[wanabidii] How teachers in Africa are failed by mobile learning

You've no doubt heard of the mobile phone revolution sweeping Sub-Saharan Africa — perhaps mobile money transfer, or mHealth. The hope is that mobile technologies will transform lives by improving health, education, finance and women's position in society.

When was the last time you heard the voice of teachers from Sub-Saharan Africa extolling the virtues of mobile phones in education? My concern is that some people use the problems with education systems to justify excluding teachers from the design and development of mobile learning interventions. Teachers' voices are marginalised. And mobile operators association GSMA (to take just one example) characterises the teaching profession in a way that divorces it from progress and innovation.

[wanabidii] Trends in Telecommunication Reform 2013: Transnational aspects of regulation in a networked society

The annual Trends in Telecommunication Reform publications are a key part of the dialogue with the world's information and communications technology (ICT) policy-makers and regulators to ensure that all citizens can safely benefit from innovations taking place in the market leading to new applications, services and businesses opportunities brought by a converged digital environment.

The 13th edition will examine transnational aspects of regulation in a networked society and provide a sound understanding of the digital ecosystem in place and the role of regulation. To fully participate in today's networked society and be part of tomorrow's hyper-connected digital world, policy makers and regulators need to adopt and implement appropriate policies and means to further safe digital opportunities and inclusion of all. Implementing their digital strategies requires them to cooperate on national, regional and global scales to understand the changes taking place in the market, and adopt innovative regulatory measures and tools.

[wanabidii] Citizen Engagement in Public Policy Making Process in Africa: The Case of Botswana

This article is a documentary and historical analysis of the experience of Botswana in citizen engagement in the public policy making process before and during the administration of President Festus Mogae that ended in April 2008. Public policy making in many African countries has long been dominated by a 'top-down approach' which is a hangover from either the long period of military dictatorship in many of the countries or from the authoritarian one-party system in some of them.

Many existing participatory mechanisms only provide symbolic forms of participation. However, Botswana to a large extent is an exception as decentralized planning is a priority in the governance process with its citizen engagement process rooted in the consultative framework of traditional 'kgotla' democratic system of governance. Although active participative form of citizen engagement is yet to be fully achieved, Botswana's existing citizen engagement mechanisms are no doubt a model for other African countries to emulate.

Wako  watu wasaliti katika vya  upinzani nchini. Wamepenyezwa kimkakati  na watawala na wanatumika kimkakati  wakati husika. Lengo ni kudhoofisa upinzani  ili ukose nguvu na hivyo kudhoofisha  sauti na nguvu ya umma katika kuwabana watawala kuwajibika kwa wananchi.

 Huyu  hakuwa  mpigania nchi  na wananchi bali afisa usalama wa maslahi ya watawala.  Ni bora kaondoka.  Eti aliingiza wanachama 600. Nina uhakika  CHADEMA ikimpata mpigania nchi na wananchi wa uhakika kuchukua nafasi yake, muda mfupi ujao chama hicho kinaweza kitapata wanachama elfu sita (6,000) na zaidi kutoka eneo hilo.

Tunahitaji upinzani imara kuharakisha maendeleo nchini  na joto  la upinzani wa kweli ni lazima liwaondoe wasaliti. Tusubiri  wasaliti wengi wataondoka katika vyama vyote makini vya upinzani na wapambanaji wa kweli msikate tamaa iwe mvua ya mawe au jua kali, maana hakuna kitu chema kinachopatikana kirahisi.

 Nawapongeza wote mnaopigania maslahi ya walio wengi katika nchi yetu. Juhudi zenu, uvumilivu wenu na kujitoa kwenu kwa ajili ya taifa hili hakutakuwa bure. Mungu awalinde na kuwabariki sana.

[wanabidii] Doubling Digital Opportunities: Enhancing the Inclusion of Women & Girls in the Information Society

This Report studies the role that ICTs and the Internet can play in advancing gender equality agendas, including equal access to new technologies by women and girls. It examines the central question of how access to the Internet and ICTs can help redress some of the inequalities women and girls face in their everyday lives, and whether inequalities in access to the Internet, and the types of content available online, are in fact reinforcing social attitudes towards women. Issues in fact extend far beyond basic access, including the availability of relevant content and the participation of women in public policy-making processes. The Report explores measures of inequality in access to ICTs, the importance of ICTs in educating and shaping the aspirations and hopes of the next generation of women and girls, and the implications of lack of access to ICTs by girls and women.

[wanabidii] EU Anti Corruption Report 2014

This Report provides an analysis of corruption within the EU's Member States and of the steps taken to prevent and fight it. It aims to launch a debate involving the Commission, Member States, the European Parliament and other stakeholders, to assist the anti-corruption work and to identify ways in which the European dimension can help.

In line with international legal instruments, this report defines corruption in a broad sense as any 'abuse of power for private gain'. It therefore covers specific acts of corruption and those measures that Member States take specifically to prevent or punish corrupt acts as defined by the law, and also mentions a range of areas and measures which impact on the risk of corruption occurring and on the capacity to control it.

The report focuses on selected key issues of particular relevance to each Member State. It describes good practices as well as weaknesses, and identifies steps which will allow Member States to address corruption more effectively. The Commission recognises that some of these issues are solely national competence. It is, however, in the Union's common interest to ensure that all Member States have efficient anti-corruption policies and that the EU supports the Member States in pursuing this work. The report therefore seeks to promote high anticorruption standards across the EU. By highlighting problems – as well as good practices – found inside the EU, the report also lends credibility to the EU's efforts to promote anticorruption standards elsewhere.
