cash?

In this revealing investigation for People & Power, Kwenda and the
Ghanaian undercover journalist Anas Aremeyaw Anas, set off to find
out. Posing as a corrupt Zimbabwean official and his lawyer, their
probe takes them deep into the murky world of 'corporate service
providers' - experts in the formation of company structures that allow
the corrupt to circumvent lax international money laundering rules.

It just so happens that the pair's enquiries take place in the
Seychelles but, as they discover to their horror, they could just as
easily be in any one of a number of offshore locations (or even in the
major cities of Europe and the US) where anonymous companies can be
set up for the express purpose of secretly moving money and keeping
its origins hidden from prying eyes.

Vijana Na Raila (Vinara Mashinani Lobby) up to today and six months
down the line is stalled and stands dissolved. Since it was started we
have spent many cyber hours spinning arguments and debates in favor of
Raila Odinga and ODM, in forums, side street debates and different
platforms we have remained firm and consistent in pushing an agenda we
was convinced of and that we really believed in...... Bringing
together grassroots Champions of CHANGE together so that they can give
solidarity and support to Raila Odinga candidacy! A man who
incidentally has been isolated politically by the g-7 strategy through
political zoning and effectively giving an impression and image that
he controls Luo Nyanza only! We attended several meetings and we gave
my honest and genuine contribution of ideas and otherwise! We have
done my part and I seek to move on in further pursuits

The other bit that made us make such a decision, let us remind you
just in case you don't know we officially quit Vinara-Vijana Na Raila
yesterday at a press conference held at the freedom corner after great
and in depth reflections, consultations and evaluations OF VINARA
PROGRESS AND THE ENTIRE CAMPAIGN MACHINE OF THE PM which is in
constant wrangles day-in- day out. We did it in good faith and gave
notice to my fellow comrades in Vinara, but what is even more
interesting is we resigned and quit VINARA enmass as a TEAM therefore
effectively dissolving VINARA MASHINANI LOBBY.

The following individuals who held different Offices at Vijana Na
Raila (VINARA MASHINANI LOBBY) resigned from their respective
positions effective from yesterday;
1. John Kipkorir –National Chairperson
2. Immaculate Mwende- National Vice Chairperson
3. Sam Shem Otoyi- Secretary General
4. Chacha Maroa- Organizing Secretary
5. Catherine Nyaga- Deputy Organizing Secretary

Vinara Mahinani idea was great and noble by any considerations, but
such great dreams die as usual if taken up and put in shelves in high
offices. We don't blame the PM but those people that surround him and
block or broker always all such great initiatives but in whose
interest? Can't the PM realize that at times you simply have to shake
off networks AND VESTED interests surrounding him? But he has to
organize his campaign machine better

We came to understand that those who always kept us at bay are close
business associates who work with the PM in his private companies like
spectra international and keep watch of his business interests while
others are individuals who even at times owned up and prided to us
that they made clean money from the maize scandals which really
baffled some of us! We thought that was a thing that happened then and
we thought that should not be an issue to us. We simply wanted to
focus on the campaigns of promoting the PM for President come 2013.
Little did we know that the same corruption networks have vested
interests of making business out of Raila Campaigns and effectively
they actually proved strong enough and frustrated all our efforts of
trying to make VINARA MASHINANI work and execute its mandate? Raila is
surrounded and held hostage by frenzy feeding sharks of new appetite
corruption individuals.

The very hope that Kenyans had in a reformer is really not there at
all in fact if there was any just check on his record of performance
as PM and OPM Kenya and the line ministries that are under the control
of ODM in the coalition government! This include; Ministry of Land,
Ministry of Roads, Ministry of Planning & Vision 2030, Ministry of
Agriculture, Ministry of Higher Education, Ministry of Immigration and
Registration of Persons, Ministry of Youth and Sports, Ministry of
Co-operatives, Ministry of Water, Ministry of Public Works, Office of
the PRIME MINISTER…….Can you rate them and show us the radical reforms
they sing every other day!

Africa Loses Out On Foreign Exchange

Casablanca — The currency black market has made it as far as Algeria's national assembly.
The governor of the country's central bank, Mohamed Laksaci, held forth to legislators about it in late October. Up to this year, according to the French-language daily L'Expression, Algeria had no official foreign exchange bureau that was independent of the banks. Instead, individuals and even companies carry out their foreign exchange transactions in the street.
"Everybody has resorted at some time to the parallel exchange market," said Al Watan, another Algerian daily, in an investigation carried out in 2005 which described the difficult life of sidewalk currency sellers.
Informal exchange prospers in Algeria as it does elsewhere in Africa, be it in Morocco, Cameroon, Nigeria or Sudan, even though formal exchange establishments operate in those countries. And the public purse earns nothing from this activity.
Even banks are sometimes drawn into the black market. Back in 2001, 25 Nigerian banks were banned from the foreign exchange market for two weeks in a measure imposed by the central bank.
"In Nigeria, banks are in the habit of cheating on dollar rates and interest rates and selling currency on the black market," one banker explains. The reason, he says, is the premium on foreign currencies on the informal market.
"The difference with the formal route can sometimes be as much as 22 nairas (about 14 per cent)," he says.
In Cameroon, the most favourable rates can be had from exchange operators working near the hotels in Douala, the economic capital, and Yaoundé, the political capital.
"It's unfair competition for people like us who pay taxes," complains the female manager of a foreign exchange bureau. Commissions charged in the official establishments make transactions more expensive for clients. For 50,000 Central African CFA francs, the currency used in Cameroon, a bureau will offer 65 euros, while on the black market a good negotiator can get 75 euros. But there is a risk that the currency will turn out to be counterfeit.
In Morocco, despite a better-organised exchange market, sidewalk operators also buy and sell currencies. The rates they offer are broadly the same as official rates. There is therefore no great benefit to be had from informal transactions, a financial expert at the Casablanca stock exchange believes.
However, the parallel exchange market provides a channel for tax evasion and capital flight. Just how much is lost to the treasury through these operations has not yet been assessed, admits Mustapha Aman, regional director of taxes in Tangier.

