Kaka umeandika vizuri sana, lakini kumbuka kuna sehemu tuliongea kuhusu maendeleo na kujali haki na utu wa binadamu.
Maendeleo uyasemayo vyombo vya habari hayavioni kwenye jicho lako ila katika jicho lao.
Nawao hawayakatai ila wanakataa amaendeleo hayo kuja na udhalilishaji wa kiutu.

Nilitamani sana Makonda wakutane nje ya hadhara na kujifungia huko, wakajitengenezea heshimima zao, wakaja na tamko moja la kuonyesha wanaheshimiana katika majukumu na utu wao.

Ni halali kuanzia mbali kwa sababu huenda shida ilianzia huko. Sikumbuki ni mwaka gani, vijana wenzangu wanaweza kukumbusha. Serikali ilipopandisha kodi kwenye mazao ya karatasi kutoka Mgololo Iringa. Wamiliki wa magazeti walilalamika sana. Walisema itakuwa ngumu kuchapisha magazeti maana yatapanda bei na wananchi hawatayanunua. Kukoleza mambo wakati huo serikali ilielekeza matangazo yake ambayo hulipiwa kwa magazeti ambayo yenyewe wakati huo iliyaona rafiki.
 
Magazeti yalipanda bei (nadhani kutoka sh 100 mpaka 200). Habari zinazohusu maendeleo ya nchi yakapungua na sijui niseme magazeti yakaanza kuandika mambo kishabiki. Bei za magazeti zilianza kutofautiana na nadhani kwa sababu hiyo kuna magazeti yaliyokufa. Sikumbuki kama jambo hili lilisawazishwa au la.
Lakini si jambo la kificho kuwa ili serikali iweze kuwasiliana na wananchi wake lazima ipitie kwenye vyombo vya habari. Kwa sababu hiyo:
1)      Vyombo vya habari vinahitaji kujua wajibu wake, kujiheshimu na kutimiza majukumu yake la ili taifa lisiingie 'gizani' mchana ukiwaka.
2)      Vyombo vya habari vikijikinai vinaweza kujidharaulisha machoni pa jamii na kutengwa; vikajikuta havina maana. Itakuwa hivyo vitakapoanza kujiingiza katika ushabiki usio sahihi katika mambo yaliyopo na kuachana na malengo sahihi yaliyopo.
3)      Serikali inao wajibu wa kuhakikisha vyombo vya habari vina mazingira mazuri ya kufanyia kazi kwa mfano kama kuna mahala serikali inahitaji kuangalia uwezekano wa kupunguza kodi ni pamoja na raslimali zinazotumiwa na vyombo vya habari kama mitambo ya chapishaji, makaratasi na usafirishaji.
Mambo hayo matatu yanaweza kuhakikisha wananchi wanapata habari kikamilifu au kwa shida kidogo. Hadi sasa kuna mahala magazeti hayafiki maana hakufikiki kirahisi.
 
Taifa linao mpango wa maendeleo wa myaka ishirini na tano. Kama nakumbuka vizuri unakamilika 2025. Inatarajiwa ifikapo mwaka huo uchumi wa mtanzania uwe ni uchumi wa kati. Moja kati ya njia kuu za kutufikisha huko ni kukiboresha kilimo chetu. Hata kama watanzania asilimia 70 wataendelea kutegemea kilimo lakini wakulima watapungua kwa sababu badala ya ekari ya mahindi kutoa gunia nane za sasa wakati huo itatoa ishirini na tano. Jingine la kututoa ni kuugeuza uchumi wetu ukawa wa viwanda. Serikali inachukua hatua kadhaa kutekeleza azma hiyo. Serikali ikipanga, bila vyombo vya habari kuhabarisha mpango huu hauwezi kufikiwa.
 
