[wanabidii] RE: The Malawi-Tanzania Lake Nyasa Border Dispute.

Huyu mpiganaji shupavu wa nchi yetu alipokuwa California nilikwenda pale chuoni kwao lakini ratiba ikawa ngumu nikashindwa kuonana naye. Nilijivuna sana kusikia Mtanzania anaramba shule pale. Nipatie mawasiliano yake nimtumie hongera zake. Hii shule si mchezo.

Niliposoma ujumbe wako nikahisi unataka kunirushia makombora. Kwa hiyo, kama ujuavyo wanazuoni, nikakimbilia kwenye Hitimisho na Mapendekezo. Nimekuta kwamba hakuna tofauti na ninachofikiri ama na mwelekeo wa nilichoandika ingawa kuna mahali tunatofautiana.

Hitimisho lake limeanza hivi:

The border dispute has been ongoing for five decades, making it an incessantly potential 'conflict flashpoint' for three main reasons. First, Malawi's claim to the entire lake, which goes against the internationally recognized border, is perilous for both countries and the region at large. Second, tensions still simmer over the violent behavior both countries observed during the 1990s and Malawi's accusation of illegal fishing by Tanzanian fishermen and their subsequent ban on fishing in the lake. Third, resources from Lake Nyasa, which make up the livelihood for inhabitants dwelling in the region, are thinning at an alarming rate.

The study has shown that border disputes abound all over the world, and their resolution is possible through democratic processes and international arbitration and negotiations, rather than through armed conflicts.

Ipo mifano mingi ya migororo ya mipaka ambayo imeshindwa kutatuliwa kwa njia hizo na hadi leo imedumu. Mfano mmoja ni wa Uganda-Kenya kwenye Migingo ambapo Kenya imeamua kuwa mnyonge; Ethiopia na Eritrea ambapo Eritrea ina hasira lakini haijui ifanyeje. Ukienda kule Asia China ina migororo rundo na kila mtu; nab ado kuna ule wa Korea Kaskazini na Korea Kusini; halafu Korea Kusini na Japan kuhusu visiwa. Ni kweli kwamba vita inaweza isimalize ugomvi, lakini pia si kweli njia za mezani humaliza matatizo. Kama ni hivyo kusingekuwa na migogoro kabisa ya mipaka.

Kwenye Mapendekezo yake amenifurahisha lakini je, ina maana sisi wote hatujui kwamba Malawi haitaki kitu? Kwa nini tunajifanya hatujui? Jamani, tuacheni ubishi, Malawi hawakubali kitu hapa, hata mahakama gani iamue. Subiri! Sawa, naweka nukuu ya tasnifu hii......

Both countries should work together to implement the agreement by mapping the border according to international regulations governing inland waterways and lakes.

Comrade Mobhare,
Most of the time we (as academicians) do purport that if you don't have observable facts and/or data you are not obliged to speak out. In essence, facts and/or data could only be obtained, analysed and used through observations and logic (scientific research). Here I attach a defended "thesis" of Col. Fulgence S. Msafiri of TPDF (Tanzania Peoples Defence Force) for Master of Science [MSc (Defence Analysis)] in one of the US Postgraduate Schoo (Naval). May I ask you to go through the thesis very carefull and thoroughly.
 
My concern is hinged on:
1. What is the root cause of the Malawi-Tanzania Lake Nyasa/Malawi border dispute?
2. Why Tanzania has delayed and/or derailed to take necessary steps to rationalise the matter for 49 years?
3. What should be done to alleviate the ongoing political tensions and/or war rhetorics between the two neighbhours?
 
Through Col. Msafiri's thesis the above questions are well attempted. It is mine hope that you (as a profession in crisis management and international interfaces) you will learn a lot through it. Please, I have made it as we need to be "proactive" and avoid being "reactive."
