Thank you Laurean. I thought I was the only one. It reminded me of the old days in Std 1 when my lips would get tired while I was reading a newspaper. I would put the paper away and rest my lips for a while and then come back to read some more. My dad would mark 3 stories in the paper for me to read and report the contents to him later. That was his way of training me to be a good reader.

What you have said has some valid point to some extend, but remember that, at some point, people trade-in compromises for the sake of peace and goodwill for mutual relations for common good of all and protect and sustain values, security and with good implementation of policy structure it helps repair possible damages made in the Government system. This is for the sake of shared mutual partnership to boost social welfare, build economic sustainability and securities for progressive agenda and streamline political responsibility situations. Good leadership will compromise on factors that provide for competitive challenges that are mostly fundamental to progressive agenda that are fair sharing in a balance.

 

Kenya will not be the first to engage in compromises, most specifically where Kenyans took upon themselves and made a decision to elect leaders embroiled with legal matters in the International Court....but to some extent, nothing just happens without a good reason when it comes to leadership of a Country……..It is always believed that supernatural powers could have played a role; a blessing in disguise opportunity that will mediate in resolving and repairing damages and effects made during Kibaki/Raila failed rulership.

 

Because of the good results we are witnessing, God may have allowed a situation to happen like it is in Kenya to pave way for Uhuru and Ruto as an alternative to deliver public mandate and engage doing things differently after Kenya dropped into a pit-hole of corruption, graft and impunity which now has produced painful heavy casualties with greater public wealth and resource squander and losses coupled with insecurities from Al-shabaab, Al-Qaeda and Mungiki not forgetting Museveni stealing Migingo with all its resources and expecting Kenya to lullaby.

 

My good people, during the 5 year tenure, a golden chance for Kibaki and Raila to share 50/50 coalition leadership, where Raila as Prime Minister taking Government functionability leadership, things went bazaar. Instead of first things first, they were busy shuttling for irrelevancies that bring no value to Kenyan peoples mandate. Although Vision 2030 with World Bank, IMF, UN Financial Loans for National infrastructures and poverty eradication and for partnership development is a good idea if securely implemented. Instead, Raila was busy in a hurry selling vision 2030 in a lopsided manner insecure manner without even making efforts to pressurize for implementation and enactment of basic protection policies and facilitate structures to provide checks and balances and safeguard securities of public interests first. As a result, responsibilities reared its ugly head and there were too many loopholes that spur impunity and graft which created a wide-berth for excessive corruption. They two principals were not able to put their acts right even with the back-up support of the public giving out hints and advice to do better.

 

This could not be denied that dangerous clauses were cooked under-table and was added into the constitution that attracted "Free Trading" without boarders to benefit "unscrupulous corporate special business interest" who scrambled for potential land grab and pushing many Kenyans out of their land an example where a case of Mr. Calvin Burgess of Dominion Farm in Yala Swamp, the Sykimau forceful evictions including people in Tana River, Lamu, Isiolo, Kwale, Turkana suffered irreparable land loss situation in Land Grabs.

 

These unscrupulous corporate special business Interest did not add value but created untold environmental damages with joblessness and excessive poverty as well as sufferings where food shortage with high prices including basic fundamental needs were beyond normal means. In general, evidences compounded found out that, the Special Business interests abused and violated human rights, but gained opportunity to evade paying of taxes thus robbing the country from engineered "Capital Flights" that were looted from public coffers. These were inflated with unreasonable awards of private contracts paid by the taxpayers; where inclusively huge financial losses in revenues disappeared through off-shoring, pirating with financing of private organized terrorist gangs headed by Kamlesh Pattni and others and others. In other-words, Kenyans are paying in ways and means to be stolen from. They pay expenses of what has been stolen from them….They pay the bills, the burden of renting for thievery to milk them dry. Who will Kibaki and Raila blame if they will not accept responsibilities of failing Kenyans.