Vyombo vya habari vilipohamasishana kumsusia Mkuu wa Mkoa wa Dar Es salaam nilijaribu kuangalia jambo lenyewe jinsi lilivyoanza na lilipofika nikahisi lazima vyombo vya habari vitaondoa "vikwazo" vyake kwa Makonda kimya kimya. Nadhani niliandika hivyo humu. Nilikuwa na sabau na ninazo hadi sasa.
Ukiangalia kosa lake huoni makosa ya kibinadamu la Makonda kumlazimu kuviangukia vyombo hivyo. Tena Japo Makonda anavihitaji vyombo hivyo lakini vinaweza kumhitaji wakati yeye anaendelea kufanya kazi bila kuvifuata. Mfano: Akipeleka msaada wa vitabu vya shule katika shule Fulani wanafunzi hao watavipata bila kutumia vyombo hivyo. Japo Makonda angetaka jamii nyingine ijue, lakini vyombo vya habari vinataka zaidi kuliko yeye. Sisemi mkuu wa Mkoa havihitaji vyombo vya habari, la! Ila katika kutimiza malengo yetu kama taifa Makonda anaweza kutimiza wajibu wake Dar es salaam bila kunukuliwa na vyombo hivi lakini vyenyewe havitachangia malengo haya bila kumuandika.
Mfano wa wazi ni kupindi kilichotoka kituo cha Channel Ten kikiwa na Mada: Mwisho wa Makonda.
A)           Kumbe Makonda anaandaa magari mazuri ya polisi ambayo yatasaidia askari wetu kufanya Doria kisayansi.
B)            Kumbe si muda mrefu askari wa patrol Dar Es salaam watakuwa wanatumia baiskeli na hawatabeba bunduki kubwa!
C)            Kumbe Makonda amekusanya fedha anajenga hospitali na akina mama watakuwa hawarundikani tena mawodini zikikamilika hospitali hizo!
D)           Kumbe hakuna mpango wa kupita nyumba kwa nyumba kuwasaka wasio na kazi kwa sababu watu wengi wanaokuja huja kutafuta kazi Dar na hao ni wateja wa hoteli na mama ntilie wa Makonda.
Haya yote Makonda ameyafanya. Wananchi hawayajui. Kutoyajua kunatokana na kutotangazwa na vyombo vya habari kwa sababu Makonda hanukuliwi. Wananchi ambao vyombo vya habari havikuwalenga ndio walioumia. Wakuu wa mikoa mingine na wilaya nyingine, hata mawaziri ambao wangeweza kujifunza ni waathirika wakubwa lakini so makonda. Vyombo vya habari vya Tanzania? Vina tofauti gani na Yule mama aliyeamua kutupa simu yake kwa sababu imeishiwa muda wa maongezi? Ingekuwa BBC au CGTN ningeelewa. Albert Kilala anahitimisha kwa kusema Mwisho wa Makonda ina maana ni mwisho wa kumsusia.
 
Naandika makala haya tarehe 28 July 2017. Jana kuna mambo mengi yametokea. Nitasema machache:
1)            Mkuu wa Mkoa wa Dar Es salaam ametoa Kompyuta kwa idara ya ardhi ambayo itazitumia kurahisisha upimaji wa ardhi na wananchi watakuwa wakipata hati ndani ya kipindi kifupi
2)            Rais ameagiza uongozi wa Mkoa wa Morogoro kutowabughudhi wamachinga mpaka utaratibu utakapokuwa umewekwa.
3)            Mbunge wa Singida Mashariki amepata dhamana baada ya kukaa ndani siku nane.
4)            Tume ya uchaguzi imeteua wabunge wa viti maalum muda mfupi baada ya Spika wa Bunge kutangaza nafasi za wabunge toka chama cha wananchi CUF  kuwa wazi.
 
Magazeti ya leo yalibeba vichwa vya habari vya namba mbili na tatu hapo juu (yaani ya kudhaminiwa kwa Lisu na NEC 'kuivuruga' CUF; na mambo mengine ambayo ukiyaangalia ndani yake kuna ugomvi. Lakini mambo mawili ya kwanza ambayo ukiyapina yanatimiza mpango wa maendeleo wa myaka ishirini na tano ama hayakuandikwa kabisa ama yalipata umuhimu mdogo katika magazeti yetu leo.
 
