Mifuko hii tumeingia kwa hiari ama kwa utaratibu tulioukuta kwenye maeneo yetu ya kazi, na kila mtu alichochangia ni haki yake. Basi apewe nafasi ya kukitumia atakavyo pale anapoona anapenda kufanya hivyo. Kama wadau, mifuko hii haiwezi kutupangia lini tuchukue au tusichukue; ila wanachotakiwa kufanya, ni kuweka utaratibu na "flexibility" iwepo pale mchangiaji anapotaka kuchukua kiasi cha malimbikizo yake kwa ajili ya kuanzisha mradi endelevu ambao utamsaidia sasa na baadaye kwenye maisha ya uzeeni.

Unapompa mtu mamilioni ya fedha ambaye hajawahi kuandaliwa na hana ujuzi wowote ule wa kibiashara, unategemea nini? Ipo haja, mifuko hii iwafundishe wateja wao mbinu za biashara - anzia kwenye biashara za kawaida, hadi kwenye kununua hisa na kwa wenzetu wanauchumi watakubaliana nami kuwa, utaratibu kama huu ukitumia, mifuko hii inaweza kuwekaza fedha za wanachama wake si tu kwa miradi ya muda mrefu bali hata kwenye miradi ya muda mfupi mfano kununua na kuuza hiza kwenye makampuni mbalimbali, na faida itakayopatikana wakapewe wanachama kama gawiwo, wakafaidi sasa wakati hawajachoka, kuliko kusubiria muda huo ambao hata hamu ya kuishi nayo inaelekea alasiri kama sio usiku.

Huyo ndio Yona. Mjuaji wa kila kitu. Ni kweli kuwa inashangaza sana kuwa hajui suala hili ni kwa mujibu wa sheria na si mwajiri wala mwajiriwa mwenye hiari juu ya hilo. Mwajiri kisheria analazimika kuchangia asilimia 10 (10%) na mwajiriwa anachangia asilimia 10 (10%). Yona hili hajui, anaropoka tu. Ila jamani nataka kuwaambia hivi, hii ndio Tanzania tuliyonayo, na watu kama kina Yona wapo wengi kweli. Sasa muone ugumu wa kuikomboa nchi hii. Iwapo una mawzo na reasoning kama ya watu kama hawa. Wana reason za ajabu ajabu kweli. Tunayo changamoto kubwa sana ya kuwafanya watu waweze kufikikiri na kutafakari. Ila nakubaliana na wachangiaji wengine, huyu Yona ni wa kupuuza tu.

Naungana na wote wanaopinga mpango huu wa kulazimisha mtu kusubiri mpaka akizeeka ndipo alipwe pesa zake. Ingabaki ilivyokuwa kwamba tuwe na uhuru wa kuchagua.
Sababu ni nyingi, kwa mfano:
1.Makadirio ya umri wa kuishi wa Mtanzania, nadhani bado ni miaka 45, sasa 55 inafikiwaje?
2. Nikianza kuchangia nikiwa na miaka 40 na kufanya kazi ya mkataba kwa miaka 3 inabidi nisubiri miaka 7 ndipo nilipwe. Nikianza kulipwa wataniambia kwamba sijachangia kwa miaka 15 kwa hiyo siwezi kupewa pensheni kwa maana ya mkupuo na malipo ya kila mwezi. Sasa hapo haki iko wapi?
3. Pesa za michango zinatumiwa vibaya kwa maslahi ya wasio wanachama, angalia miradi isiyo na maslahi kwa wanachama kama ya ujenzi wa UDOM, daraja la kigamboni na mingine mingi ambayo urejeshwaji wa pesa zilizotumika ni wa mashaka tu.
4. Wanachama hawana kauli yoyote na pesa hizo badala yake mtu mmoja anateuliwa ndiye anaweza kufanya chochote na pesa hizo badala ya wanachama. Basi hata bodi za mashirika hayo zingekuwa na robo tatu ya wajumbe kutoka wanachama.
5. Inflation haiko kwenye vigezo vyote vya mafao, kwa hiyo pesa zikikaa huko kwa miaka 15 hadi 20 pesa unazopata ni kama 1/3 ya pesa ulizochangia.
6. Hiyo commission ya udhibiti itaendeshwa kwa pesa hizo hizo za wanachama.
Kama kweli watang'ang'ania kuendelea na uamuzi huu basi wananchi inabidi tufanye kitu kuzuia ubabe huu.

