Members of Parliament from West Pokot County in Kenya are demanding an apology from President Yoweri Museveni, over remarks he made yesterday during President Uhuru Kenyatta's inauguration ceremony.

In his speech, Museveni asked the new regime to ensure that the Pokot people stop the habit of stealing cattle from Uganda.
The MPs say such remarks could have grave repercussions to the people of West Pokot.

Speaking at the inauguration of Kenya's fourth president, Ugandan President Yoweri Museveni praised Kenyan voters for demonstrating their rejection of what he called blackmail by the International Criminal Court after they voted for President Uhuru Kenyatta and his deputy William Ruto, both of who face charges at the ICC. The Ugandan leader hit out at The Hague based court saying it was being used by the West to impose leaders of their choice on Africa. Why on earth would the African Union join the same bandwagon in thrashing an institute that only deals with member state as individual not as a group/union? based from a preliminary investigation and they are just suspects of the court. Why would Museveni think in his clear mind that Mr. Uhuru will be detained once he attends the trials? I would rather Museveni organize 500 teams of lawyers from Uganda to join Uhuru during his trials when that time comes. The Kenyan AG is doing his best to apply to join the court as a friend of the courtroom and cousin of Uhuru. That makes sense and logical if he does so as an individual but not as a Kenyan legal advisor. The Mr. Kamau on the other side should only join the courtroom as an individual but not a representative of the Kenyan government. They both do not in any capacity speak for Kenyans when it comes to ICC period. We need justice and no matter what steps it will take, justice should be done. Lets Kenyans speek and grieve that justice period. No individual or union whatsoever would scare us in a boardroom meeting in Ethiopia on this case. If the African Union
feels joining the same forces in "killing" the ICC witnesses to weaken the case then they better prepare for such. They will not stay in such positions for life. Time will catch up with everybody.

Uganda President Yoweri Museveni has sensationally claimed that there is a plot to detain President Uhuru Kenyatta at The Hague when his trial begins on July 9.

President Museveni is said to have told heads of state from East and Horn of Africa meeting under the umbrella of the Inter-Governmental Authority on Development (Igad) on Friday night that the International Criminal Court (ICC) was not sincere in its dealings on the Kenyan case.

"ICC should tell us if they plan to detain [Mr] Kenyatta. They should give us an explanation if he is going to come back to Kenya because the information we are receiving is different," Mr Museveni was quoted as saying in Addis Ababa, Ethiopia.

The source, who could not be named for protocol reasons, said Mr Museveni added: "We will not agree to have him attend if the intention is to detain him. If we don't have a clear picture of the plans by the International Court, then it means our relations with them will be soured.
They should treat us with dignity." The Igad heads of state also challenged the ICC to give a comprehensive report on the schedule of President Kenyatta's trial.

It was not immediately clear why Mr Museveni made the claims, especially because President Kenyatta and his Deputy William Ruto, who are accused of crimes against humanity over the 2007/8 post-election violence, have been co- operating with the ICC since they were indicted in 2011. President Kenyatta took office on April 9 and,
among other things, promised to respect international laws and clear his name in court.
Mr Ruto travelled to The Hague two weeks ago for a meeting with the judges, of his own volition, and pledged to co-operate with the court. He successfully petitioned the court to move his trial from May 28 to a new date yet to be set.

Under the ICC rules, Mr Kenyatta, Mr Ruto and radio presenter Joshua Sang can only be detained if the prosecutor applies for an arrest warrant on the grounds that they had breached the conditions that allowed them to attend trial as free men. Mr Museveni is behind the push by African Union heads of state to ask the ICC to drop the Kenya cases. A council of foreign ministers voted on Thursday for the case to be brought back to Kenya or the charges be investigated afresh. Only Botswana opposed the resolution.

"We are asking the ICC to stop the prosecution of the two Kenyan principals, if not then they should re-investigate the cases because there are a lot of falsehoods that led to the prosecution of these individuals," said Mr Sam Kutesa, Uganda's Foreign Affairs minister.

