Voter fraud in Virginia linked to GOP

Mitt Romney Exposed: His Election Fraud Caught On Tape 2012

Brad Friedman has put up a history of Sproul's companies, and their work for Republican interests. They range from antics like gathering signatures to put Nader on the ballot and being banned from Wal-Mart for partisan voting drives to more serious offenses, like allegedly destroying Democratic registration forms in several states while on the payroll of the RNC.

I called Sproul's firm in Arizona to ask about its connection to Strategic Allied Consulting. "I am not at liberty to discuss that," the reception answered bluntly, before transferring me to another employee who gave a similarly coy response. I e-mailed my questions over, and will post a response if they send it. It's also worth noting Sproul hid his tracks in 2008.

For the 2008 campaign cycle, Sproul changed his company's name from Sproul & Associates (an earlier iteration was called Voter Outreach of America) to "Lincoln Strategy Group," and McCain's campaign used a California affiliate to hire him.

Its possible that Romney, like McCain, wanted to utilize Sproul without becoming publicly associated with him. The type of fraud Sproul has been accused of is fairly breathtaking, and seems to dwarf the trumped up charges by Republicans that Democrats have engaged in widespread voter fraud (claims that have been widely debunked).

In 2004, a voter registration Nevada worker hired by Sproul's firm told reporters that he had been ordered to chuck Democratic forms away. "They were thrown away in the trash," he claimed. Sproul's canvassers in Oregon confessed to doing the same thing, and other reports emerged across several swing states. In Minnesota, workers said they were actually fired for bringing in registration forms signed by Democrats.

One of the mysteries with Sproul that I had wondered about while covering this story in the past is why there had never been a serious investigation.

As I pointed out in a blog post earlier this year, even some Republicans thought what Sproul did was uniquely criminal. "The difference between ACORN and Sproul is that ACORN doesn't throw away or change registration documents after they have been filled out," noted Chris Cannon, a Republican lawmaker from Utah, who later lost his seat because of a right-wing primary challenge, during a congressional hearing on voter suppression. Indeed, many voter registration groups (including ACORN) have paid per-registration form turned in, thus incentivizing fake signatures -- i.e. Mickey Mouse registering to vote. But this type of thing doesn't actually result in fraudulent votes because Mickey Mouse doesn't show up at the polls and try to cast a ballot. Destroying registration forms, on the other hand, means citizens who believed they were registered show up and could have been denied their vote.

Sam Stein reported that in 2004, Senators Patrick Leahy and Ted Kennedy had demanded an investigation in light of the many reports of Sproul's firm destroying registration forms. But the Department of Justice sat on its hands. "Sproul & Associates clearly merited a full investigation by the Justice Department; and yet the DoJ did nothing," said New York University law professor Mark Miller at the Cannon hearing.

Perhaps Sproul's ties to prominent Republicans helped him escape an investigation.

As Congress and ethics experts loudly called for investigations into Sproul's voter suppression, the Bush administration literally welcomed Sproul and his wife into the White House -- while almost only prosecuting groups associated with registering low-income and poor Americans to vote.

An unexpected glitch almost caused one central Pennsylvania voter to cast his ballot for the wrong candidate, highlighting concerns about voter fraud in a number of states on an already tense Election Day. The Election Protection coalition, for instance, has reported ballot scanning problems in Ohio in Cleveland, Dayton, and Toledo.
"I initially selected Obama but Romney was highlighted," writes Centralpavote on YouTube, of the glitch in central Pennsylvania. "I assumed it was being picky so I de-selected Romney and tried Obama again, this time more carefully, and still got Romney."