 

Maurice Oduor, I dont know why you brought Raila's name in this picture. If Ruto today is seen to engage effectively in the same capacity where Raila was, what made Raila in the past 5 years to fail miserably except "Cry-Baby"…….is Miguna Miguna wrong in most of the things he complained about Raila??? I for one spoke quietly in private to Raila before in many ways even before his father was still alive, he did not bulge…..did he hear??? No…... He became relaxed and begun to add weight……He even became sly and stubborn to effectively support and complete the Reform Accord Agenda mandated for Constitutional implementation and this is where sour grapes between Kibaki/Raila and President Obama began to take toll after President Obama paid in full expenses for the Constitutional Reform for Kenya.

 

Good people, if the going gets tougher, we must find new avenue to reach our destination……..if Uhuru and Ruto proves they are the avenue for us to reach our destination, why cant we support Uhuru and Ruto who are now proving cooperatively to pursue the Reform Agreement to its fruitation and collectively cooperate to build Kenya for common good of all…….

 

The bone of contention is the Reform Accord Agenda to be completed according to public mandate........if Uhuru and Ruto are willing to go the way of the people, I see no reason we all should not support them...... Transformative leadership according to mandate is the progressive Reform which shall collectively move Kenya forward......

 

Good people, there is no harm in giving Uhuru and Ruto a chance to prove themselves after the people decided to put them in office. We must be patient and give them a shot in the game.........

Judy,

Obama is the President of the United States and whatever he chooses to do is what he considers or has been advised is in the interests of the US. There is a good reason why he's skipping Kenya.

Kenya is the native land of his father and for him to leave Kenya out of his itinerary means that there is a serious reason. Uhuru and Ruto are facing some very serious charges at the ICC and I don't think an American President would want to be seen as being chummy with such leaders. Take a simple example: Do you think even a US Senator or Congressman/woman would want to be seen with a simple street drug-dealer? Or a prostitute? Or a petty thief? Then why would they want to be seen with someone charged with crimes against humanity?

I'm very sure Obama is really at pains for not being able to visit Kenya as long as those charges against Uhuru and Ruto are still outstanding. It's embarrassing for Kenya for Obama whose father is a native of Kenya not to come to Kenya but will be in next-door Tanzania. This sends wrong signals to investors and tourists who would otherwise visit Kenya.

But take heart Judy; I believe Obama will visit Kenya before the end of his term. The way the victims and witnesses of PEV are dying off or recanting their stories, it won't be long before the ICC has no case left and is forced to drop the charges. Do you recall that Biwott was found not guilty of any involvement in the Ouko murder? Similarly, Uhuru and Ruto may be found not guilty of any involvement in the PEV.

On a light note, most Kikuyus and Kalenjins believe that Raila is the one who took Uhuru and Ruto to the Hague so maybe it might take just Raila's word for the ICC to drop the charges. Has anyone ever asked Raila to approach the ICC to ask them that he's changed his mind about bringing them there?

Dear President Barack Obama,

Since it was announced that your plan to travel to Africa was going to leave Kenya out of your itinerary, I have thought very deeply about the impact, horror, disappointments and pain many ordinary poor Kenyans will feel. Majority of Kenyans are helpless and hurting about the fact that you will fly-over past Kenya to Tanzania without stopping-by on the soil of your father's land. To see you stop-over and say jambo before you proceed to TZ will give many Kenyans life and this mean the whole world to them. To many, it is more valuable than silver and gold. You may not know it, but the exuberant joy and happiness you will bring to their lives is of no comparison……additional your presence will have a jubilant impact that will leave fond memories lasting for months.

