Alimtazama mwanaye Baraka (6) aliyening'iniza mkono wa kulia huku akilia kwa maumivu baada ya kukatwa kitanga cha mkono na 'watu wasiojulikana' wanaosaka utajiri, kwa sababu yeye ni albino na wanadai viungo vyake ni 'dili'.

Kwa Prisca, kuzaa watoto wenye albinism inaonekana ni majanga kwake na kizazi chake, hasa katika kipindi ambacho matukio ya mauaji, kutekwa nyara na kukatwa viungo vya albino yameshamiri Tanzania na Afrika Mashariki na Kati.

Anajaribu kukumbuka tukio hilo la usiku wa Jumamosi, Machi 7, 2015 alivyonusurika kufa yeye na mwanaye Baraka.

"Nilikuwa natoka nje kwenda kujisaidia, sijui ilikuwa saa ngapi kwa sababu sikuwa na saa, nje juu ya mlango tuliweka taa ya Mchina ya solar ambayo ilikuwa inaangaza, hivyo sikuwa na hofu," ndivyo anavyoanza kumsimulia mwandishi wa makala haya wakati alipokuwa amelazwa kwenye Hospitali ya Rufaa ya Mbeya.

Anasema ghafla tu alipofika mlangoni akashtuka kuona mtu akija mbio, akaipiga taa na kuivunja, kukawa giza.

"Nikajua huyu hakuwa mwema, hivyo nikajiandaa kupambana naye, alikuwa mwanamume mwenye nguvu kunishinda, lakini nilimdhibiti kwa sababu alitaka kuingia ndani kwa nguvu nami sikutaka kwa sababu wanangu walikuwa wamelala chini angeweza kuwaumiza.

"Mara nikasikia kitu kikinipiga kichwani pa! Nikaanguka na kupoteza fahamu. Nilipozinduka nikamwona mwanangu Baraka analia, kitanga cha mkono kimekatwa." Akaongeza: "Natamani watu wanaofanya mambo haya wauawe hadharani."

Anasema, mumewe Cosmas Yoramu Songoloka hakuwepo kwani alikuwa ameaga tangu mchana kwamba anakwenda kilabuni kunywa pombe, na mpaka majira hayo hakujua kama alikuwa kilabuni ama alikwenda kwa mke mdogo ingawa haikuwa zamu yake.

Baraka Cosmas Yoramu alikatwa kitanga cha mkono wa kulia na watu 'wasiojulikana' Machi 7, 2015 majira ya saa 2 usiku kwa imani za kujipatia utajiri wa kishirikina.

Jitihada za kupata tiba katika kituo cha afya Kamsamba wilayani Sumbawanga zilishindikana, hivyo kukimbizwa katika Hospitali ya Rufaa Mbeya.

Prisca anasema, pamoja na ujauzito aliokuwa nao wakati huo, lakini hakuhisi chochote zaidi ya kuwalinda wanawe, zawadi pekee aliyopewa na Mwenyezi Mungu.

"Nimehangaika na mimba zao kwa nyakati tofauti, sikuwa tayari kuona wanapata madhara, ndiyo maana niliisahau hata hali yangu nikaamua kupambana," anasema.

Maumivu ya jeraha lake la kichwani alilopata kwa kupigwa na 'kitu kizito' yalionekana siyo kitu kwa wakati huo, kwa sababu binti yake Lucia (3) ambaye ana albinism pia alikuwa anamsumbua hospitalini, na kwa umri wake, alikuwa hajui kinachoendelea.

Lakini kubwa zaidi ni kwamba, mwanaye mchanga wa kiume aliye albino, ambaye ndiyo kwanza alikuwa ametoka kujifungua, naye alikuwa analia akitaka kunyonya.

Sasa anao watoto watatu wenye albinism kati ya wanne, akiwemo huyo mdogo ambaye kwa sasa ametimiza mwaka mmoja na nusu tangu alipozaliwa Aprili 2015 kwenye Hospitali ya Rufaa Mbeya wakati akiuguza jeraha lake kichwani pamoja na kumuuguza mwanaye Baraka jeraha la mkono.

Bi. Prisca alifikishwa hospitalini hapo Machi 8, 2015 huku akiwa amembeba mwanaye Lucia na mimba ya miezi karibu nane ikiwa imemuelemea.

"Nisingeweza kumwacha Lucia kule porini kwa sababu watu wabaya wangeweza kumjia," alisema.

Mtoto wake mkubwa, Shukuru (8), alimwacha kijijini huku mumewe Cosmas akiwa mahabusu kuhusiana na tukio hilo.

Mwandishi wa makala haya, ambaye amefanya utafiti wa mauaji ya albino kwa miezi nane mfululizo, alipiga kambi mjini Sumbawanga kwa takriban miezi miwili na kushuhudia maofisa wa polisi walivyowakamata wahusika wa tukio hilo, akiwemo Sajenti Kalinga Malonji, 'tajiri' ambaye ndiye aliyepelekewa kiganja hicho na kuahidi kuwapatia wenzake mamilioni ya fedha.

Dear Dr Ipuge,

Thanks very much for that information. As you said very well we would be ahead if we stayed the course! Unfortunately, there has been no methodology so far to measure how far we have been off course! We continue as if we have no sense of direction which was already set by the Arusha Declaration. Every wind that blows carries us away from the intended direction! I hope the idea of a study group on the Arusha Declaration will re-kindle the hopes!

One important aspect is that the Arusha declaration contained the first national health which had clear targets for the health and status of the country as well as service provision. It define how far someone should walk for health services at a health facility, promoted community health and defined type of health workers needed and the referal system. 

It also provided the blue print for Primary health care almost a decade before the Alma Ata declaration for primary health care.

The National Health Policy as a stand alone document wa written in 1970.

We are where we are because of the Arusha Declaration and we would have been very far ahead if we had stayed the course.

On the 5th of February, 2017 will be the 50th anniversary of the Arusha Declaration. In my research activities and presenting papers here and there in Africa (in at least 10 African countries, both Eastern, Western and Southern), I have always been asked about the Arusha Declaration.

I was in Brazil and Venezuela recently and I met scholars who are interested in the Declaration. Interestingly, these scholars are of African origins! This has moved me to organize a study group on 'Re-Reading of Arusha Declaration 50 Years After, and Its Implications for Africa's 2063 Agenda'.

Kindly indicate interest by responding to this e-mail so that I make the necessary preparations as already indicate last year.

The Africa Agenda 2063 needs a new standard of measurement. Until now all sorts of Euro-centric metrics have been used to measure Africa in terms of various dimensions and aspects.

I am currently preparing a paper on what I call 'Afrometrics', the African science of self-measurement and self- management, based on Mwalimu Nyerere's philosophy of Self-Reliance. If you are interested kindly let me know so that, with sufficient number, I can organize a conference at which I will present my ideas.
