Ifakara Health Institute (IHI) is one of Africa's most eminent health research organizations. With a history of more than 50 years, IHI is an independent, non-profit organization, registered in Tanzania and led by Tanzanians. IHI conducts a wide range of health-related research, including biomedical and environmental studies, trials of drugs, vaccines and diagnostics, health-systems research, and monitoring and evaluation.

1. DEPUTY CHIEF EXECUTIVE DIRECTOR

POSITION SUMMARY:
S/he reports to the Chief Executive Director. 
The Deputy Chief Executive Director will be a primary assistant to the CED, s/he will responsible to oversee the implementation of the IHI Strategy across the organization ensuring that agreed objectives are implemented and achieved within the timeline while providing day to day guidance, coaching and support to the Management

DUTY STATION: DAR ES SALAAM
Key Responsibilities 

·         Supervises the implementation of the Strategic Planning for all Division in the Directorate 

·         Assist Chief Executive Director to develop departmental objectives that are in line with the Institute objectives and ensure clarity of roles across Directorate. 

·         Guide the update and implementation of the Strategic Planning 2013 -2018 and day to day running of the organization 

·         Assist the CED in preparation and conducting of the MC meeting ( setting agendas, recording and Monitor implementation of the agreed action plan) 

·         Provide guidance and management support to the Chief Finance Office to ensure timely submission of financial reports to the CED, consolidation of the yearly budget and financial planning for the strategic period and monitoring of liquidity planning and prioritize cash flow transaction. 

·         Support the implementation of IFRS and the integration of project accounting into IHI accounts. 

·         Assist in designing and implementation of new project controlling procedure and tools to ensure financial compliance is maintained for donor and grantor funds 

·         Treasury & Working Capital Management - authorization of weekly electronic and manual payments, liaison with bankers, managing foreign exchange requirements. 

·         Work closely with the CHRO to review and ensure reinforcement of the HR policies and procedures and staff development plans, training plan, scheme of services, salary and remunerations scheme. 

·         Support the implementation of the cultural change and performance management 

·         Oversee the development, documentation and communication of policies and procedures for all areas of operations. 

·         Provide support and guidance to ensure implementation of research action plans and reporting to the donors. 

·         Enforce the compliance of procurement procedures. 

·         Supervise the execution and results of OPEX. 

·         Provide guidance/ advice on the best management practices for the Branch Offices 


Qualifications and experience 

·         MBA Corporate Management / or related field with extensive experience in Senior Management position for not less than 12 years commercial sector experience will be an added advantage. 

·         Qualified CPA (T) ACCA, CIMA or ACA will be an added advantage. 

·         Experience in project and change management. 

·         Understand of Sciences Research and Development procedures is Key. 

·         Staff management experience and extensive experience of Resources management. 

·         Knowledge of legal and personnel issues. 

·         IT literacy.

2. CHIEF FINANCE OFFICER 

POSITION SUMMARY Reporting to the Chief Executive Director and supervising the accounting managers; CFO will be responsible for the management for the all finance units in the organization and for providing accurate and reliable finance management information for management decision making and oversee all accounting operations and controls within the organization. 

DUTY STATION: DAR ES SALAAM 
Key Responsibilities 

·         Developing, maintaining and keeping custody of all finance and accounting records as well as monitoring quality of bookkeeping; 

·         Proactively monitor consolidated budget (i.e., prepare, review, and analyze variance reports reflecting department financial status), prepare financial forecasts, identify and analyze financial problems, and recommend solutions 

·         Ensure accurate, complete & timely financial and management reporting, including monthly management accounts, balance sheet control. 

·         Undertake ad hoc financial analysis from time to time, to assist SMT in evaluating profitability of income streams, and potential for cost efficiencies 

·         Ensure finalization of accounts and submission of the same to external auditors in time. 

·         Leading the preparation and release of financial, accounting, management and statutory reports; 

·         Ensuring accurate and timely administration of all tax and statutory compliance issues including central bank prudential returns, VAT and other taxes; 

·         Cash flow management by ensuring adequate funding, monitoring credit lines, control of suppliers payment, monitoring treasury and expenses against budget, etc; 

·         Developing appropriate mechanisms to control Institute's exposure and enforcing accounting procedures, respecting local regulations; 

·         Over see the implementation of the accounting system and ensure the correct and proper use of the system. 

·         Work with the Deputy Executive Director to restructure accounting unit. This will include conducting job analysis for the group with the help of the HR unit. 

·         Management of Payroll and related statutory payments and returns; 

·         Effectively leading the accounting unit leaders, managing their performance and facilitating their training and development. 

·         Ensure monthly burn rate reports are sent to all project leaders/ unit leader 

·         Maintaining good relations with stakeholders including bankers and Partners etc. 