Barclays Bank of Kenya has officially launched a first of its kind mobile money transfer service dubbed PINGIT to boost mobile commerce and Diaspora remittances. The new PINGIT service allows Barclays customers to enjoy convenient money transfer solutions on their mobile phones.
Attesting to Kenya's growing standing as a strategic sub-Sahara Africa market hub, Barclays Bank PLC has picked Kenya as the lead launch pad in Africa. Globally, Barclays is the first bank in the world to launch an international fee-free mobile money transfer service.
Speaking during the launch Barclays Bank Managing Director Adan Mohamed added that, hot on the heels of the Kenyan service launch, Barclays Plc is planning to further rollout the service across 12 African Countries by the end of the year alongside further expansion into Europe in early 2013.
With the launch of PINGIT, Barclays Bank is now well positioned to play a key role in mobilizing Diaspora remittances and facilitating bilateral trade between Kenya and the UK.
According to the Central Bank of Kenya source, annual remittances to Kenya is in excess of $1b with a significant amount coming from Europe. "From this perspective, the launch of Barclays PINGIT on the Kenyan market is an affirmation of the country's growing relevance in the international financial market" Mohamed explained.
He added: "for our loyal customers, the launch of PINGIT will also be a convenient choice that will allow Barclays Hello Money customers in Kenya to receive money from their friends, families and business associates in the UK for free." Commenting on the rollout, Barclays Plc Chief Executive Antony Jenkins, said: "PINGIT is quick, convenient, secure and free - it's revolutionized how people send and receive money in the UK, and now has the potential to transform international payments around the world. Kenya is a key market where Barclays has operated for over 95 years, and we anticipate significant demand for mobile payments across Africa.
"We constantly strive to improve and evolve our services around our changing customers' needs, and this latest development is part of a series of enhancements to make mobile payments more accessible and easy to use. Barclays has a long history of innovation firsts and we continue to lead the way in the banking industry". Whether they bank with Barclays or not, UK residents can now send money instantly and securely by simply using their smart phones without having to reveal or enter their bank account details.
All that is required from a user is to download the Barclays PINGIT app on their smartphone and start making instant money transfers to anyone in Kenya or the UK. A sender keys in the recipient's mobile number and the amount to be sent via the PINGIT application and hit send. It then takes less than 20 minutes to reach the recipient.
UK customers can send up to £750 per day. Payments will be made instantly arriving within minutes, whereas traditional international services charge a fee and can take up to nine days for the money to arrive.
There are over 200,000 people living in the UK who were born in Kenya and many more with Kenyan heritage or who have a family or business connection to the country. Barclays has targeted Kenya as a key market with sophisticated adaption of mobile banking through products like Barclays Hello Money.
Many people in the UK currently send money abroad demonstrating the huge potential for this innovation in future. Africa: As Polls Go, Much Needs to Be Done in Africa

Cape Town — Gallup, a leading research consultancy known for its opinion polls, has released its "Global States of Mind: New Metrics for World Leaders" report, which seeks to provide leaders at all levels of society with "timely, foward-looking economics on what their citizens are thinking".
It is crucial for a country's leadership to be in touch with the mood of its citizens, according to Gallup CEO Jim Clifton, as highlighted by the events of the Arab Spring.
Here are some high- and lowlights from the report:
In response to questions that sought to gauge citizens' feelings on their confidence in and experiences with crime and law enforcement authorities, a number of African countries featured on the list of countries where citizens feel most insecure.
Gabon and Zimbabwe top the list of countries where citizens are least likely to feel safe at 39%, followed by the Democratic Republic of Congo, Lesotho and South Africa at 38% and Chad at 30%.
Rwanda tops the list of countries where citizens are most likely to feel safe at 92%, and Niger follows at 84%.
On the ability of citizens to meet their needs for food and shelter, respondents in the Central African Republic struggle most to meet their basic needs at 83%, followed by Togo and Guinea at 74%. Of the top ten countries on this list, nine are on the African continent.
The wellbeing category looks at the combined impact of factors such as health, happiness and productivity, social networks, personal economics and and citizen engagement.
Malawi is the only African country that features on the list of the top 10 countries with the highest suffering at 28%. No African country features on the list of countries with low levels of suffering.
West African countries feature strongly when it comes to the likelihood of people to move away due to a shortage of local opportunities. Togo tops the list at 34%, followed by Sierra Leone at 33%, Liberia at 31% and Ghana and Gabon at 30% and 28% respectively.