Zambia President Michael Sata told journalists at the African Union headquarters on Friday evening that Africa should learn to deal with her problems. Challenged Kenyans

    Uganda President Yoweri Museveni has overemotionally claimed that there is a plot to detain President Uhuru Kenyatta at The Hague when his trial begins on July 9.
    Museveni told heads of state from East and Horn of Africa meeting as Inter-Governmental Authority on Development (Igad) on Friday night that the International Criminal Court (ICC) was not straight in its dealings on the Kenyan case.
    "ICC should tell us if they plan to detain President Kenyatta. They should give us an explanation if he is going to come back to Kenya because the information we are receiving is different," Mr Museveni said in Addis Ababa, Ethiopia.
    The IGAD heads of state also challenged the ICC to give a comprehensive report on the plan of President Kenyatta's trial.
    "We will not agree to have him attend if the intention is to detain him. If we don't have a clear picture of the plans by the International Court, then it means our relations with them will be soured. They should treat us with dignity." Mr Museveni added.
    It was not at once plain why Museveni made the claims, yet President Kenyatta and his Deputy William Ruto, have been co-operating with the ICC since they were indicted.

    Uganda is seeking to participate in management of Mombasa port and other ports in the East African Community, a senior government official has said.

    The Permanent Secretary Ministry of East African Community (EAC) Affairs, Edith Mwanje said Thursday that Uganda should have a say in the management of ports because of "the too many delays" at the ports, which she said affect trade.

    "Let us be recognized as full stakeholders in the management of ports. The ports should be managed collectively as EAC," Mwanje said at a 'validation workshop on Uganda's country position on the single Customs Territory' held in Kampala.

    At the workshop a draft report on "Uganda's position on the negotiation for a single Customs Territory", which was authored by Development Economist, Paul Bagabo and his colleague Lawrence Othieno was released and discussed by various stakeholders.

    The two were commissioned by the Ministry of Finance to undertake a study and develop a position for Uganda for the negotiations for a fully-fledged Customs Union. Their report will inform Uganda's negotiating team.

    They study is meant to enable the High Level Task Force to develop a mechanism for engagement in the negotiations for a single customs territory and ensure that Uganda is not disadvantaged, among others.

    The Single customs Territory provides for free movement of goods in the EAC partner states, non-payment of tax of the good that are circulating in the states and imposition of a common tax on goods coming from outside the territory, Mwanje explained.

    She said that apart from the issue on ports, there are still administrative barriers and problems of corruption which should be addressed.

    She advised that Uganda and the partner states should watch out for goods imported into their countries and re-packaged to look as if they are made in EAC and end up evading taxes. Uganda, she said, needs a strong law to monitor such anomalies.

    The draft report stated that currently ports handle over 805 of the imports for Uganda. 'The research revealed that recent changes in port charges and other decisions particularly at the port of Mombasa have been taken without input from Uganda. This has led to inconvenience and disruptions in the import process in the country," Bagabo said.

    Given the role that the sea ports of Mombasa and Dar-es-salaam play in the import regimes of landlocked partner states in a regional integration arrangement, the study recommended that Uganda should be involved in the decision making process at the ports.

    The draft report was debated by representatives from the ministries of Finance, trade and EAC affairs, private sector, manufacturers, Kampala City Traders Association, members of the high level task force involved in the negotiations with other partner states on the single customs territory, and the Uganda Export Promotion Board, among others.

    Museveni wants S Sudan crude pipeline to Kenya's Port Lamu to go through Uganda

    Uganda's President Yoweri Museveni has said that it would be better if South Sudan's proposed oil pipeline to transport the country's crude to Port Lamu in Kenya passes through Uganda, Uganda's local media reported Tuesday.

    The independently owned Daily Monitor Newspaper cited Museveni telling Kenya's Premier Raila Odinga who called on him at his State House in Entebbe that he understood Kenya's position since the newly-independent South Sudan is in urgent need of a functional oil pipeline within one and a half years.

    Uganda, which has discovered huge oil deposits in its own Lake Albert Rift Basin and is in the process of commencing commercial oil production, had hoped to jointly construct a pipeline with South Sudan, and use Uganda's planned oil refinery to process crude from South Sudan and then export it to Western world via Port Mombasa in Kenya, according to oil analysts.
    The report also said that Museveni had earlier advised South Sudan to build its own refinery rather than having its crude oil refined in Kenya as that would create jobs for South Sudan, and that he was surprised by Juba's deal with Kenya that will have the oil resource refined in Kenya.

    The South Sudan government said Sunday it had formed a joint venture with Kenya and Ethiopia to build a $1.8 billion transport corridor that will include an oil pipeline to export crude oil from landlocked South Sudan to Port Lamu in Kenya.

    In January, South Sudan shut oil wells producing 350,000 b/d alleging that northern Sudan had confiscated crude equivalent to $815 million.

    South Sudan broke away from united Sudan in July last year taking 75% of the total oil produced in Sudan then, but continued to depend on the northern oil pipelines for its oil exports.