Mr. President, to see such excessive corruption, mis-conduct, lack-of-focus and carelessness coming from people of your father's land, is not pleasant. I take exception and I feel your pain and frustrations........but what you may not know is how people of Kenya love and care for your wellbeing and that, you mean the world to these ordinary old and the young of Kenya. They celebrate you in their own ways and style even when you are not there ....... You became a role-model and mentor to many…… even in their play, Otonglo narrator recently did a play for President Uhuru at State House Mombasa and could not end the play without finishing touches emulating a stint of "the Language spoken by Obama Wuod Alego in the White House" in his play……while others have style up remembering you in their Prayers daily - as all that matter to them is that you and the First Lady and the children are well and in good health and that you continue to be Blessed, protected, guided and strengthened by the Almighty as you dedicate to public services and where the world look up to you.......it is the reason why, as Diaspora Spokesperson for social activism, as a wife, mother and grandmother with family and friends whom I interact with from grassroots in Kenya, I am compelled to intervene after seeing the real pain of them missing you but only seeing you up in the air in your Air-force-One fly above them to Tanzania.

Kindly, stop-over with First Lady Michele along with your entourage and say jambo to the people of Kenya........... For the sake of happiness, peace and unity, and on behalf of the voiceless; today, I humbly request that you forgive the two leaders "President Uhuru and Ruto" for any wrong they may have done and adjust your trip to add Kenya en-route.

Mr President, I do not doubt your disappointment from some unbecoming behaviors of some Kenyans that can truely be upsetting and make someone very angry' but please, I plead that you look back in forgiveness. I have watched how many a times your opponents get under your skin trying to get you irritated and upset; but countless of times you forgave them. Kindly forgive Kenyan leaders hoping that they have learned their lessons and will begin to do things differently as they already started showing in some of reports we begin to read from Kenya.

And on his second day in office, President Uhuru Kenyatta moved swiftly to defuse the tensions between governors and the central government, assuring the county heads of his total commitment to devolution. The President who met governors at State House cautioned that teething problems as devolution is implemented are inevitable.

President Uhuru Kenyatta has told his cabinet secretaries that he wants to run the government like a multinational, sending can an unambiguous warning that he would cut them size if the fail to deliver, in his fist cabinet meeting in Nairobi.
In addition, Kenyatta asked to adopt an open door policy, warning that there was no room to behave like Afghan warlords who had an unimpeded access to power.
Kenyatta thundered:

" You must take charge of your ministries, work as a team and get down to the business of serving the Kenyan people who are anxious to see the Government deliver on its promises. As Cabinet Secretaries you must be accessible to the public. This also applies to staff who works under you. We are all accountable to the people. You are responsible for your docket and staff who works in your ministries must deliver services to the people."

At the meeting attended by his deputy William Ruto, Kenyatta announced that 14 new bills will be published to be tabled in parliament.

"National interest must also come first. I intend to lead you and our country through a transformative journey. That transformation must carry along the majority of our people. We must deal with the agents of corruption and those who seek to enrich themselves at the expense of the country. We should reward genuine hard work and encourage the private sector to grow while at the same time coming up with good and timely interventions that will see the majority of people move from the lower class to the middle class within a generation."

Kenyatta came to power on March 4 after shredding Raila odinga, the faded politician, in bad-tempered polls that were watched my haters from the West.
 
 
 
