NI wiki nyingine muhimu katika ulingo wa siasa za hapa nchini. Mkutano wa pili wa Bunge la 11 unatarajiwa kuanza leo. Tunasubiri kushuhudia kasi ya Bunge hili ndani ya Serikali ya Awamu ya Tano. Bila shaka litaendana na kasi ya Serikali ya Awamu ya Tano chini ya kaulimbiu ya 'Hapa Kazi Tu'.
Matamanio yangu ni kuona kasoro zilizowahi kujitokeza katika mikutano iliyopita, hususani vurugu zinazoambatana na zomea zomea, vijembe, matusi na kususa, zikiwekwa kando katika Bunge hili. Naomba Mungu, Bunge hili lenye watu wa rika na taaluma mbalimbali, lioneshe nidhamu, weledi, busara na utendaji uliotukuka. Kwa mujibu wa Tume ya Taifa ya Uchaguzi (NEC) , wabunge wenye umri kati ya miaka 21 na 35 wako 47, wenye umri kati ya miaka 36 na 50, wako 112 na walio na umri wa zaidi ya miaka 51, wako 91.
Natamani damu changa iliyoingia katika Bunge la sasa, iwe chachu ya kufanya kile ambacho wananchi wamewatuma wawafanyie. Kwa kuwa tunaambiwa 'utu uzima dawa', pia wabunge wenye umri mkubwa, wawe chachu siyo tu ya utendaji uliotukuka, bali pia wawe mfano bora wa maadili na nidhamu bungeni. Idadi kubwa ya vijana iwe chachu ya kufanya vizuri na iondolee jamii dhana potofu iliyojengeka kwamba wanaweza kugeuza Bunge uwanja wa kujipima ubavu wa kuongea badala ya kujenga hoja.
Upo ukweli kwamba, baadhi ya wabunge bila kujali rika, wamekuwa wakitafuta sifa na umaarufu kwa gharama yoyote ikiwemo kufanya vitendo visivyofaa bungeni. Matokeo yake, huligeuza uwanja wa mapambano, jazba, mipasho na matusi. Kwao kutukana, kubeza na kudhalilisha wengine, huchukulia ndiyo umahiri wa siasa jambo ambalo si sahihi. Huwa inashangaza kuona mtu mzima, msomi, mwenye familia na aliyeaminiwa na wananchi, anafanya mambo ya kitoto na ya ajabu.
Ukiuliza sababu za kufanya hivyo, utajibiwa eti hizo ndizo siasa na sifa ya mabunge ya mfumo wa vyama vingi! Baadhi ya wabunge huona sifa kutajwa tajwa bungeni kwa kuonywa na Kiti cha Spika au na wabunge wenzake. Wengine huona sifa kuondolewa bungeni au kutakiwa kuondoa kauli za kudhalilisha dhidi ya wenzao. Bahati mbaya, chini ya siasa za vyama vingi, wabunge wa aina hiyo wakibanwa na kanuni, hutafuta huruma kwa kuhamishia suala hilo kwenye ushabiki wa vyama.
Kwa mfano, unakuta mbunge wa chama tawala anatoa lugha isiyo ya staha dhidi ya upande mwingine na wenzake hawako tayari kumkosoa. Vivyo hivyo wa upinzani, anapofanya hivyo, anabaki akikingiwa kifua na wabunge wa kambi yake. Jamii pia huziba macho na masikio juu ya utovu wa mbunge husika, na kuchukulia suala hilo kwa mtazamo wa siasa za vyama.

Kiwafunde watambue kwamba wao ni viongozi wa nchi ambao hawakufika mahali hapo kwa bahati mbaya, bali wameaminiwa na umma wa Watanzania. Spika asiogope kutumia rungu lake kwa yeyote atakayekwenda kinyume na kanuni.

Atakayepanda vurugu na lugha zisizo na staha bungeni, naye avune adhabu stahiki.
