[wanabidii] Taarifa ya UN ya Siku ya Makazi Duniani / UN statement on World Habitat Day

MIPANGO NA UBUNIFU ENDELEVU WA UHAMAJI MIJINI: TAARIFA YA DUNIA KUHUSU MAKAZI YA BINADAMU 2013

Kwa zaidi ya nusu karne, nchi zina  uzoefu wa ukuaji wa  haraka wa uchumi mijini  na kuongezeka kwa matumizi ya vyombo vya moto (kama magari, pikipiki n.k). Hii imesababishwa na ukuaji holela wa  miji na mahitaji makubwa kwa ajili ya usafiri wa vyombo vya moto ambao una madhara mbalimbali  kimazingira, kijamii na kiuchumi.

Usafiri wa vyombo vya moto mijini ni chanzo kikubwa cha uzalishaji wa hewa ya ukaa ambayo inasababisha magonjwa kutokana na uchafuzi wa hewa, ajali zisizotarajiwa, msongamano na kelele n.k. Msongamano unaotokana na usafiri usio na 
mifumo endelevu ni wa  gharama kubwa kiuchumi na hauna tija kwa wasafiri  na bidhaa wanazosafirisha.

Changamoto hizi, nyingi tunazikuta katika miji ya nchi zinazoendelea. 

Toleo la mwaka huu la Ripoti ya UN-Habitat ya Makazi ya Binadamu duniani inatoa mwongozo juu ya kuendeleza mifumo endelevu ya usafiri mijini. Ripoti hii pia inaeleza mwenendo,  hali ya mwelekeo na changamoto ya usafiri mijini na duniani kote.

Katika ripoti hiyo umefanyika  uchambuzi wa mahusiano kati ya mfumo wa miji na uhamaji, na unatoa wito kwa ajili ya miji ya kisasa inavyostahili kuwa hapo baadaye. Inaonyesha jukumu la mipango miji katika kuendeleza miji endelevu ambapo usafiri wa umma usiokua wa vyombo vya moto unapendelewa zaidi.

Ripoti inatoa  mapendekezo namna gani taifa, mikoa na serikali za mitaa na wadau wengine wanavyoweza kuweka mipango ya kuboresha na kubuni usafiri endelevu mijini ili kupata nafuu sio kwa usafiri tu, bali pia katika kutoa huduma, kuuza na kununua bidhaa zetu .

Makusudi mazima ya usafiri na uhamaji ni kufika unapotaka kwenda, lakini iwe kwa bei  nafuu na bila kuleta madhara. Ujenzi wa barabara zaidi kwa ajili ya miji ya nchi zenye kipato cha chini ni muhimu sana katika kutafuta suluhu la ufumbuzi wa usafiri endelevu, kwa hiyo ni muhimu sana watu wa  mipango miji kubuni miji itakayo zingatia upatikanaji wa huduma zote sehemu moja, hivyo kupunguza umbali wa kusafiri na kuongeza upatikanaji endelevu wa usafiri mijini.  kwa mfano kama wakazi wa mijini wanaweza kufikia upatikanaji wa huduma wanazohitaji bila kusafiri mbali au kupata huduma hizo kupitia mitandao (mobile phone,online shopping) itasaidia kupunguza changamoto za usafiri mijini. Ubunifu wa miji iliyo mchanganyiko kimatumizi (mixed land use) italazimu halmashauri na serikali za mitaa zijenge miundombinu rafiki na muafaka, zitunge sheria na kanuni za kuhakikisha watu wanaishi na kufanya kazi karibu na maeneo yao.

Uwekezaji katika usafiri endelevu mijini ni muhimu hasa katika nchi zetu zinazoendelea, ambapo idadi kubwa ya watu hawawezi kumudu kulipa nauli inayohitajika kutumia usafiri wa umma, au kununua baiskeli. Wengine wanaweza kumudu njia hii ya usafiri wa gharama nafuu, lakini si chaguo lao kwa sababu mbalimbali, kwa mfano ukosefu wa miundombinu sahihi na usalama wakati wa kuendesha baiskeli.  Uwekezaji katika miundombinu kwa ajili ya vyombo vya moto vilivyo nafuu ( na kukubalika),tukiwa na mifumo mizuri ya barabara usafiri wa umma ni sahihi zaidi (na endelevu) na mwisho wa siku hutumia fedha chache.

Hata hivyo nchi nyingi duniani zinapata matatizo makubwa ya kitaasisi, kisheria na kiutawala zinapotaka kukabiliana na changamoto za uhamaji mijini. Katika kushuhulikia changamoto hizi ripoti inabainisha umuhimu wa kuhusisha wadau wote katika usafiri mijini (kama ngazi zote za serikali, watoa usafiri na waendeshaji, sekta binafsi, asasi za kiraia na watumiaji usafiri) kushiriki katika utawala na maendeleo ya mifumo ya uhamaji mijini.

Ili kuleta ushirikiano wa usafirishaji na sera za maendeleo ya miji ni muhimu kuoanisha usafiri mijini na sera za matumizi ya ardhi [mixed landuse].

Mahitaji ya usafiri mijini ni makubwa kuliko kiwango cha uwekezaji katika mifumo ya usafiri, Naamini ripoti hii itatumika kama mwongozo kwa serikali za mitaa  na wadau wengine katika kukabiliana na  changamoto za mifumo ya usafiri mijini na duniani kote. Mwisho, ripoti hii inatoa ufahamu na mawazo ya kuchochea ni jinsi gani tunaweza kujenga miji ya baadae itakayokua na mifumo endelevu ya usafiri mijini, itaboresha kumfikisha mtu anapotaka kufika na kutoa huduma nzuri kwa wakati mfupi inavyowezekana.

For more than half a century, most countries have experienced rapid urban growth and increased use of motor vehicles. This has led to urban sprawl and even higher demand for motorized travel, with a range of environmental, social and economic consequences. 

Urban transport is a major source of greenhouse gas emissions and a cause of ill-health due to air and noise pollution. The traffic congestion created by unsustainable transportation systems is responsible for significant economic and productivity costs for commuters and goods transporters. 

These challenges are most pronounced in developing country cities. It is here that approximately 90 per cent of global population growth will occur in the coming decades. These cities are already struggling to meet increasing demand for investment in transportation. They must also face the issue of 'transport poverty'. Millions of people are denied the benefits of public or private transport due to cost; persons with disabilities and the elderly are regularly excluded by practicality; and safety is a serious issue for many women, young persons and minorities made vulnerable by faith or ethnicity.

Mobility is not just a question of building wider or longer roads; it is about providing appropriate and efficient systems that serve the most people in the best, most equitable manner. This includes encouraging a transition from car use to trains, buses and bicycles, and bringing more pedestrians onto well-lit sidewalks. 

People need to be able to get to work, school, hospitals and places of recreation safely and quickly. Getting mobility right can regenerate urban centres, boost productivity and make a city attractive for all users – from investors to visitors and residents.

Urban transport is central to sustainable development. On this World Habitat Day let us commit to making our cities and towns accessible to all.