 
Parliament approves Joseph ole Lenku, Kazungu Kambi as Cabinet Secretaries

Nairobi, Kenya: Parliament has approved the nomination of Joseph ole Lenku and Samuel Kazungu Kambi as Cabinet Secretaries.
Members of the National Assembly unanimously approved the two names, effectively completing President Uhuru KenyattaĂ¢€™s 18-member Cabinet.
The Parliamentary Committee on Appointments had tabled a report in the morning asking the House to approve the names.
The mover of the Motion, Leader of Minority Francis Nyenze said members of the committee unanimously resolved that the two nominees are suitable for their respective jobs.
Lenku was KenyattaĂ¢€™s nominee for the powerful Interior and Coordination of National Government docket while Kambi was the Labour and Social Welfare nominee.
Lenku will oversee the National GovernmentĂ¢€™s presence in counties, Internal State functions and disaster management as well as numerous other commissions, immigration, registration, refugees and several parastatals.
In his address, Nyenze said Parliament had matured since the Leader of Minority can now move such a Motion.
Ă¢€Å“I believe in six months or one year, we will not be debating matters along party lines,Ă¢€ he stated.
Office conflict
Leader of Majority Aden Duale said LenkuĂ¢€™s first assignment should be to bring an amendment to the House to distinguish the duties and roles of the Inspector General and National Police Service Commission.
He said the law should be amended to end conflict involving the two offices.
Dagorreti North MP Simba Arati however opposed the Motion arguing that Lenku was not qualified for the job.
Ă¢€Å“We cannot have a conductor jumping onto a pilot seat. We will have failed completely,Ă¢€ he explained.
However, most members thanked the President for picking Lenku saying he is the right man for the job.
The report said members examined academic qualifications, employment record, professional affiliation, potential conflict of interest, tax compliance, knowledge of the relevant subject and overall suitability for the position.
It said Lenku managed to transform Utalii Hotel which was dependant on Government funding to a profitable venture.
Ă¢€Å“He chaired a team that developed a partnership between Kenya Utalii College and the Kenya Commercial Bank. He was also responsible for hospitality operations at the Kenya School of Monetary Studies,Ă¢€ he said.
The report further noted that Lenku has never been charged in a court of law, has no potential conflict of interest and has fully complied with his tax obligation.
Development
It said Kambi served as an MP for Kaloleni for five years during which he oversaw major development milestones in the constituency.
It noted that Kambi also served as an assistant minister in the ministry of Medical Services and represented the country in various capacities both nationally and internationally.
Ă¢€Å“During his tenure as assistant minister, he facilitated the delivery of government services and addressed issues of concern in the ministry,Ă¢€ it added.
The report further noted that Kambi has never been charged in a court of law, has no potential conflict of interest and has also fully complied with his tax obligation.
Ă¢€Å“He has never been dismissed from office for contravention of the provisions of Article 75 of the Constitution which deals with the conduct of State officers that are adversely mentioned in any investigatory report of Parliament or any Commission of Inquiry,Ă¢€ it added.
Lenku will assume office at a time when police reforms have stalled due to a turf war between the National Police Service Commission and Inspector General of Police, David Kimaiyo.
In his Madaraka Day speech, President Uhuru Kenyatta urged Parliament to speed up the vetting of Lenku following increased cases of insecurity across the country.
The President said security was crucial in attracting investment, lowering the cost of doing business and providing Kenyans with a more secure living and working environment.

Police officers are among criminals terrorising Kenyans, a report released by the Kenya Police Service Wednesday has revealed.
The report also says murder and robbery cases are on the rise. A lot of the crimes involve the use of firearms and ammunition held by criminals.
The report, which compares the first five months of the last three years, says there was a threefold increase in the number of officers reported to have been involved in various crimes. Between January and May 2011, 18 officers were charged with various crimes, but in 2012, only 14 officers were charged. However, the number increased to 48 this year, representing a 243 per cent increase.
Following the increase in the number of errant officers, Inspector-General of Police David Kimaiyo has said that specialised teams like the Special Crime Prevention Unit (SCPU) and crime intelligence personnel will be deployed in affected areas.
The Independent Policing Oversight Authority (Ipoa) and the Internal Affairs Unit of the Police Service are working together to crack down on errant officers in the wake of an increase in armed crimes especially in Nairobi and the surrounding areas.
"Where errant officers are reported, we will not hesitate to take action accordingly," Mr Kimaiyo warned on Wednesday.
The report titled, 'Kenya Police Service Comparative Figures' shows that killings and robberies have increased in the last five months, while there has been a reduction in economic crimes and drug trafficking.
Cases of suicide
Out of 1,294 people killed between January and May this year, 869 were murdered, constituting about 64 per cent of the total number. Police reported 199 cases of suicide and 155 of death by dangerous driving.
However, there was a reduction in cases of stealing, motor vehicle thefts, other offences against persons, criminal damage, break-ins, theft of stock, offences against morality and theft by servant.
There was also a substantial reduction in the number of cases reported to the Ethics and Anti-Corruption commission (EACC) by about 51 per cent, from 7,326 in 2011 to 3,592 in 2012.
The highest number of crimes was reported in the Rift Valley, followed by Central, Nairobi and Eastern. Western, Coast North Eastern and Nyanza recorded significant reduction in crime.
According to the report, gang activities also increased in the period after the general election especially in Bungoma, Busia, Garissa and the Coast.
Most offenders were men although the number of women offenders reported almost doubled, while that of their male counterparts recorded a slight decline between 2011 and last year.

