Aid to Invest: The Chinese State and Transnational Capitalists in Tanzania

Introduction
The trade links between China and Tanzania spans the pre-colonial, colonial and post-colonial eras in Africa.[2] As such, they also cut across the ostensible socialist and post-socialist periods in both countries.[3] Hence they arguably predate capitalism and, in their modern manifestations, have been shaped by the states' reactions to capital.[4]
 
This paper provides an historical account of the persistence of these commercial links across the communist-capitalist divide. Drawing from Samir Amin, it locates the origins of the long history of the rise of capitalism within China and thus shows how capital, in its virulent forms, thrived in, and informed, the Sino-Tanzanian relations even when the two states were avowed anti-capitalist. [5] Of particular interest is the significant role that transnational capital, masquerading as Chinese aid, has played in providing the context for China and its capitalists to invest and trade in Tanzania.
 
Thus a number of cases are examined, historically, to underscore the main thesis of this paper. These includes, among others, the Tanzania–China Textile Friendship Mills (URAFIKI), Tanzania-Zambia Railway Authority (TAZARA), China Railway Jianchang Engineering Co. Ltd (CRJE), China State Farms Agribusiness (Group) Corporation (Tanzania) Limited, East Star International Tanzania Ltd, Chinese Harbour Engineering Construction Company (CHEC) and the China Exim Bank.