The man, a software developer, tried troubleshooting the screen, selecting different names. But "the top of Romney's button down to the bottom of the black checkbox beside Obama's name was all active for Romney." A few more taps, and he discovered that the only way to select Obama was to click on a small sliver of the screen. All of the buttons for the other candidates seemed to work fine.
Other voters at the precinct didn't have the same problem, he said, and the volunteer didn't seem concerned. "She him hawed for a bit then calmly said, 'It's nothing to worry about, everything will be OK,' and went back to what she was doing," he wrote. "I then recorded this video." He insists that the video is unedited—the jumpy frames are from the camera app on his Android phone, he says.
Reports are pouring in from other voters who say they've had the same experience with electronic voting machines in other areas, and the computer-savvy among them are quick to point out that the problem is less about fraud and more about faulty electronics.
"This happens to ALL touch screen machines (your phone, kiosk, computer, etc)," writes Cheeta219 on YouTube. "These are crudely, haphazardly built machines that will fail sometimes."
In North Carolina, Kansas, and Ohio, some electronic voting machines recorded votes for Obama even when voters had selected Romney. Joan Stevens, a voter in Marion, Ohio, told The Marion Star that it took her three tries before her vote for Romney was recorded properly.
"You want to vote for who you want to vote for," she said, "and when you can't it's irritating."
She reported the problem to Sophia Rogers, the director of the board of elections for Marion County, who said that no one else had reported problems with voting machines, and that the machine Stevens used worked fine when Rogers tried it. If voters tap the screen with more than one finger or don't hit a button correctly, mistakes can occur. She said that she had contacted the vendor to inspect and recallibrate the voting machine.
Chris Riggall, a spokesman for Dominion Voting, a touch-screen voting machine vendor, told TheBlaze that many of the machines being used on Tuesday were "legacy machines" that were "up to 10 years old."
"They have been in the field many years and through many election cycles," Riggall said. "It is certainly possible [for them to get] out of calibration."
The frequency with which machines are serviced can vary state-by-state, or even district-by-district.
There are other problems occurring as well. In some minority neighborhoods in Galveston, Texas, polling places opened late, making it impossible for people to vote earlier in the day. (The Galveston County Daily News reports that those 45 voting centers will stay open two hours later, until 8:54 p.m., to make up for the delay.)
And thanks to a different kind of technological glitch, there were also some voters in Pinellas County, Fla., who received phone calls on Tuesday morning reminding them to vote on Wednesday—the day after Election Day. In Oregon, an election worker was fired after she allegedly tampered with ballots by writing in Republican candidates in places where voters had left sections blank.
And in the heavily Democratic city of Philadelphia, the Republican Party reported that 75 legally credentialed voting inspectors were kicked out of polling places. Local prosecutors are investigating.
But the biggest problems reported by voters so far? Long lines.

