You're being too kind to Raila. You're accusing him only of the 1982 coup attempt and the PEV. Raila is responsible for all the ills that have befallen Kenya since the 1950s. He's the one who got Kenyatta detained, Dedan Kimathi arrested and hanged. Then he got Kenyatta released again and encouraged Kenyatta to tribalize the civil service, steal 500k acres of land, start detentions, and generally create dictatorship in Kenya. Then he forced Moi to declare Kenya a One-Party State. But that was not enough. Raila then had Moi escalate detentions in the 1980s. But being the deceiptful character that he is, he had himself detained too to fool Kenyans. When Kenyans were tired of Raila's tricks, Raila allowed Moi to announce a return to multi-partyism. But then, Raila immediately started Tribal Clashes in RV. He tricked and fooled Kales to harass and slaughter Kikuyus to get them out of RV. Raila is a bad man.