A total of 368 firearms were recovered in 2012 compared to 247 in 2011. There was also a steady decline in the number of ammunition recoveries from 16,388 in 2011 to 12,824 in 2012.
Largest decline
The number of persons reported to the police having committed offences went up in Central, while Nyanza registered the largest decline.
Police attribute the current trend of crime and insecurity to organised gangs, cattle rustling, proliferation of small arms and light weapons and inter-clan wars manifested by retaliatory attacks by armed militias.
Others are poverty, lack of jobs and cultural factors.
To fight crime, Mr Kimaiyo said the police will encourage the public to volunteer information. There will also be increased police presence in crime-prone areas.
Additional security in the form of police patrols and prompt attention to distress calls will also be established.
 
 
 

World Bank to channel funds direct to counties

The World Bank has undertaken to fund county government projects directly over the next five years in a move aimed at supporting devolution.
The global lender on Tuesday said it is finalising on its five-year plan for Kenya in which devolution takes central position.
Addressing journalists in Nairobi, the new World Bank Country Director, Diarietou Gaye said the institution will disburse loans and grants directly to county governments provided the national government provides guarantee through the Treasury.
Ms Gaye said the bank, in its efforts to support the current devolution exercise, will work closely with counties to help in the set-up institutional and governance structures.
"The World Bank as a lender is in the forefront of supporting the government on devolution on all fronts and will provide its support in order to ensure that the exercise becomes a success," said Ms Gaye said.
She said that the bank's new "Country Partnership Strategy (CPS)," will reflect the face
of the new form of government compared to the past where everything was centralised under the Finance ministry.
Senior World Bank economist Jane Kiringai said that the lender will work with the Treasury to set minimum threshold that counties must meet to receive funding from the lender.
However, the lender said, proper county structures must be in place and those seeking help must demonstrate they have the capacity to absorb any funding into viable projects upon approval by Treasury.
"We will have to work with the Treasury because the lending must be guaranteed by the national government and the projects will have to be viable and economically or socially feasible," said Ms Kiringai.
The development comes at a time when the Treasury cautioned that it will not fund any budget deficits in the counties and that it will also monitor how funds allocated to them are spent.
Budget Controller Agnes Odhiambo warned that the national government needs to keep a keen eye on county spending.
In a recent report assessing the implementation of the 2012/2013 budget in the nine months to March 2013, Ms Odhiambo called for "a comprehensive monitoring and evaluation framework" to be put in place to "ensure close supervision of projects at county level".
The Treasury last week succumbed to pressure from MPs and raised revenue to counties from Sh154.7 billion to Sh190 billion.
It also provided Sh20 billion as conditional grants to counties, raising the total revenue to counties from Sh198.6 billion to Sh210 billion.
At the same time, the national government has also raised its external debt ceiling to Sh1.2 trillion to allow it headroom to guarantee more external loans being lent to Kenya.

then we will see which country will develop fast. if all governors are good to his/her people then Kenya will be a country with many cities to attract many developments from alround the world

  • Great news..and if the counties believe they can cheza with the WB and fiddle them, they will get a very rude shock indeed. The WB is stringent. But loaning and disbursing directly is fine..as long as the Treasury guarantees it which is only fair otherwise a county could borrow Kenya into bankrupcy