Lakini pia jana wakati Lisu yuko mahakamani wingi wa vyombo vya habari ulikuwa unatisha wakati kwa Makonda kulikuwa na waandishi wachache sana. Kama shida ni usafiri nani aligarimia waandishi kwenda mahakamani na wasiende kwa Makonda, katika matukio yote yakiwa Dar Es salaam? Kwa nini vyombo vyetu vya habari vinashabikia misuguano? Mbona katika mpango wa maendeleo hakuna kipengele kinachoshabikia ugomvi? Je! Vyombo vya habari vilihabarishwa kuhusu mpango huo na wajibu wake?
Ninaamini kuwa kuanzia wamiliki wa vyombo, wahariri wa vyombo hivyo na waandishi wa habari ipo haja ya kujipima upya na kutafuta nini nafasi ya vyombo hivyo katika mipango ya taifa letu. Kinyume chake vikipuuzwa; vitapuuzika kweli.

[wanabidii] MOBILE BROADBAND SUBSCRIPTIONS ON TRACK TO HIT 4.3 BILLION IN 2017 – UN REPORT


Mobile broadband subscriptions are expected to reach 4.3 billion globally by the end of 2017, according to a new report released by the United Nations telecommunications agency. 

New data from the International Telecommunication Union (ITU) also show that 48 per cent of the world's population now uses the Internet. The proportion is 71 per cent for the group of young people aged 15-24. 

"ITU's ICT Facts and Figures 2017 shows that great strides are being made in expanding Internet access through the increased availability of broadband networks," said ITU Secretary-General Houlin Zhao in a press release. 

"Digital connectivity plays a critical role in bettering lives, as it opens the door to unprecedented knowledge, employment and financial opportunities for billions of people worldwide," he added. 

Of the 830 million young people online worldwide, 320 million, or 39 per cent, are in China and India, the report finds. 

Youth at forefront of Internet adoption 

In the least developed countries (LDCs), 35 per cent of the individuals using the Internet are young people aged 15-24, compared with 13 per cent in developed countries and 23 per cent globally. 

In developed countries, 94 per cent of the youth population uses the Internet, while the proportion is 67 per cent in developing countries and only 30 per cent in LCDs. 

The report also reveals that mobile broadband subscriptions have grown more than 20 per cent globally in each of the last five years. 

Between 2012 and 2017, the LDCs saw the highest growth-rate of mobile broadband subscriptions. However, the number of mobile subscriptions per 100 inhabitants in these countries remained the lowest, at 23 per cent. 

The number of fixed-broadband subscriptions has increased by nine per cent annually in the last five years. 

There has been an increase in high-speed fixed broadband subscriptions parallel to the growth in the number of fibre connections. Most of the increase in high-speed fixed broadband subscriptions in developing countries can be attributed to China, which accounts for 80 per cent of all fixed-broadband subscriptions at 10 Mbit/s or above in the developing world. 

Mobile broadband prices, as a percentage of gross national income per capita, dropped by half between 2013 and 2016. 

Mobile broadband is more affordable than fixed broadband in most developing countries. 

Digital gender divide 

While the Internet user gender gap has narrowed in most regions since 2013, the proportion of men using the Internet remains slightly higher than the proportion of women using the Internet in two-thirds of countries worldwide. 

In 2017, the global Internet penetration rate for men stands at 50.9 per cent compared to 44.9 percent for women. 

In the Americas, the number of women using the Internet is higher than that of men. 

ICTs for sustainable development 

The report demonstrates that ICTs continue to play an increasingly critical role in achieving the global Sustainable Development Goals (SDGs). 

"ICTs continue to be a key enabler of economic and social development, bridging the digital divide and fostering an inclusive digital economy," ITU Telecommunication Development Bureau Director Brahima Sanou. 

The World Telecommunication Development Conference 2017 will take place 9 to 20 October in Buenos Aires, Argentina, under the theme 'ICT for Sustainable Development Goals.'
