There are more civil ways to approach conflicts or petition grievances the right way. There are people looking to stir trouble so target areas can be ambushed and people driven out of their community. These people ate money from the pay-master who paid for their campaign and now demand their promised land or pay money back By causing trouble through povocative means is the way to pay what they owe. Security at the Moi International Sport Center Kasarani where president elect Uhuru Kenyatta will be sworn in has been enhanced. Inspector General of police David Kimaiyo on Sunday said security agencies have put in place elaborate plans to ensure that the ceremony is conducted smoothly without hitches. "A part from prior arrangements, on-location of the venue, security measures including elaborate physical presence of law enforcement officers have been finalised," he said. Members of the public especially those who will accompanied by young ones have been urged to take extra care to ensure they don't get out of sight. "Due to the high human traffic anticipated, telephone signals may also be strained but police officers will be placed strategically to deal with cases of lost persons," he added. Traffic police officers will also be deployed along major highways as part of elaborate plans to regulate both private and public transport to ensure free flow of traffic. The delay in the release of two reports commissioned by President Kibaki following the deaths of two ministers in a helicopter crash and hundreds of civilians in ethnic clashes last year is now raising questions. Findings on the helicopter crash that killed former Internal Security minister George Saitoti and his deputy Orwa Ojodeh in June last year and the Tana Delta violence are yet to be made public despite conclusion of investigations by judicial commissions. The Law Society of Kenya (LSK) has threatened to go to court to compel the president to release the reports. "We will table the matter before the LSK Council on Monday and decide when to file a petition to compel the release of the findings. What the president is doing is unconstitutional since the reports are public documents and the public has a right to know the findings," said LSK chairman Eric Mutua. Pass the buck Mr James Mwamu, president of East Africa Law Society wants President Kibaki to release the reports before he hands over power to Uhuru Kenyatta, arguing that it would be unlawful to pass the buck to someone who did not commission the inquests. "The reports should not go the same way we have seen others being kept under lock and key. They should be released immediately for the sake of the victims' families," said Mwamu. He added that it is important for the reports to be made public to stop rumours doing rounds as to the cause of the helicopter crash, and for the public to be assured that their taxes were used in a transparent way in finding a solution to the tragedies. The initial report presented to President Kibaki last month by Lady Justice Kalpana Rawal pointed an accusing finger at the helicopter's manufacturers, Eurocopter, for installing an uncertified part and allowing an unauthorised person to service the aircraft two days before it crashed. According to the commission, the helicopter's airworthiness was invalidated, and recommended that the matter be pursued through the European Aviation Safety Authority. Kituo Cha Sheria executive director Gertrude Angote read mischief in the matter, especially the way the Tana River clashes report was being handled after the judge who led the inquiry was found unsuitable to continue serving in the Judiciary. "Looks like the Tana River report is being subverted especially after Justice Grace Nzioka was declared unfit to continue serving. This cannot however be a reason to delay it since the commission completed its report long before a verdict was reached on her conduct," said Angote. Human Rights Agenda executive director Yusuf Lule said all the perpetrators of the atrocities that left 187 people dead and thousands others displaced, must be brought to book. "We can't continue waiting for the report indefinitely and make it a culture of setting up commissions of inquiries when Kenyans continue to be killed," Mr Lule said in a press statement on Sunday.