Kwa kweli kwa hili tusimame pamoja kupinga kwa nguvu. Hivi nikiamua kutoka mfumo rasmi nikiwa na tender age, labda miaka 40, je ni sawa kuwa nisubiri miaka 15 bila kuendelea kuchangia ndipo niweze kupata kilicho changu? Haiingii akilini kabisa. Ufuatao ni ufafanuzi mfupi kuhusu marekebisho ya Sheria za Mifuko hasa kuhusu fao la kujitoa.
1. Kama mtakumbuka Sheria za Mifuko ya Hifadhi ya Jamii pamoja na Sheria ya Mamlaka zimefanyiwa marekebisho na kupitishwa na Bunge tarehe 13 Aprili, 2012. Sheria hiyo tayari imeshasaininiwa na Mheshimiwa Rais na imeanza kutumika rasmi. Marekebisho haya yanawahusu wafanyakazi wote nchini mwetu bila kubagua sekta yoyote ile.
2. Kwa mujibu wa marekebisho hayo fao la kujitoa (withdrawal benefits) yamefutwa na kuanzia sasa hayatakuwepo. Mafao hayo yalikuwa yanatolewa pale mwanachama alipokuwa anaacha kazi. Sasa mwanachama wa Mfuko atapata mafao yake pale atakopfikisha umri wa kustaafu kwa hiari (miaka 55) au kwa lazima (miaka 60) au pale anapopata ulemavu wa kudumu.
3. Kwa kuzuia fao la kujitoa mwanachama anapata fursa ya kupata mikopo ya nyumba kwa kutumia dhamana ya michango yake kama ilivyoelezwa kwenye Sheria ya SSRA kipengele cha 38.
4. Marekebisho hayo kuhusu kuzuia mafao ya kujitoa yamefanyika ili kutimiza lengo na madhumuni ya hifadhi ya jamii ambayo ni kuhakikisha kuwa mwanachama anapostaafu anapata mafao bora yatakayomwezesha kumudu maisha ya uzeeni wakati ambapo nguvu ya kufanya kazi tayari imeshamwishia. Mafao ya kujitoa yanapunguza na hata kuondoa kabisa kinga ya mfanyakazi pale anapoumia kazini au anapofika uzeeni.
5. Tunawaomba muwaelimishe wafanyakazi umuhimu na madhumuni ya mafao ya hifadhi ya jamii. Hifadhi ya jamii ni nyenzo mahususi iliyowekwa kuwasaidia

wafanyakazi kuendesha maisha yao wakati wanapokuwa wameishastaafu tayari. Umasikini wa kipato wakati wa uzee ni mojawapo ya changamoto ngumu kukabiliana nazo kwa mtu mmoja mmoja na taifa kwa ujumla. Tunawasihi tena muelimishe wafanyakazi kuhusu jambo hili. Tafadhali msisite kuwasiliana na Mamlaka pale ufafanuzi zaidi utakapohitajika
6. Kwa kuwa marekebisho hayo yamesainiwa na kuanza kutumika rasmi kama sheria, mafao ya kujitoa hayawezi kutolewa tena na wafanyakazi watakaoacha kazi kwa sababu ya marekebisho ya kipengele hicho watakuwa hawajaijitendea haki wao wenyewe na pia itakuwa ni kunyume cha Sheria. Mamlaka inaandaa kanuni za mafao ambayo lengo lake ni kuboresha maslahi ya wanachama, kanuni hizo zitajadiliwa na wadau wakiwemo vyama vya wafanyakazi na waajiri ili kupata maoni yao.
7. Tafadhali muwaelimishe wafanyakazi kwamba pamoja na kuzuia fao la kujitoa, mafao mengine ambayo ni muhimu kwa sekta ya Madini yataendelea kutolewa kama kawaida. Mafao hayo ni Kama vile kuumia kazini pamoja na fao la ulemavu
8. Tumesikia kwamba tayari kuna hofu imejijenga kwa wanachama kuhusiana na fao la kujitoa. Ikumbukwe kwamba baadhi ya Mifuko ilikuwa inatoa fao hilo kinyume cha Sheria kwani katika Sheria zao hakuna fao la kujitoa. Tunapenda kusisitiza kwamba wanachama wawe watulivu wakisubiri miongozo.
9. Tunapenda kuwahakikishia kwamba katika hili maslahi ya wanachama yatalindwa na hakuna mwanachama atakayepunjika kutokana na utaratibu huo. Mamlaka imepanga kutembelea wafanyakazi wa sekta ya madini katika juma la kwanza la mwezi Agosti 2012 ili kutoa ufafanuzi zaidi kwa wanachama wote.
