Incase of Oduor's referenced story, yes, he either can report at Mombasa
or in Kisumu. Here we have two points of reference.
With Oburus situation, he did his press conference in Kisumu in Bondo, why
should he go to Nairobi? Those present at the venue, how would they travel
to Nairobi to defend the case as witnesses. Why such an expense on taxpayer,
even if the police must coordinate amongst themselves, it is still expensive
in terms of phone calls and time constraint, is it necessary really.....?
Situations such as referenced by Maurice, happen but very rare and must
have good reason why someone has to go out of the scene of events.
Again, I see Dr. Oburu engaging Drama and theatre to capture National media,
still they must take their Drama and theatre back to Bondo. Let them face
reality ........ Well, the CID did well to refer them back to Bondo or Ksm.

Judy,
Kenya has not changed at all despite the new
constitution being in place. We have the institutions yes
but they are staffed by incompetent people.
If I'm kidnapped in Kisumu and I finally get
released in Mombasa, I should be able to report that
kidnapping at a police station in Mombasa. I don't have
to go back to report it in Kisumu where I was kidnapped. The
Police should then coordinate among themselves to
investigate the matter.
Where Oburu made the announcement is not
relevant. He should be able to report this at any police
station in Kenya.

think, this was asking for too much.
Good learned ppoliticians should refrain from over-taxing
public with much-ado-
about nothing, when people expect them to deliver public
services. This is a
show of failure and they are people who should not waste
public valuable time.
It is important that, Political Leaders beware, people's
interest comes first.
This is where, people must begin to engage demanding that,
things must be done
responsibly and effectively........those without records of
good return should
be sent packing for retirement. Such people should engage
in their political
personalities at the luxury of their homes and not at the
expense of taxpayer.

CID refers Oburu to Bondo to record statement on
assasination claims

NAIROBI, KENYA: Police in Nairobi have dramatically declined
to record a statement from Nominated MP Oburu Oginga
regarding assassination claims against his younger brother,
former Prime Minister Raila Odinga.
Instead, officers at CID headquarters told Oginga, who has
sensationally accused some East African Community leaders of
plotting to assassinate Odinga for undermining them, to go
and make the statement at his Bondo home.
Oginga had arrived at CID headquarters ready to give what he
termed as crucial information of the claims Wednesday
morning when the director in charge of investigations Samuel
Nyabengi told him they would not take it.
"This is the kind of attitude that police and the
government have towards such serious issues. I am
frustrated. How can they tell me to go to a small CID office
to make a statement there with such heavy plot?" posed
Oginga.
Nyabengi is said to have informed the officers he was
instructed by CID boss Ndegwa Muhoro to refer them to either
Siaya or Bondo CID offices.
Oginga was accompanied by his lawyers Harun Ndubi and
Anthony Oluoch. They argued at Nyabengi’s office for
long but he declined to take the â€Å“volunteered
information".
Also present was Homabay Senator Otieno Kajwang,
Siaya’s James Orengo, MPs Tom Kajwang, Peter Kaluma,
Timothy Bosire and David Ochieng.
Orengo castigated the officers for refusing to take the
statement saying it is their responsibility to take
information because it involves someone’s life.
"Imagine if they are treating us this way what of the
common man with crucial information? We still have a long
way to go but it is unfortunate."
Ndubi said security matters are not devolved and there was
no rationale for the officers to decline to take the
statement.
"Police are obliged to take a statement from anyone
with crucial information. They are politicizing very serious
matters that are crucial and we are not going to be
intimidated,†said Ndubi.
He said they read mischief in the development of the threats
to the former PM and urged Muhoro to stop playing politics
and take issues seriously.
Ndubi said they will not relent on the matter and will wait
to be summoned to give what he termed as very crucial
information on the assassination claims.
Nyabengi declined to explain the reasons for declining to
take the statement saying it was beyond him.
Wednesday, Oginga insisted his claims were valid and
demanded that the security of Raila who is his younger
brother be enhanced.
â€Å“They should first investigate the claims I am making
and if they think they are hogwash they can rest the case. I
am being a good citizen to offer information that will be
useful to their investigations,†he said.
Raila is currently on a two-month tour of the US. Oginga
said he had informed Raila on the same.