Voters in Battleground States Face Confusion at the Polls

A new Pennsylvania voter-identification law requiring all voters to provide photo IDs is causing confusion at the polls, even though it is not yet in effect.
Pennsylvania passed the tough new voter-ID law requiring all voters to provide photo IDs with an expiration date, but a Pennsylvania court blocked implementation of the law until after the 2012 election. Only first-time voters are currently required to show identification.
But Allegheny County officials received a complaint early Tuesday morning that Republicans outside a polling station on Maple Street in Homestead, Pa., were stopping voters outside the polls and demanding identification. A county judge ordered a halt to partisan electioneering outside polling stations, according to Pittsburgh's Tribune-Review.
Meanwhile, The Philadelphia Inquirer reported confusion at polling stations across the metro area. At a site in South Philadelphia, a poll worker began asking for IDs after she was asked by a visitor why she was not instructing voters to provide them.
Voters in Harrisburg reportedly received mailers instructing them incorrectly that they must provide state-approved identification to vote, according to The Philadelphia Daily News. The mailers were produced by the Pennsylvania State Department and sent out in September, before the Oct. 2 ruling.
Other problems are cropping up, particularly -- no surprise -- in Pennsylvania and other battleground states:
  • A Pennsylvania judge issued an order to reinstate Republican election officials across Philadelphia who were allegedly ejected from the polls.
  • A Pennsylvania voter posted a video on Youtube in which his vote for President Obama was repeatedly changed into one for GOP candidate Mitt Romney, NBC News confirmed. The machine was taken out of service.
  • An hour after polls opened in Florida, hundreds -- perhaps thousands -- of voters received robocalls from the Pinellas County Supervisor of Elections office mistakenly telling them that they had until 7 p.m. on Wednesday to vote. Polls actually close at 7 p.m. on Tuesday. The calls went out because of a glitch with the office's phone system, according to The Tampa Bay Times.
  • Many New Jersey voters whose polling places were displaced because of Superstorm Sandy are reporting problems via Facebook and Twitter. Voters were instructed to send applications by fax or e-mail to their county clerk's office, and were supposed to receive ballots back once their applications were approved. But according to NJ.com, many voters reported never receiving a ballot.
  • In Ohio, a judge will rule later on Tuesday on an election-eve lawsuit alleging that voting software used at election boards in 25 of Ohio's most populous counties could leave equipment vulnerable to ballot manipulation. The software was made by Omaha-based Elections Systems and Software, according to the Associated Press.
  • In Ross County, Ohio, elections officials told The Columbus Dispatch that a small group of people was reported to be knocking on doors claiming to be from the Board of Elections.
  • Voters across North Carolina have reported frustrations with touch-screen voting machines, saying they tried to vote for one candidate, but the ballot was cast instead for someone else. In Greensboro, the Raleigh Telegram reports that one voter tried to vote for Romney three times, but the machine changed the ballot to a vote for Obama.
  • District of Columbia voters reported getting robocalls from the D.C. Democratic State Committee urging them to vote on the wrong day – Wednesday. The mistake stemmed from a Chicago-based vender, dcist.com reported, which recorded a message on Monday urging voters to vote "tomorrow." The robocalls resumed on Tuesday morning, but the "tomorrow" had not been changed.
  • In Arizona, where Republican Rep. Jeff Flake is locked in a tight Senate race with former U.S. Surgeon General Richard Carmona, robocalls paid for by Flake's campaign are telling Democrats to go to the wrong polling places.

Voting Is Already a Mess in Florida

The first election-related federal lawsuit has already been filed in South Florida, where some citizens waited over seven hours to vote early over the weekend. In an area that includes Palm Beach, Miami-Dade and Broward County -- yes, that Broward County -- Florida Democrats scrambled to extend early voting hours over the weekend citing "inadequate polling facilities" in a complaint filed in a Miami federal court on Sunday. "The extraordinarily long lines deterred or prevented voters from waiting to vote," says the lawsuit. "Some voters left the polling sites upon learning of the expected wait, and others refused to line up altogether. These long lines and extreme delays unduly and unjustifiably burdened the right to vote." These three counties are home to 32 percent of the state's Democrats.
So far, local officials haven't seemed too sympathetic to the plight of early voters. In response to Sunday's lawsuit, election supervisors in Miami-Dade and Palm Beach counties said that they'd allow would-be early voters to pick up and drop off absentee ballots so that they wouldn't have to wait in line. The small concession came after another request for an extension of early voting was denied last Thursday by Republican Governor Rick Scott and state election officials who said that everything was running smoothly. Scott is the same governor who approved a measure last year that reduced Florida's early voting period from 14 to eight days, a crunch that many critics think caused the long lines this year.
It's not even Election Day, yet, but some people are freaking out about the chaotic situation in Florida. "We're looking at an election meltdown that is eerily similar to 2000, minus the hanging chads," Dan Smith, a political science professor at the University of Florida, told The Huffington Post. Smith also warned that attempted to bridge the gap with absentee ballots, as a number of districts across Florida are now doing, would disenfranchise minorities. "Absentee ballots have a much higher rejection rate for minorities and young people, if you look at the Aug. 14 primary." HuffPost's Amanda Terkel adds, "Democrats are traditionally more likely to vote early, which is why many in the party have ascribed political motives to Scott's restriction of the process."

Now, this is not the year 2000. After that election, though, everybody in America knows that Florida can make a big difference in a presidential election. Everybody agrees that Ohio is the state to win, but Florida is still a toss-up with a lot of Electoral College votes. It's also a state that could probably do without another big voting scandal. The Obama campaign, for one, is not going to let Floridians forget about that one.
