Text of report entitled "President Kikwete says Rwanda territory was part of Tanzania" in English by Rwandan news agency RNA

Kigali, 29 May RNA - In yet more shocking revelations, RNA has uncovered a speech made back in 2006, in which President Jakaya Kikwete told an audience in the United States that Rwanda and Burundi were part of Tanzania, and only broke away after World War I.

This speech could explain why President Kikwete`s government has tended to play "big brother" over Rwanda and Burundi at regional and international platforms. Case in point, President Kikwete`s government silently opposed the entry of the two nations into the East African Community (EAC). The Tanzanians had to come on board, when it became apparent that Kenya and Uganda were positive.

Judging from the speech RNA has obtained, President Kikwete`s latest declarations are meant to signal to Rwanda that it owes its existence to its larger neighbour, Tanzania. On the evening of September 25, 2006, President Kikwete gave an address at the African Presidential Archives and Research Centre at Boston University (USA).

President Kikwete had been invited to speak about the evolution of Muslim-Christian relations, using Tanzania as his case. In the speech, President Kikwete also addressed colonialism which he blamed for most of Africa`s ills - including breaking up communities. "Present day mainland Tanzania was defined in 1884 at the Berlin Conference of the Great European powers of the time," explained Kikwete. "It comprised Tanganyika and the present-day nations of Rwanda and Burundi."

RNA landed on the speech while sifting through the archive of President Kikwete`s speeches. To be sure it is not a hoax; RNA verified the speech with reports at the time. Several media covered the speech as well, but the potion on Rwanda was not highlighted.

The President added: "The British inherited Tanganyika from the Germans while Rwanda and Burundi went to the Belgians after the Germans were defeated in the First World War."

Angry at Rwanda`s successes?

Could this feeling of superiority explain President Kikwete`s comments - essentially demanding that the Government in Kigali must sit down for talks with the FDLR rebels, a group that executed the 1994 genocide against Tutsis? The US government has imposed 5m US dollar bounties on its leaders, and labelled it a terrorist organization. The UN blames the FDLR for some of the worst crimes in DR Congo.

For some understanding of how President Kikwete feels about President Kagame and his government, a Ugandan newspaper The Independentgives a rare insight into how fragile Rwanda-Tanzania relations have become. Kikwete`s view of Rwanda is "blurred by internal failures of his government", argues the magazine, in its 22 March 2013 article. "Under him, Tanzania has seen unprecedented corruption and failure to deliver basic services to the people. The situation is not helped when he is constantly reminded of Kagame`s success in the little neighbour, Rwanda."

The magazine goes on to give instances when Tanzania has simply opposed Rwanda`s submissions at international platforms for the sake of simply trying to be on the opposite end of the discussion. As some people have put on social media, President Kikwete`s demands for Kigali-FDLR talks, was long overdue. Perhaps, the Tanzania leader had been waiting for the right moment, which he got at the AU sideline meeting on DRCongo.

So, was Rwanda part of Tanzania?

For decades, it seems, the elite class in Tanzania led by President Jakaya Kikwete is convinced that small Rwanda does not merit international glorification because it was part of Nyerere`s land. Available ancient history books, however, tell us that Rwanda as country emerged back in the 15thcentury, long before all the countries in this region.

Around 1899, Rwanda came under Germany, along with Tanganyika. The Germans indirectly ruled Rwanda during the colonial period. Following World War I, Germany lost all its territories. Rwanda became a part of the League of Nations under Belgium.