·         Provide monthly financial status report to Management Committee. 

·         Design suitable internal control measures through clear segregation of duties amongst the finance team. 

Qualifications and experience 

·         Business degree /MBA majoring in Finance /Commerce or Accounting with a professional accounting qualification such as CPA, ACCA, ICMA, CIMA etc. 

·         Director level prior experience in an organization with an annual turnover of above 10 billion. 

·         Registered by NBAA at least at the category of associate ship 


Competences

3. CHIEF OPERATIONS OFFICER 

POSITION SUMMARY Reporting to the Chief Executive Director and serving as a member of the Management Team along with Chief Finance Officer, Chief Knowledge officer and Chief HR Officer, this position's primary responsibility is ensuring organizational effectiveness by providing leadership and day to day management of Branches, business units, facilities and administration through a respectful, constructive and energetic style, guided by the Objectives of IHI. The COO provides the leadership, management and vision necessary to ensure that the IHI has the proper operational controls, administrative and reporting procedures in place to ensure financial strength and operating efficiency. 

Supervises 5 Site Managers - DAR, IFAKARA, BAGAMOYO, RUFIJI, MTWARA 

1 Procurement Manager, 1 Estate Manager, 1 Transport Manager 

DUTY STATION: DAR ES SALAAM 
Key Responsibilities 

·         Ensures the responsibilities, authorities, and accountability of all direct subordinates are defined and understood. 

·         As link between Research and administration the COO will ensure the quality of services provided to the research is of high standard and delivered in a timely fashion manner. 

·         Guides and direct Branches and business units to ensure productivity, cost effectiveness and increased revenue, 

·         Develop strategies for running facilities cost effectively which will also maintain/improve the quality of standards of facilities operations. 

·         Directs the preparation of short-term and long-range plans and budgets for branches, business units, and facilities. 

·         As a member of the budget committee the COO will take part in the preparation of the organization budget and will have responsibility to oversee adherence of the budget for his/her units. 

·         Guides branch managers in preparation of performance objectives and work plans and ensure adherence for the same. 

·         With the support from the Deputy Chief Executive Director the COO will review and improve process, systems and Quarterly evaluates the performance of business units and provide reports to the Chief Executive Director and Provide monthly report of the operations units to the Management. 

·         Ensure intensive capacity building within the whole division; coach and mentor all direct reports effectively operating procedures for Branch Management, Business units and facilities. 


Qualifications and experience 

·         A master's degree, an MBA (Masters in Business Administration) degree, or similar qualifications

4. FUNDRAISING MANAGER 

JOB SUMMARY Reporting to the Chief Finance Officer Fundraising Manger is responsible to ensure that IHI has the financial resources to deliver on its mission s/he play an instrumental role to ensuring that our fundraising strategies and practices are implemented; s/he will do this by working with colleagues across the organization to ensure that challenging fundraising targets are met, that our contractual obligations with donors and Partners are adhered to with strong stewardship of these strategic relations, and that new donors are brought on board. The role coordinates all types of fundraising it works directly alongside colleagues, themselves engaging with donors, to develop compelling proposals, and provide strategic support and direction for Core and projects fundraising. 


Duties and responsibilities

·         Take forward and develop Institute wide fundraising strategy and work plan including tactics for raising unrestricted income. 

·         Advice and Assist CFO and Thematic group leaders in devising and implementing fundraising strategies for their projects and review their implementation on regular basis. 

·         Assist all team in planning, writing and editing funding proposals to comply with IHI fundraising guidelines and standards, paying particular attention to or accountabilities and ensuring that application meet donor guidelines. 

·         Develop and improve the effectiveness of the institute wide oversight, monitoring and coordination of fundraising report. 

·         Ensure that up to date information is maintained on all submissions grant funded projects and donors in relevant database and filling systems. 

·         Help improve projects fundraising skills, capacities and system. 

·         Work with CFO, TGs and CRO to ensure that fundraising proposals comply with IHI best practices in Monitoring and evaluation plans. 

·         Provide up to date reports to staff, management and board. 

·         Contribute to IHI and annual planning process having ownership of the fundraising part of the overall process. 

·         Take the lead in developing our capabilities to enter into framework agreements and underlying contracts. 

·         Develop and deepen existing donor relationship, ensuring that IHI maintain effective communication with our donors/partners ensuring that they are updated on our work and achievements. 

·         Keep organization up to date on changing donor priorities and ensure that the new funding opportunities are identified and shared with the team in a timely manner. 

·         Represent the organization in meeting with donor and external events. 

·         Conduct retail fundraising and seek opportunity for partnership with other investors. 

·         Perform all other duties as may be assigned by the CFO.

·         5 - 10 years experience in leadership position, with strong team coordination experience
